The purpose of this study is to apply to the phenomenological self-evaluation method in the social welfare agency. It means that the phenomenological self-evaluation method accepts "the reality" which occurs in the social welfare setting, and functions for the social worker to play dual role of practitioner-evaluator. This paper examines two dimensions of social work evaluation theory and practice. Firstly, this study is to investigate a trend of evaluation in social work setting, and seeks theoretical aspect of phenomenological self-evaluation method, with emphasis on the strength and limit of the positivism evaluation methods. Although qualitative evaluation was suggested to make an alternative to the positivism by qualitative researchers, they did not suggest the specific methods and roles of the practitioner-evaluator. In this study, two directions of the phenomenological self-evaluation method are suggested to overcome the limitations. which are "environment-relation self-evaluation" and "program-oriented self-evaluation". Secondly, the result of phenomenological self-evaluation studies for the social welfare community center program and organization in kangnam district from June, 1994 (Program-oriented self-evaluation) to march, 2000 (Environment-relation self-evaluation) are presented. the phenomenological self-evaluation study showed the expected outcome such as; reflective self-training, making a practice knowledge, enhancing service quality, and reinforcing the identity of social welfare profession.

As social work practice for the disabled is still centered in provider's perspective in Korea, this study started with concerns for consumerism that is emerging as an alternative for the social work practice for the disabled. Consumerism is rooted in organization process of the disability rights movement, and considered as an ideology that protects actively the rights and influence of consumers. However, consumerism is not operating as an accomplished ideology yet, but as a type of the practical discourse. Consumerism is interpreted in multiaxial meanings and the conscituents of consumerism is used ambiguously in practice. This is because theoretical reviews on the conceptual thinking of consumerism are scant and empirical inquiries into conceptual cognition of social workers who uses this concept as a professional are scarce. After analyzing the data using Q methodology, the result shows that social workers' major cognitive types on consumerism perspective consists of four types; Empowerment type, Market-mechanism type, Multi-opening type and Traditional-value type. These types are classified by the dimension of 'specific/extended', 'traditional/reformative' and 'instrumental/autotelic'. This result will attribute to develop consumer-intimate policy, practice program and professional training program and to give facilities for lucid communication among policy, practice field, theory and movement in social welfare for disabled as it materializes the explicit conception of consumerism that is understood ambiguously in Korea.

This study explored feasibility of social cooperatives as a strategy of struggle to social exclusion in the social services area based on the relationships between people. Is social cooperatives on the Fundamental Act on Cooperatives a new type of social welfare service providers comparing the social welfare foundations and social enterprises? Would be expected as social inclusion processes effects arising from the properties of cooperative in social welfare sector? If social welfare institutions function as an intermediate medium between government and users, social cooperatives can be performed function in the community in a variety of cooperative relationships with Multiple stakeholders, e.g. various service providers, care-givers, social workers, and users, etc., conflicting the interests. In this perspective, looked the possibility of social cooperatives as community welfare practice model.

The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. This study was to examine the generative process, contents and normative practice of social workers practice knowledge and grope the suggestion for the reconstruction of social work knowledge. The authors approched with reflective narrative method, Data were collected from six social workers who have engaged in social work. As result, when they have confronted unaccountable phenomenon they generated knowledge through self - reflection and these confirmed, reproduced through normative practice. The researchers proposed the abduction resoning form for the knowledge development method in social work practice field, the reinforcement of human studies in social workers educational process, reconstruction of the network practice.
