지역사회 군병원 간부의 임파워먼트가 의료사회복지서비스에 미치는 영향 (The influences of the Medical Social Work Service by the Empowerment of officers and NCOs in Korean Community Military Hospital)

  • This study carried out a covariance-structural analysis to verify formed causations between general variables and the influences of Medical Social Work Service of officers and NCOs in Korean Community Military Hospitals. The subjects were 7 hospitals, 337 military hospital executives in rear area, and the results of the survey are as below. First, about empowerment level, culture in the organization turned out to be the primary direct influential factor, and personal, organizational, and functional character were influential factor. There was no indirect influential factor present. Second, in Medical Social Work Service, empowerment level was significant on direct effect. In case of personal character indirect effect was important. It showed that the significant influence factor that affects Medical Social Work Service in total effectiveness is personal character and empowerment level. It's productive to suggest the possibility of application of furnish the outcome as a basic data for Military Medical Social Work Service revitalization plan. On the basis of the result, we propose several suggestions for Military Medical Social Work Service as follow. First, to educate empowerment increase program of officers and NCOs in Military Hospital, specific system which allows entrust education to a certain civil education institution or KAMTSW(Korean Academy of Military Social Welfare) is required. Second, need to provide the medical social work service that matches with Military Hospital and distinct from usual hospital. Last, for specific study we expect various follow-up researches on the basis of this study, which can develop concrete empowerment model by inquiring research, would come out.

소셜 미디어 서비스 산업 후발기업의 Catch-up 전략 사례분석 (A Case Analysis on the Catch-up Strategy of Late-Comer Firms in the Social-Media Service Industry)

  • Recently, emergence of smart-phones and Social Networking Service(SNS) would offer the market environment changes and the opportunities for new business. For the case analysis comprehensive survey were implemented. And those data were analyzed along the research framework. The late-comer firms offered differential services, maintained creative and opened corporate culture, shoed learning capabilities which means absorption and organization of external knowledge, innovative efforts to control the insurgents than early-mover firms. When we analyze these phenomena along the developmental stages of late-comer, we can perceive that the stage of late-comers firms were moving from the "tracing the path" stage to "jumping the path" stage which means the creating capabilities were more or less enhanced and the firms become more stable in terms of business operation. In business model, early-mover firms showed clear definition for each business element, especially the revenue structure, while late-mover firms seemed unstable or unclear revenue structure.

노인장기요양보험 재가서비스의 문제점과 개선방안 (A Study on Problems and Improvement of Home-help Services of Long-term Care Insurance)

  • 본 연구는 제도 시행 초기인 2008년 10월 현재 여러 부분에서 동시다발적으로 발생하는 노인장기요양보험 재가서비스의 다양한 문제점과 원인을 파악하여 분석한 후, 그에 대한 개선방안을 마련하는 데 목적이 있다. 연구방법은 크게 선행 연구된 2차 자료를 분석하는 문헌조사와 관련 전문가를 대상으로 하는 서베이 조사방식을 통해 진행되었다. 자료의 분석은 길버트와 스펙트의 정책분석틀에 근거하여 대상자체계, 급여(서비스)체계, 재정체계, 전달체계의 영역으로 구분하여 분석하였다. 본 연구를 통해 도출된 노인장기요양보험 재가서비스의 문제점은 첫째, 대상자체계에서는 가입대상자와 서비스 대상자의 불일치, 수요자 추계의 문제점 및 등급판정 관련 문제 등이 있으며, 둘째, 서비스 체계에서는 서비스 인력의 전문성 결여, 방문요양기관 인력기준 완화로 인한 서비스 질 저하, 서비스 이용시간 제한의 불합리성 및 방문요양 수가의 등급별 균등지급의 문제가 있는 것으로 나타났다. 셋째, 재정체계에서는 본인부담금과 비급여항목으로 인한 이용자 부담과중, 기존운영비 지원 기관에 대한 지원중단으로 인한 서비스의 사각지대 발생 및 구조조정 및 파트타임 증가로 서비스 질 저하 문제가 나타났으며, 마지막으로 전달체계에서는 서비스의 질 관리체계 미비, 재가장기요양기관 남설로 인한 과다 경쟁, 영리적 운영으로 인한 서비스 공공성과 질저하, 대상자 모집의 어려움으로 인한 운영난 및 요양보호사 교육기관 난립으로 인한 과다배출과 부실교육 등의 문제가 있는 것으로 조사되었다. 이상의 결과에 근거하여 다음과 같이 제언하였다. 첫째, 장기적으로 가입자와 서비스 대상자를 일치시킬 필요가 있다. 둘째, 공단직원의 전문성 향상 및 인력충원이 필요하며, 셋째, 등급외자에 대한 효율적 서비스 연계, 넷째, 체계적인 요양보호사 관리시스템 구축 및 서비스 표준지침서 개발, 다섯째, 서비스 내용과 절차에 관한 일부 법규의 수정이 필요하며, 여섯째, 본인부담금의 일부 조정도 필요하다. 일곱째, 노인복지법에 의한 재가시설에 운영비를 지원해야 하며, 여덟째, 관리감독 기관의 모니터링 시스템 강화 및 서비스 제공 기관과 서비스 인력에 대한 평가 체계 마련, 그리고 마지막으로 기관설치 기준의 강화가 필요하다.

  • To enhance Social Welfare and Public Interests, government has been enforcing the policies that induce private Sector to participate in the Public Service. In general, these policies consist of the direct or indirect supporting systems, including the advantages of taxation applicable to Private Sector that takes part in Public Service. Of the various supporting systems taken by government, the privilege from the taxes is known to the most important supporting system. The representative exemple is the tax beduction of amounts donated to the not-for-profit organizations. That is to say that donations can be deductible from taxable amounts on assessing inheritance tax and gift tax. Generally much higher cumulative tax rates are applied to the laws of inheritance tax and gift tax than the other taxes in order to redistribute the social wealth and to restrain the concentration of the wealth. On the other hand, the special exemption from the taxes can be applied to not-for-profit organization according to the standards of the relevant lows and regulations, because not-for-profit organization usually performs the partial role of government in Public Service. The perpose of this study is to find the systematical support that the not-for-profit organizations can practice Public service more efficiently than government. This study approaches the subject by means of examining current taxation systems of inheritance tax law and gift tax law and developing systematic alternatives that can make inefficient parts in taxation systems more reasonable.

SCO Framework을 적용한 조직과 조직원의 정보보안 준수 관계 연구 (Information Security of Organization and Employees in Social Exchange Perspective : Using Structure-Conduct-Outcome Framework)

  • Purpose Issues related to information security have been a crucial topic of interest to researchers and practitioners in the IT/IS field. This study develops a research model based on a Structure-Conduct-Outcome (SCO) framework for the social exchange relationship between employees and organizations regarding information security. Design/methodology/approach In applying an SCO framework to information security, structure and conduct are activities imposed on employees within an organizational context; outcomes are activities that protect information security from an employee. Data were collected from 438 employees working in manufacturing and service firms currently implementing an information security policy in South Korea. Structural equation modeling (SEM) with AMOS 22.0 is used to test the validation of the measurement model and the proposed casual relationships in the research model. Findings The results demonstrate support for the relationships between predicting variables in organization structure (security policy and physical security system) and the outcome variables in organization conduct (top management support, security education program, and security visibility). Results confirm that the three variables in organization conduct had a positive effect on individual outcome (security knowledge and compliance intention).

병원 조직 및 구성원들 간 신뢰수준에 영향을 미치는 요인 (Antecedents of Trust among Hospital Employees)

  • Objectives : The aim of this study is to understand the antecedents of trust with regard to organization and interpersonal trust among the employees of a hospital organization. Methods : Data were collected from 942 employees who work at ten hospitals of Seoul in other cities in Korea. Collected data were analyzed using SPSS Ver. 18.0 and AMOS Ver. 18.0 and by a frequency analysis, t-test, ANOVA, and regression analysis. Results : The main finding here was that the trust of hospital employees is significantly affected by fairness, consideration, morality, competence, and social responsibility. Conclusions : This result implies that hospital administrators should endeavor to improve the level of trust of among the employees of their organization and in therir coworkers through a fair reward system, an ethical management philosophy, by instilling a high competency level compared to other hospitals, and by ensuring high levels of social responsibility.

비영리조직의 자원개발 전략에 관한 탐색적 연구 (The Resource Development Strategy for Non-Profit Organization)

  • 본 연구는 비영리조직을 대상으로 재원충원 방안으로 선택하고 있는 자원개발 활동이 어떻게 이루어지고 있는 지 그 내용과 지원 수요를 예측하기 위해 탐색형식으로 시도되었다. 연구대상은 복지서비스단체, 시민단체, 복지관 영역의 비영리조직들로, 설문조사를 통해 총 356곳의 자료가 수집되어, 조직과 재정에 관한 기본구조, 자원개발에 관한 내부환경, 자원개발 세부전략의 활용여부와 빈도, 그리고 자원개발의 효과성, 비영리조직이 선호하는 자원개발 전략과 수행에 따르는 어려움 등이 분석되었다. 결과적으로, 비영리조직의 나이는 10~14년으로, 총 인력 수는 13~19명이었으며, 자원개발을 위한 내부 환경은 복지관이 다른 복지서비스단체와 시민단체에 비해 인력과 부서, 후원자 관리, 전산관리 프로그램 체계가 갖추어진 편으로, 다른 두 집단은 내부 체계가 미흡한 것으로 파악되었다. 부족한 재원을 충당하기 위한 비영리조직의 자원개발 전략의 효과성 측면에서는 이벤트, 기업모금, 프로포졀 공모 등이 높게 평가되고 있었고, 향후 활용하고자 하는 선호전략으로도 거론되고 있었다.

직무 소진이 조직몰입과 조직시민행동에 미치는 영향: 가족친화 조직인식의 조절 효과를 중심으로 (Effects of Job Burnout on Organization Commitment and Organizational Citizen Behavior: A Moderating Effect of Family-Supportive Organization Perception)

  • Objectives: Work-Family Balance (WFB) is a significant social issue in Korea. We examined the effects of employees' burnout on organizational performances by determining the moderating effect of family-friendly organizational culture in firefighter's organization. Methods: To test the hypothesis, data were collected from firefighters who are working at five fire stations in Deajeon and Chungnam province. Based on quantitative survey from 489 respondents, hierarchical regression analyses were performed. Results: The analysis revealed that job burnout had a negative effect on both organizational commitment (OC) and organizational citizen behavior (OCB). Family-Supportive Organization Perception (FSOP) negatively moderated the relationship between burnout and OCB. On the other hand, there was no significant moderating effect of FSOP on the relationship between burnout and OC. Conclusions: This study raises the importance of creating an organizational culture that gives its members a belief that the organization guarantees and supports the work-family balance system.

A Study on the Effect of Job Distribution on Quality of Life for Good Job Behavior

  • Purpose - The purpose of the study is to analyze the empowerment intermediary role on the relationship between the job distribution and the quality of life. A research on empowerment and social service staffs' job distribution also should be conducted to improve the quality of their lives. Because empowerment, particularly, affects the quality of life, it should be taken a detail discussion for empowerment improvement. Research design, data, and methodology - This paper conducted a questionnaire survey. In total, 722 copies of the structural questionnaire were analyzed. Five parameter subsets were selected to measure the empowerment such as task significance, role performance capability, self-determination, task impact, then, the survey consists of 10 questions. For data analysis, confirmatory factor analysis, discriminant and concentration validity analysis, path coefficient significance, and mediation effectiveness verification were employed. Results - As evidenced from the data analysis, job distribution variables such as job impact, job autonomy, and feedback affect the quality of their lives. Empowerment also affects the quality of their lives. Next, the empowerment functions as meditating role in the relationships with job impact, job autonomy, feedback and the quality of their lives. On the other hand, the empowerment do not function as meditating role in the relationships with social service staffs' function diversity and the quality of their lives. Conclusions - It is necessary to conduct ways for various job performance and outside educational facilities to improve social service staffs' function diversity. The mission, vision, strategic purposes, detailed execution goals need to be set by all their organization members' participation. Empowerment also requires social welfare facilities' drastic delegation on their authority and responsibilities with their active decentralization in the organization.

전문직으로서의 사서직 논의를 위한 이론적 접근 (Discussions on the Theoretical Background for Librarianship as a Profession)

  • 한국 사서직의 전문직화의 목적을 사서직에 대한 사회적 인식의 확보로 파악하고, 이를 위한 논의에 필요한 이론적 배경과 그 개념들을 살펴보았다. 우선 전문직으로서의 사서직 논의의 특성을 기능주의, 봉사정신 및 이타성 강조, 및 개인성으로 파악하였고, 사서직 직무의 조직중심 특성을 살펴보았다. 이를 배경으로 사서직화 논의를 위한 개념으로 전문적 지식, 서비스, 조직중심, 그리고 시장개념과 그들의 상호연관성을 논의하였다. 이러한 이론적 배경의 제시가 전문직으로서의 사서직에 대한 발전적 논의를 촉진하는 역할을 하기를 기대한다.
