This study is a study on the recognition and policy direction of welfare service for the disabled. For this, it aims to draw implications about the policy direction of welfare service for the disabled using basic investigation of welfare for the disabled among $2^{nd}$, $3^{rd}$ community social welfare plans of Jeollanam-do. As study results, it was analysed that the demand of welfare service for the disabled is increasing from providing the past livelihood such as establishing the foundation for basic livelihood to customized welfare service such as supplying jobs for enhancing the quality of life of the disabled. That is judged to be caused by needs for human's basic rights according to economic development and improvement in income level, and it will be appropriate to set up the software-focused policy for the disabled individuals rather than to set up the hardware-focused policy like the past. Despite the implications like these, however, this study has limitation that its subject is restricted to D-gun, so henceforth it needs to draw more general conclusions through comprehensive research about more extensive regions.

생산적 복지는 복지 수혜자를 단순한 지원의 대상에서 벗어나, 그들이 사회와 경제에 적극적으로 기여할 수 있는 구성원으로 발전할 수 있도록 돕는 복지 정책의 한 형태이다. 이는 교육, 직업 훈련, 취업 지원 서비스를 포함하여 개인의 자립능력을 향상시키고, 결국 사회 전체의 경제적 부담을 줄이며 경제 성장을 촉진하는 것을 목표로 한다. 본 연구는 대한민국에서 생산적 복지가 가능한지를 고찰함으로써, 사회적, 경제적 문제의 해결책으로서 생산적 복지의 역할과 중요성을 강조한다. 대한민국은 빠른 경제 성장과 함께 다양한 사회적 문제들을 경험해 왔다 고령화 사회로의 진입, 청년 실업률의 증가, 사회적 격차의 확대 등은 복잡하고 다양한 사회복지 요구를 낳았다. 이러한 상황에서 생산적 복지는 단순한 금전적 지원을 넘어서, 수혜자가 자립할 수 있는 기반을 마련해 주는 방안으로 주목받고 있다. 본 연구는 대한민국에서 생산적 복지의 구현 가능성을 고찰하고, 그 방안을 모색함으로써, 사회복지 정책의 새로운 지평을 제시하고자 한다.

The purpose of this study was to review the current state and issues of family life welfare policy and service delivery system in Korea Up to now social welfare has exclusively represented welfare area and family life welfare has been treated as a subarea of social welfare not an independent area Recently the organization system of family life welfare in Korea was reorganized. The depatment of family life welfare was disorganized and the role and function of it was dispersed. The present policy for family life welfare and service delivery system pose many issues in legal arrangement administrative dimension approach characteristics of welfare concerned department institution professional personnel and certificate system.

This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.

사회복지관련 예산의 급격한 증가가 함께 사회복지관련 사업도 다양한 분야로 확대되고 있다. 이러한 시점에서 사회복지정책을 수행하는 정부 및 지자체에 의한 지원과 보조사업 추진의 당위성 및 논거를 명확히 할 필요가 있다고 사료되며, 본 연구는 후생경제학 입장에서 장애인복지관련 예산이 국가경제 및 지역경제에 미치는 경제적 효과를 살펴보았다. 장애인복지정책의 달성을 위한 예산 지출은 기업 및 개인의 소비행위를 연속적 및 직 간접적으로 파생시키게 되며, 본 연구에서는 산업연관분석을 이용하여 장애인복지예산의 경제적 효과로써 생산, 부가가치, 고용, 취업 등에 얼마나 기여하는가를 계량적으로 추정하여 제시하였다. 수도권 3개 지자체의 장애인복지관련 예산지출에 의해 연간 1조 3천억원의 생산을 유발시키며, 8,015.9억원의 직간접 부가가치를 파급시키는 것으로 분석되었다. 또한 17,673.2명의 고용 및 26,825.2명의 취업을 창출시키는 것으로 추정되었다. 본 연구 결과는 장애인 사회복지예산을 소비지출로 인식하는 사회분위기 속에서 사회적 논란 야기 및 재정압박 요인으로 작용하는 현시점에서 복지 분야에 대한 정부 및 지자체의 장애인복지정책에 의한 개입 지원 보조의 당위성 논의의 타당성은 결국 실증적인 분석을 통하여 뒷받침될 수 있느냐에 달려 있다고 사료되며, 본 연구는 이를 위한 기초적 연구로서의 역할이 기대된다. 또한 복지예산은 소멸성 지출이 아니며 우리나라 사회 경제에 다양한 영향을 파생시키는 중요한 산업임을 본 연구에서 확인할 수 있었으며, 지속적 연구를 통해 정책적 지원 및 사회적 합의가 필요하다.
