The Plan of Social Security network for Prevention of School Violence (학교폭력 예방을 위한 사회안전망의 구상)

  • School Violence is one of the most serious problems faced by Korean. As this serious problem becomes social issue in nation, many researchers have tried to find out the most effective solution of that problem and the reasons for why prevention of school violence are failed in such mind-hurting activities. The government and NGO proposed many the alternative to prevent the school violence. But the effectiveness of the alternatives art questionable. Last year Busan Metropolitan Police Agency and Busan Education Administration proposed new alternative in united cooperation which is namely Administration proposed new alternative in united cooperation which is namely 'school police' for school violence. School Police is composed of the retired teachers and ex-police officer, to do a prevention activity of school violence, which is expected to effectively curtail school violence in the assigned school. It is first networking try to prevent of school violence as a team of police and teachers in Korea. But the type of Korean school police system is different from American's school police, like as LASPD which is of sworn police officers. Korean school police is to employ a kind of school liaison officers. Though 'School Police System' got good reaction from students and citizen in Busan, It has some defects to be solved in future. So it hard to note that their efforts have been successful in curtailing the prevalence of school violence. In this paper, I present the new type of new 'Social Security Network Model' for school violence by repairing of 'korean school police system'. The problem of the school violence is not the problem of the school but the problem of society. In such viewpoints, It is important to plan a security network model which is participate in police officers, teachers, community and government. To prevent school violence effectively, I propose this new social security network model which based on theory of Community Oriented Policing, aggressive policing and CPTED technique.

  • The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. The Effect of Exclusion from the National Basic Livelihood Security System on Material Hardship among the Low-income Elderly People: Moderating Effects of Social Support (국민기초생활보장 수급에서의 배제가 저소득 노인가구의 물질적 결핍에 미치는 영향: 사회적 지지의 조절효과)

  • The purpose of this study was to examine the moderating effects of social support on material hardship of low-income elderly people that have been excluded from the National Basic Livelihood Security System. For this research, data of 255 persons aged 65 and over were collected using a survey conducted in 2014 by the National Human Rights Commission of Korea on the minimum living cost of low-income household. Data analysis was performed through descriptive analysis, correlation analysis, and multiple regression analysis with STATA13. According to the results, the average level of material hardship in low-income elderly people was 1.45 out of 6, with the most hardship shown in heating and health care. The results of multiple regression analysis showed that when low-income elderly people became excluded from the system, they suffered more than the recipients. They also showed that the social support system of low-income elderly people brought a negative impact on their material hardship when they were connected by the strong social support system. In other words, social support system reduced their material hardship caused by exclusion. Based on the results, this study suggests some practical and political means to reduce material hardship of low-income elderly people.

Issues Facing the National Health Insurance System in Korea and Their Solutions (우리나라 공공의료의 쟁점과 해결책)

  • South Korea is not a wasteland of publicly funded health care-instead, it has a good medical social security system known as the national health insurance (NHI). The NHI of Korea has three unique features; (1) low premiums, low insurance fees, and low coverage; (2) obligatory designation of medical institutions; (3) and allowance of non-benefit services. These features have made hospitals and doctors interested in profit-seeking. However, the commercialization of medical institutions has taken place in both private- and public-established sectors. A basic problem of commercialization is the co-existence of the obligatory designation of medical institutions and non-benefit services. The problem became worse in the Kim Dae-Jung government because it officially permitted non-benefit services. Since 2000, the Korean government has consistently pursued benefit extension policies, but the coverage rates of the NHI have stagnated. In addition, premiums and current medical expenses have markedly increased because policy-makers have emphasized accessibility to the NHI, while ignoring important principles of medical social security such as a needs-based approach and patient-referral system. In order to resolve the commercialization problem, the obligatory designation of medical institutions to the NHI should be changed to a contract system, and non-benefit services should be prohibited at NHI institutions. We must re-establish the patient-referral system via a needs-based approach. We also need to build a primary healthcare system and public health policies. We should make a long-term plan for healthcare reform.

The effect of Korean Employment Protection Legislation on Eliminating Discrimination on Non-Regular workers (비정규직 보호법의 차별 시정 효과)

  • This article aims to investigate the impact of Korean employment protection legislation that has implemented since 2007 on eliminating discrimination on non-regular worker's wage and social security. It is used the panel Tobit model reflecting the variation of implementation time according to the size of establishments. Although the employment protection laws for non-regular workers have implemented, the wage gap and discrimination in social security for non-regular workers have continued. Of course, the discrepancies on wage and social security were founded not only between regular and non-regular workers but also within non-regular workers. For reducing the discriminations, this study proposes to restrict the reason for justifying discrimination, and the introduction of a new approach to accessing the discrimination and complimentary credit system. Besides, this study suggests to actively review the strengthening of regulations on the use of non-regular workers.

On the Scale in the Kingdom of Saudi Arabia: Facebook vs. Snapchat

  • This research aims to analyse the practices adopted by social media users in the Kingdom of Saudi Arabia (KSA), specifically users of Facebook and Snapchat. To collect data from participants, a questionnaire was used, generating 915 responses. The analysis of the data shows a clear preference for Snapchat over Facebook in the KSA, where 89% of the participants have accounts on Snapchat compared to 66% of them with accounts on Facebook. Moreover, the preference for Snapchat over Facebook has been clearly shown in the daily usage of participants, where 83% of those with Snapchat accounts can be described as very active users. They have accessed their Snapchat accounts at least once a day compared to only 15% of Facebook users. Different reasons were provided by the participants explaining the practices they adopted. We believe that such research could help social media applications' designers and policy makers to understand the behaviour of users in the KSA when using social media applications and the rationale behind their behaviour and preferences. This understanding could help improve the performance of current applications and new ones.

  • Smart Grid, which maximize the efficiency of energic utilization by applying Information and Communication Technology to Power Grid, requires high availability. Attacks, such as DDoS, which cause suspension of service and lead to social disruptions have recently been increasing so that systematic management over availability becomes more important. In this paper, we presents a new evaluation criteria of Korean Smart Grid by comparing availability assessment items of international standards specified in management system and then overcome the limitations of availability evaluation of existing information security management system.

  • Recently the demand for civil protection and security guards shows rapid growth by the social development and improve the quality of life. However the supply and education system have some limitations in spite of the high demand guard-secretary. The main role of secretaries has been to accompany superiors in order to maintain their dignity or trait. However, the secretaries are required to play additional roles of safety managers such as a security manager, a protocol manager, an intelligence manager and a protective driver in order to overcome the domestic and the international safety environment and to elevate the quality of service as a competitive work. Therefore, the purpose of this article is to analyse current situation of curriculum on security guard training at the universities related to this department, and to seek an educational model for this area. For that, the following questions will be examined. First, Do the professional training organizations meet social demand for the body and security guards? Second, What kind of training has to be provide for the body and security guards? and what the qualifications of the trainers? Then, what are the differences in training courses between private organizations and universities? Is there differences in the job placement among the trainers of private organizations and universities? etc.. In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim. For the scholarly identity to the security and secretary studies is th following on the core curriculum, then the university curriculum is very important for that. It is need to arrange the curriculum that is actually current at College or University for the suggestions on scholarly identity and development of the security and secretary studies.

  • In this paper, we classify web-based social network into two types: open and community, and model user behavior in social activities. After that, we also propose the combination of instant messaging and web system as the method of support asynchronous/synchronous social activities. Furthermore, we introduce ImCoWeb prototype system that supports both asynchronous social activities (ex. social bookmark, comment, rate, and data share) and synchronous ones (ex. real-time communication, file transfer, co-browsing, and co-work). Because it is built on the existing instant messaging, it reduces costs by reusing the facilities such as session management, user management, and security of instant messaging.

  • The basic legislations regulating the private security in Korea are Private Security Business Act and Private Policeman Act. But this dualistic system of private security causes difficulties in unity and efficiency of private security operation and makes it complicated to supervise each personnel with effect. Besides despite similar service and duty, there is all the difference between private security guard and private policeman in regard of social position, pay, authority, and so on. Therefore it is suggested that the two Acts should be unified and the united private security act should be enacted. Legislating new private security act will lead to considering the detail legislative definition on qualification of personnels and business range.
