표현매체로서 SNS(Social Network Service)에 대한 내용규제의 문제점 분석: 법률적.행정적 규제를 중심으로 (The Analysis of Content Regulation on Social Network Service(SNS): Focusing on the Problem of Legal and Administrative Regulation)

  • 이 글은 SNS의 보편적 이용이 늘어나고 그것에 대한 규제논의가 증가하는 것을 배경으로 해서, SNS 표현물에 대한 현행 국내 규제체계의 문제점을 분석하고자 한다. 이를 위해 규제대상으로서 SNS표현물의 성격을 살펴보고, SNS 표현물에 대한 국내 내용규제체계의 문제점을 법률적 측면과 규제기관적 차원에서 검토했다. SNS 표현물에 대한 규제체계를 살펴보면, 법률과 행정기구 중심의 국가주의적 규제경향이 강하다는 것을 알 수 있다. 5가지 측면의 규제법률이 SNS 표현물 규제와 연계되어 있으며, 규제의 주체로서 행정기구가 내용심의를 하고 있음을 알 수 있었다. 그로 인해 민간영역의 자율기능은 상대적 약한 것으로 판단된다. SNS와 같은 인터넷공간에는 최소규제의 원칙이 적용되어야 하며, 규제에 적용되는 불법의 정의도 명확히 하고 그것의 판단주체 및 규제대상을 최소화해야 한다. 현재의 행정기구로서 방송통신심의 위원회 구조에 대한 본질적인 고민이 필요하다.

Formation of Resilience in the Context of Volunteer Activities Using Information and Communications Technology

  • The article identifies and theoretically substantiates the trends of national resilience in the context of establishing the security of the country and its civilizational subjectivity. The strategy of development of the pedagogical university in the conditions of European integration into the European educational and scientific space based on certain characterological features of the personality of the volunteer in the context of allocation of personal resilience is developed. The analysis of both external and internal challenges and threats to the civilization of the country needs to be understood in the context of economic, socio-political, legal, military-political, spiritual-cultural, educational-scientific and network-information resilience. The concepts of "national resilience" and "national security" are quite close - at first glance, even identical. However, a deeper understanding clarifies the differences: national security is a state of protection of the country identity and its very existence, the realization of its national interests. In turn, resilience is a fairly effective strategy and a fundamental guarantee of national security. At the same time, it is extremely important to understand that both national security as a state and national resilience as a strategy are only means of achieving and developing a strong and humanistic civilizational subjectivity of the country. After all, such subjectivity opens for citizens the opportunity for development, dignified self-realization and a proper life. The restructuring of the volunteer's motivational sphere is due to the dominance of such leading motives, which are focused mainly on maintaining and restoring health, which leads to distorted meaningful life goals: isolation, alienation, passivity, inertia, reduced activity, limited communication, etc. The characteristics of relatively stable human behavior include several primary and secondary properties. The primary (relevant) properties include patience, trust, hope, faith, confidence, determination, perseverance, and love; the secondary - punctuality, neatness, obedience, honesty, loyalty, justice, diligence, thrift, accuracy, conscientiousness, obligation, etc. The restructuring of the volunteer's motivational sphere is due to the dominance of such leading motives, which are focused mainly on maintaining and restoring health, which leads to distorted meaningful life goals: isolation, alienation, passivity, inertia, reduced activity, limited communication, etc. The characteristics of relatively stable human behavior include several primary and secondary properties. Directly to the personal traits of resilience should be included methodological competencies, which include methodological knowledge, skills and abilities (ability to define ultimate and intermediate goals, plan, conduct and analyze knowledge, establish and implement interdisciplinary links with disciplines of medical-psychological-pedagogical cycles, etc.). All these competencies form the professional resilience of the volunteer.

Identification of Key Nodes in Microblog Networks

  • A microblog is a service typically offered by online social networks, such as Twitter and Facebook. From the perspective of information dissemination, we define the concept behind a spreading matrix. A new WeiboRank algorithm for identification of key nodes in microblog networks is proposed, taking into account parameters such as a user's direct appeal, a user's influence region, and a user's global influence power. To investigate how measures for ranking influential users in a network correlate, we compare the relative influence ranks of the top 20 microblog users of a university network. The proposed algorithm is compared with other algorithms - PageRank, Betweeness Centrality, Closeness Centrality, Out-degree - using a new tweets propagation model - the Ignorants-Spreaders-Rejecters model. Comparison results show that key nodes obtained from the WeiboRank algorithm have a wider transmission range and better influence.

  • The purpose of this article is to explore the modern branding - its nature, history, originality, spirit and value to consumers. In particular, graphic design of the brand is an important component in terms of the modern European culture. The scientific novelty of the work implies the study of the contemporary design, which widely embraces the sphere of cultural and social life and can contribute to the development of progressive phenomena in society, as the design can literally be defined as a rethinking, a search for new meanings. Cyberbullying Detection by Sentiment Analysis of Tweets' Contents Written in Arabic in Saudi Arabia Society

  • Social media has become a global means of communication in people's lives. Most people are using Twitter for communication purposes and its inappropriate use, which has negative effects on people's lives. One of the widely common misuses of Twitter is cyberbullying. As the resources of dialectal Arabic are rare, so for cyberbullying most people are using dialectal Arabic. For this reason, the ultimate goal of this study is to detect and classify cyberbullying on Twitter in the Arabic context in Saudi Arabia. To help in the detection and classification of tweets, Pointwise Mutual Information (PMI) to generate a lexicon, and Support Vector Machine (SVM) algorithms are used. The evaluation is performed on both methods in terms of the F1-score. However, the F1-score after applying the PMI is 50%, while after the SVM application on the resampling data it is 82%. The analysis of the results shows that the SVM algorithm outperforms better.

  • Consumers have come to demand high quality, affordable prices, and innovative product designs of the outdoor wear market due to their well-being and leisure oriented lifestyle. A new system of business in outdoor wear has emerged in the process through which corporations have endeavored to satisfy such consumer needs. Outdoor wear brands have utilized social network services (SNS) such as Facebook and Twitter as means of marketing and have built close relations with consumers based on communication through these media. Recently, explosively escalating SNS data are referred to as social big data, and now that every consumer online is a commentator, reviewer, and publisher, the outdoor wear market and all of its brands have to stop talking and start listening to how they are perceived. Therefore, this study employs Social $Metrics^{TM}$, a social big data analysis solution by Daumsoft, Inc., to verify changes in the allusions related to outdoor wear market found on SNS. This study aims to identify changes in consumer perceptions of outdoor wear based on changes in outdoor wear search words and trends in positive and negative public opinion found in SNS social big data. In addition, products of interest, the major brands mentioned, the attributes taken into consideration during purchases of products, and consumers' psychology were categorized and analyzed by means of keywords related to outdoor wear brands found on SNS. The results of this study will provide fundamental resources for outdoor wear brands' market entry and brand strategy implementation in the future.

국제기구 및 국가 개발 사회자본 측정도구 비교 (A Comparison of Social Capital Tools Developed by International Institutes and Nations)

  • Objective: The purpose of this study was to identify and compare social capital measurement tools for the convenient use in public health studies. Method and result: This study examined and compared social capital tools developed individually by the World Bank, the OECD, the United States, United Kingdom, Canada, Australia, Ireland, and Korea. A comprehensive framework was constructed with six conceptual dimensions and sixteen indices. The six dimensions included Membership, Network, Trust, Information and communication, Social and civic participation, and Social cohesion and exclusion, which connoted the structural, cognitive, bonding, bridging, operative, and output elements. The indices of each tool were respectively matched to the indices of the comprehensive framework. The comprehensive tools were Integrated Questionnaire for the Measurement of Social Capital (SC-IQ) of the World Bank with 27 questions and the European Social Survey (ESS) of the OECD with 80 questions. Conclusion: The SC-IQ should be utilized in public health studies due to its simplicity yet comprehensiveness as a social capital tool. The ESS should also be considered as a comprehensive tool.

들로네 삼각망을 활용한 효과적인 긴급 연락망 구성 (Efficient Construction of Emergency Network Using Delaunay Triangulation)

  • 긴급 구호가 필요한 재난지역 등에서 디바이스를 유, 무선, 모바일 네트워크로 연결하여 특정 정보를 공유하거나 필요한 동작의 제어를 위해, 들로네 삼각망을 이용하여 연결거리 내에 있는 노드들을 신속히 연결하는 효율적인 긴급 연락망 생성 방법을 제안한다. 제안된 방법은 기존의 naive 방법에 비해 긴급 연결망의 전체 길이는 동일하지만 인접 노드간의 최대 연결 가능 길이가 길수록 연락망 구성시간 측면에서 매우 우수한 성능을 보였다. 입력노드의 수가 10000, 최대 연결 가능 길이가 5인 실험에서 본 논문에서 제안하는 방법은 naive 방법에 비해 긴급 연락망의 전체 연결 길이 증가 없이 실행시간이 89.1% 개선되었다. 이는 통신 능력이 지속적으로 개선되고 있는 환경에서 인접 디바이스간의 신속한 통신망 구축, 사물인터넷, 센서 네트워크 라우팅 등에 잘 적용될 수 있다.

SNS(social network service)활용에 대한 세대별 차이 연구 (A Study on the Difference between Young and Old Generation of SNS Behavior)

  • SNS(social network service) 이용환경의 변화 및 증가에 따라 소비자들은 SNS를 일상의 일부로 받아들이고 있으며, 인터넷을 기반으로 상호소통하는 활동과 영향력은 지속적으로 확대되고 있다. 이에 따라 본 연구에서는 SNS를 통해서 형성될 수 있는 사회자본과 소비자들의 정서적 웰빙 수준의 차이점을 고찰하고자 한다. 또한 SNS 이용 이유 및 활용도는 소비자들마다 상이하게 나타날 수 있는 점을 고려하여 본 연구에서는 세대별 차이를 살펴보았다. 즉, SNS를 통해 나타날 수 있는 사회적 자본과 정서적 웰빙의 형태는 세대별로 어떠한 차이가 있는지를 검증하였다. 본 연구는 SNS사용 경험이 있는 소비자들을 대상으로 설문조사를 실시하였으며, 최종 83부의 표본을 활용하여 세대 간 사회자본 및 정서적웰빙의 효과를 살펴보았다. 연구결과, SNS를 통해 형성된 사회적 자본의 크기 및 유형에 따른 효과는 세대에 따라 차이가 있는 것으로 나타났다. 특히, 사회적 자본의 크기는 고령세대보다 젊은세대가 크게 나타났으며, 사회적 자본의 유형 중 연결적(bridging) 사회자본도 고령세대보다 젊은세대가 크게 나타났다. 또한 전반적인 정서적 웰빙은 세대에 따라 차이가 없었지만, 정서적 웰빙의 유형 중 부정적 웰빙은 고령세대가 젊은세대 보다 더욱 민감하게 나타나 세대별 차이를 보였다. 이러한 결과들을 토대로 SNS관리방향을 제시함으로써 세대별 세분화된 SNS활용방안을 제시하였다.

사회과학 분야 사회적 체계 이론 연구의 지식 시각화와 매핑 - Niklas Luhmann을 중심으로 - (Knowledge Visualization and Mapping of Studies on Social Systems Theory in Social Sciences: Focused on Niklas Luhmann)

  • Niklas Luhmann은 사회학 이론가들 중 가장 논쟁적이고 난해한 학자이면서 동시에 근 10년간 후속연구가 증가하고 있는 학자이다. 이 연구의 목적은 Luhmann의 후속연구들이 Luhmann의 난해한 개념을 어떻게 사용하고 있는지를 관찰하는 것이다. 이 연구는 선행연구와 달리 분석의 단위를 논문이 아니라 키워드로 채택하였다. 키워드는 개념을 관찰 가능하게 만드는 언어적 구성물이기 때문이다. Web of Science의 검색결과 나온 139편의 사회과학 분야 논문의 키워드를 동시출현빈도 분석하였다. 연구 결과는 다음과 같다. 첫째, 가장 중요한 키워드가 Luhmann의 이름과 이론의 이름이었다. 둘째, 클러스터링은 사회적 체계 이론, 일반체계이론, 법 체계와 정치체계, Luhmann 이론의 사회이론적 의의 등 4가지로 묶였다. 셋째, 핵심어가 'systems theory(일반체계이론)', 'communication(소통)', 'Autopoiesis(자기생산)', 'risk(위험)', 'legal system(법 체계)', 'functional differentiation(기능적 분화)', 'environment(환경)', 'social theory(사회적 이론)', 'sociological theory(사회학적 이론)', 'structural coupling(구조적 연결)', 'systems(체계들)', 'evolution(진화)'로 도출되었다. 이 연구의 의의는 다음과 같다. 첫째, 핵심어를 도출해내 Luhmann의 이론을 처음 접근하는 사람들에게 유용한 접근점을 제공하였다. 둘째, 난해한 이론적 연구의 동향 분석에도 키워드 네트워크를 통한 내용분석이 가능함을 증명하였다.
