도농복합도시의 스마트도시 전략 모델 제시 - 충청남도 금산군 사례분석을 중심으로 - (A Smart City Model in Urban-Rural Complex Area - A Case Study of Geumsan-gun -)

  • This paper conducted a survey of residents and public officials for the projects to make smart-city plans of Geumsan-gun. In introduction, several domestic and foreign cases related to smart-city projects were Investigated. To initiate the smart-city project of Geumsan-gun, the local status of Geumsan-gun was investigated regarding various aspects of natural, social, urban environment and smart-city facilities. The results of this survey are as follows: Overall, more than half of survey respondents said they had satisfaction of their housing quality. Several problems in their residence areas, such as insufficient welfare systems, shortage of parking spaces, industrial infrastructure, were reported. Meanwhile, the survey result indicated that tourism and leisure facilities, health care support systems, industries promote the economy and job market of the area. An interview with public official is also important to select the relevant meaningful projects and regional issues. Three models for each spatial unit were proposed in Geumsan-gun based on the natural, agricultural, and geographical environment. In result, the three smart-city models are categorized as urban type(large area), complex city type(medium area), and smart village type(small area)

시민참여 기반의 스마트시티 리빙랩 모델 설정 (The Living Lab Model of Smart City Based on Citizen Participation)

  • 지역·사회 문제 해결방안으로 스마트시티 리빙랩의 적극적인 활용이 점점 더 중요해지고 있다. 지역·사회문제 해결의 답은 시민과 현장에 있기 때문이다. 본 연구의 목적은 시민참여 기반의 스마트시티 리빙랩 모델을 설정하는 것이다. 본 연구에서는 국내·외 리빙랩 방법론과 사례 분석을 통해 시민참여 기반의 스마트시티 리빙랩 모델(4P-SCLLM)을 설정하였다. 스마트시티 리빙랩 모델인 4P-SCLLM의 체계성·구체성을 평가하기 위해 최근 스마트시티 리빙랩이 적용된 부산시 리빙랩 프로세스와 비교검토를 하였다. 분석한 결과, 각 단계별 유사한 경향을 보이고 있으며, 부산시 리빙랩의 민간부문은 4P-SCLLM과 매우 유사한 진행 프로세스를 보였다. 이와 반면 공공 및 민간부문 협조/지원체계가 4P-SCLLM 모델 보다 미흡한 것으로 분석되었으며, 기술 및 방법론에서는 4P-SCLLM 모델이 신기술을 도입한 리빙랩 프로세스를 갖추고 있는 것으로 분석되었다. 4P-SCLLM을 지속적으로 유지하기 위해서는 첫째, 참여자와 이해관계자들이 처음부터 끝까지 모든 과정을 협업하면서 적극적인 참여와 소통이 필요하다. 둘째, 공공기관의 인식 개선이 필요하다. 셋째, 서비스의 지속적인 시민체감 검증이 필요하다. 넷째, 시민들의 지속적인 참여가 필요하다. 이러한 시사점을 통해서 본 연구에서는 국내 실정에 맞는 스마트시티 리빙랩 모델로 4P-SCLLM을 제안하였다.

한국과 스페인의 스마트시티 산업 특성 비교 (Comparing the Industrial Characteristics of Smart City in Korea and Spain)

  • 본 연구의 목적은 한국과 스페인의 스마트시티 산업 특성을 비교 분석하는 것이다. 각 국가의 특성은 스마트 산업의 점유, 침투, 생산경로, 네트워크 클러스터를 중심으로 비교되었다. 연구의 자료는 1995년과 2015년의 한국 및 스페인의 투입산출표이며, 8개와 25개 산업으로 재분류되었다. 분석모형은 Smart SPIN Model을 활용하였다. 분석 결과는 다음과 같다. 첫째, 한국이 스페인보다 IT 제조업에서 점유율과 침투율이 더 높은 것으로 분석되었다. 반면, 스페인은 한국보다 IT 서비스업과 지식서비스업이 점유율 및 침투율 모두 더 큰 것으로 나타났다. 둘째, 생산경로 측면에서는 한국이 IT 서비스업과 지식서비스업이 스페인보다 높게 나타났으며, 스페인은 IT 제조업 분야가 더 많은 생산경로를 갖는 것으로 분석되었다. 셋째, 네트워크 분석 결과, 한국의 스마트 산업은 전통 산업에 종속되어있으며, 스마트 산업이 독자적으로 발달하기 어려운 특성이 있는 것으로 나타났다. 스페인은 스마트 산업의 대부분이 하나의 산업 클러스터로 나타나고 있어 독립적인 형태를 보이는 것으로 분석되었다. 즉, 한국은 IT 제조업 기반의 스마트시티 산업 특성을 가지며, 스페인은 IT 서비스와 지식서비스 기반의 스마트시티 산업 특성을 갖는 것으로 나타났다. 본 연구의 결과는 스마트시티 부문에서 있어 우리나라가 앞으로 나아가야 할 방향 및 정책 수립에 대한 기초자료를 제공해 줄 수 있을 것으로 기대한다.

Survey on Sustainable Smart Cities Development: Challenges and Solutions

  • This paper aims to presents the overview of research in the sustainable smart cities development domain. It investigates the key challenges of the sustainable smart cities development that faced by the developers from different countries. The qualitative research method via the interview is conducted to collect the data. 10 experts on the sustainable smart cities development project were interviewed in this study. The results indicate that there are 12 sustainable smart cities development challenges named: (1) budgetary constraint; (2) lack of resources; (3) lack of institutional capacity to deliver technology; (4) lack of systems integration; (5) social acceptability; (6) lack of awareness level in the smart city development among residents; (7) the need to drive towards content development; (8) lack of strategically approach in the smart city transformation; (9) disagreement on standardizing the smart city model; (10) lack of overarching institution to create the governance structure; (11) lack of sustainable focused strategies; and (12) lack of the smart city operational framework. Furthermore, the solutions framework for these challenges was proposed as the guidelines to overcome or minimize them.

허브 앤 스포크형 데이터 관리 및 블록체인 기술 융합 스마트도시 거버넌스 로직모델 (Smart City Governance Logic Model Converging Hub-and-spoke Data Management and Blockchain Technology)

  • This study aims to propose a smart city governance logic model that can accommodate more diverse information service systems by mixing hub-and-spoke and blockchain technologies as a data management model. Specifically, the research focuses on deriving the logic of an operating system that can work across smart city planning based on the two data governance technologies. The first step of the logic is the generation and collection of information, which is first divided into information that requires information protection and information that can be shared with the public, and the information that requires privacy is blockchainized, and the shared information is integrated and aggregated in a data hub. The next step is the processing and use of the information, which can actively use the blockchain technology, but for the information that can be shared other than the protected information, the governance logic is built in parallel with the hub-and-spoke type. Next is the logic of the distribution stage, where the key is to establish a service contact point between service providers and beneficiaries. Also, This study proposes the establishment of a one-to-one data exchange relationship between information providers, information consumers, and information processors. Finally, in order to expand and promote citizen participation opportunities through a reasonable compensation system in the operation of smart cities, we developed virtual currency as a local currency and designed an open operation logic of local virtual currency that can operate in the compensation dimension of information.

미래 스마트시티 비전과 과제: 도시문제 대응을 중심으로 (Future Smart City Vision and Tasks: Responding to Urban Issues)

  • The smart city agenda aims to solve various problems arising in cities and promote the welfare and happiness of citizens by utilizing the new technologies of the 4th Industrial Revolution. Smart city policies have been promoted at the national level, but until now, policy implementations have not been effective enough to fundamentally affect citizens. To realize a more realistic and practical smart city, it is necessary to examine the problems occurring in the city in depth and set the direction and tasks of the smart city accordingly. Therefore, this study specifies the issues and problems faced in 12 sectors, including manufacturing, logistics, medical care, and safety. Next, by referring to the existing literature, a future smart city integration model is proposed that can respond to these problems. That is, future smart cities should create detailed services with enhanced efficiency, sustainability, strong risk management, safety, and satisfaction as the main goals. This study is meaningful in that it suggests a vision and tasks of smart cities that can solve problems in various sectors in a form that can be felt by the citizens.

시민참여를 위한 스마트 도시 플랫폼의 개념모델 (The Conceptual Model of the Smart City Platform for the Citizen Participation)

  • 스마트 도시를 실효성 있게 추진하기 위해서는 도시의 다양한 정보가 개방되고 연계되어야 하며, 각 구성원이 공유할 수 있는 체계가 필요하다. 또한 시민과 시민협의체의 참여가 가능한 협력체계의 구축이 필요하다. 이 연구에서는 시민참여를 가능하게 하는 스마트 도시를 만들기 위하여 스마트 도시 플랫폼의 구성요소와 개념모델을 제안하였다. 그 구성요소로는 실세계로부터 데이터를 수집하기 위한 센서, 정보 저장 및 관리, 정보공유 및 표준체계, 시민의 개인정보 보호 및 관리체계, 활용 및 서비스 등을 포함하고 있다. 개념모델에 대해서는 시민중심의 참여와 서비스가 이루어지도록 스마트 도시 구성원 간의 역할을 정의하였다. 또한 데이터의 수집, 정보연계 및 공유방안, 서비스 구성 체계 등에 대한 내용도 포함하고 있다. 시민은 데이터 수집 및 공급자, 서비스 기획가 또는 요구자, 서비스 수혜자 등의 다양한 역할을 수행할 수 있으며, 궁극적으로 시민들과의 자유로운 소통과 의견교환은 스마트 도시 성공의 핵심 요소라고 할 수 있다.

Japanese Experiences of Smart City Policies: User-Driven Innovation in Smart Community Projects

  • Since the term smart city was coined, theories and practices of smart cities have flourished. Regarding the theoretical aspect, user-driven innovation has been discussed in studies on the innovation ecosystems of smart cities. Smart cities have been built in various countries around the world in recent years, including in Japan, which has experienced the same global trends in smart cities since 2010. Four smart community projects run by the Agency for Natural Resources and Energy between 2010 and 2014 followed such trends. The present study addressed user-driven innovation using the quadruple helix model as an analytical framework for the four smart community projects, and the outcomes of the projects were evaluated. In conclusion, the smart community projects were evaluated as successful. However, it was revealed that these projects were not completely conducive to user-driven innovation.

  • Recently, urbanization has become a serious issue, as there is imbalance between regions and various environmental problems occur intensively in cities. Therefore, cities all over the world are promoting the Green New Deal and trying to realize carbon neutrality. Accordingly, the European Union is leading the creation of carbon-neutral cities by promoting policies aimed at rapidly realizing carbon neutrality. In Korea, projects such as U-City and Smart City have also been promoted continuously for many years, and recently, the projects Smart Green City and Carbon Neutral Green City have been introduced. Therefore, this study aimed to derive directions and implications for future projects based on policies to address climate change by analyzing the guidelines for the Smart Green City project and the project plans of Gimhae-si and Gangjin-gun, which are the leading projects in the Smart Green City business model and are equipped with an extensive budget.

스마트시티 프로젝트 이해관계자 간의 목표 우선순위에 대한 연구: AHP 방법론의 적용을 중심으로 (A Study on Priority Goals of Stakeholders for Smart City Projects: An Application of AHP Methodology)

  • For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.
