Smart Port Policy Trend of Europe and Singapore and Its Political Implications (스마트항만의 해외사례 분석과 정책 시사점: 유럽과 싱가포르를 중심으로)

  • Recent studies have offered ambiguous definitions of smart ports. These include smart ports being the only way that fully integrated ports can survive (Deloitte 2017) or ports that have a design based on Internet-of-Things technology to minimize waste of urban space and resources (Port Technology 2016). In addition, many port authorities are creating smart port strategies and have held research seminars focused on smart ports. This study sheds light on the following questions: Why do we need smart ports? Why should all ports be smart ports? Why are overseas advanced ports promoting smartization as soon as possible? What does the future look like for smart ports? Therefore, in this study, we explored the concept of smart ports based on previous research and examined the trends in smart port policies in the Netherlands, Germany, the UK, Italy, and Singapore. Finally, this study proposes useful policies for smart ports and also discusses policy directions that could make our ports truly smart ports.

  • Competition between global ports is intensifying as the number of calling ports has decreased due to the growth of ship size and the implementation of global environmental regulations has begun. Global ports are pushing for a strategic and concrete transition to smart ports in order to secure port competitiveness in the future. In Korea, however, the government plans and projects for promoting smart ports have yet to materialize, and related papers and research are lacking.   • Overseas advanced ports are promoting smartification, as well as full automation of the terminals surrounding container terminals. A smart port can be defined as a comprehensive concept that pursues increased operational efficiencies, maximization of profit, efficient use of energy, and construction of eco-friendly ports with the introduction of fourth-industrial-revolution technology, including port automation. However, Korea is making efforts to introduce fourth-industrial-revolution technology into ports, but indications are that they are somewhat insufficient compared to advanced ports abroad. Therefore, this study conducted a survey about operators and users of container terminals in Gwangyang Port by deriving the factors determining the introduction of smart ports, such as cost, service, time, safety, and environment, from previous studies. This study analyzed the factors determining the introduction of smart ports and moderating effects when the adjustment variables of operators and users were applied to the pros and cons. As a result of the analysis, it was found that port operators and users have a moderating effect on cost, time, safety, and environmental factors, but not on service factors. These results indicate that port operators try to reduce costs through efficient operation, time management, and by reducing safety accidents by building smart ports, but analysis showed that the negative effects of smart ports have affected port users. The results of this study were derived through a moderated regression analysis and suggested implications for introducing smart ports in the conclusion.

  • The Smart Ship is considered one of the most discussed and novel topics in developing technological period. In this reason, the amount of running researches on it is evolving so fast. As a proof, the faced drawbacks such as the departure of ships, their safety, exchanging data, traffic and data monitoring system are being solved by presenting advanced technologies and innovations like Cloud, BigData, IoT and etc. Expanding the utilization of these technologies in the Marine world emphasizes not only the departure of the ships in the water but also they focus on solving the problems of the ships connected with the communication to the ports. In this paper, we present an IoT based smart reporting and mooring system for vessels and ports. In the proposed system, the ships automatically send all the data about themselves to the port and after getting the data, ports automatically send the information about possible spaces to moor for the ships using the sensors at the port. The intended system gives an amenity to minimize the time, effort and the cost while mooring the vessels.

  • In June 2016, the term "Fourth Industrial Revolution" was first used at the World Economic Forum in Davos, Switzerland, and it gained worldwide attention. Consequently, the importance of smart ports has increased as the shipping industry has been incorporating various Fourth Industrial Revolution technologies. Currently, major countries around the world are working to achieve digital transformation in the maritime and port industry by establishing comprehensive smart ports. However, the smartification of domestic ports in South Korea is currently limited to a few areas such as Busan, Incheon, and Gwangyang, focusing on port automation. In this context, this study performed keyword analysis to identify key components of smart ports and conducted Analytic Hierarchy Process (AHP) analysis among relevant stakeholders to determine the priorities for the Introduction of smart ports in South Korea. The analysis revealed that universities prioritized automation, intelligenceization, informatization and environmentalization in that order. Research institutes prioritized informatization, intelligenceization, automation and environmentalization. Government agencies prioritized informatization, automation, intelligenceization and environmentalization, while private sector enterprises prioritized automation, intelligenceization, informatization, and environmentalization.

  • In line with the low growth trend of the global economy, shipping companies and port companies are experiencing various management difficulties. However, at this time when the growth trend is stagnating, attempts to solve the breakthrough in growth with the technology of the 4th industrial revolution are occurring in various industries and technologies. In this study, in order to facilitate the construction of smart ports in the future, we will look at the current port system in Korea, and in the sense of the need for a basic study to diagnose the direction for more smooth policy introduction and technology introduction, Related exploratory studies were conducted. To achieve the purpose of this study, various previous studies were reviewed, news articles related to ports, reports of the Ministry of Oceans and Fisheries, and foreign literature were reviewed in a variety of ways, and based on this, we intend to present smart port introduction tasks and improvement plans.

A Study on the Priority of Sustainability Areas and Indicators of Domestic Smart Ports (국내 스마트 항만의 지속가능성 영역과 지표의 우선순위에 관한 연구)

  • In this study, in order to derive the priority of indicators and sustainability areas of smart ports, which means ports in the digital era, previous studies and ESG, which have recently been indispensably introduced in all industries worldwide, were studied together. A hierarchical structure was established with upper evaluation items and 20 lower evaluation items in four areas (operational, environmental, social, and governance), and a relative evaluation method of weighting items among the AHP techniques was applied. The pairwise comparison questionnaire consisted of a 9-point scale proposed by Satty (1980). A survey was conducted targeting working-level workers who perform sustainability or ESG(Environmental, Social, Governance)-related work at four representative port authorities in Korea (Busan, Incheon, Ulsan, Yeosu Gwangyang). In order to increase the accuracy of the analysis results, AHP analysis was conducted on 17 questionnaires with a consistency ratio of 0.1 or less. As a result of the analysis, it was confirmed that among the four areas representing the sustainability of domestic smart ports, the operation area had the highest priority, followed by the environment area. In addition, looking at the overall priorities for the 20 detailed indicators, indicators such as operational efficiency, operational planning, energy management, and pollution measurement and management system were found to have high priority. On the other hand, it was confirmed that the social and the governance areas had relatively low importance compared to other areas.

Arduino Based Smart Home System for the Elderly Living Alone (아두이노 기반의 독거노인을 위한 스마트홈 시스템)

  • Recently, Smart Home System(SHS) is applied in order to provide comfort, energy efficient and better security to the residence. Thus, by introducing the SHS in the house of elderly people, it is possible to provide a convenient and safe life for old people especially living alone. This paper presents the design and implementation of a low cost but yet flexible and secure smart-phone based SHS. The design is based on inter-working between Arduino board with Bluetooth and Arduino board with Ethernet shield, and the home monitor/appliances are connected to the input/output ports of this board via sensors/relays. In addition, when the old man is put on an emergency, the proposed system will automatically notify it the family. Therefore, we have implemented an inexpensive and efficient SHS for the elderly living alone by inter-working smart phones, internet server and Arduino micro-controller.

  • The targets of cyber-attacks are not limited to the websites and internal IT systems of shipping agencies. Ships and ports have become important targets for cyber attackers. This paper examines the current state of ship network security, introduces the International Maritime Organization's resolution on ship network security management, and summarizing the cyber-attacks in maritime so the readers can have a general understanding of maritime environment.
