  • With advanced technologies of information and communication technologies, ubiquitous computing becomes popular. U-learning(Ubiquitous Learning) is a new paradigm that was started with ubiquitous computing environment. U-learning has characteristics such as anytime, anywhere, any network and any device, The U-learning support system(ULSS) is the system for supporting the u-Learning. Also, with recent fashion of smart phones, their use in education becomes interested. In this paper, The ULSS is defined in smart phone environments.

  • With advances in information and communication technologies, many innovative technologies have been developed. Those technologies are changing every aspect of our daily life. Especially smart technologies are changing our life dramatically. Smart devices such as tablet PCs and smart phones are used in education so that new concept called "smart learning" is created and used. Currently smart learning becomes popular in accordance with wide distribution of smart devices and smart contents in schools. In order to compare and check the current status and progress of individuals in smart environment, we need smart literacy standards. However, there has been only few works for smart literacy standards for teachers and students. Also, those standards need to be improved. The purpose of this paper is to develop smart literacy standards for teachers and students in smart learning environment. The proposed literacy standards are developed based on the existing ICT literacy standards. In this work, smart literacy standards consist of four main areas, smart education, smart knowledge, smart application, and smart ethics, respectively. For development of smart literacy, wide experts from teachers, professors, and researchers are selected and surveyed. Their responses are analyzed using through statistical analysis so that final smart literacy standards are obtained.

Examination of the Physical Environmental Readiness for Smart Learning in Special Schools and Classes and the Actual Utilization of Smart Devices by Special Education Teachers (특수학교 및 특수학급의 스마트교육 환경 조성 및 특수교사의 스마트기기 활용 실태)

  • The purpose of this study was to examine the physical environmental readiness for smart learning and the actual utilization of smart devices by special education teachers, and to suggest ways to vitalize smart education. For this, a 14-item survey questionnaire was developed, which touched upon issues regarding the availability of wireless internet service and teachers' utilization of smart devices. An online survey was conducted among a randomly chosen sample of 991 special education teachers across the nation, including teachers who work at special schools for developmentally disabled students and in special classes at all three levels of regular schools.The collected data was analyzed with the method of a cross-time-frequency analysis using a SPSS 21.0 statistics program. The research findings indicated that both special schools and classes had a poor smart education environment and that special education teachers were having a harding time because of the lack of the infrastructure and additional expenses. In addition, special education teachers were found to use smart device mostly for the purpose of motivating students. These research findings propose that it is urgent to set up a proper smart education environment for special needs students and to provide a systematic training program for special education teachers.

A Learner-Centered Approach for University Liberal Art Education Empowered Blockchain Technology (블록체인 기술에 의하여 강화된 학습자 중심의 대학 교양교육 체제 연구)

  • Recently, there have been a number of researchers in the field of education who are actively exploring the educational applications of Blockchain technology, even though it is still in its infancy. Some researchers have been investigating its application in educational administration to issue academic credentials' or maintain student records with distributed ledger, which is the basis of Blockchain technology. Whereas, others have been examining its application in redesigning learning systems that are being used in various contexts, including online learning and lifelong education. In that vein, this paper aims to discuss a liberal arts education system which will be supported by Blockchain-based 'smart contracts'. At present, active efforts are being made to innovate liberal arts education in Korea, centered around government-funded university innovation projects and there have been reports of great achievements. However, if the Blockchain technology is applied to innovating the liberal arts education, we will innovate not only the liberal arts education but also university education as a whole. In this paper, there are suggestions on how to build a learner-centered educational environment where a liberal arts education system is supported by Blockchain-based smart contracts. First of all, the current innovation in liberal arts education and its limitations are discussed, followed by ways in which Blockchain-based smart contracts can reframe the liberal arts education system. Last but not least, the paper addresses implications of the Blockchain technology applications in liberal arts education, along with their future prospects.

  • The smart education recognized new educational paradigm is going to be introduced in earnest in the field from 2015. We develop the instructional design model for smart education to be able to provide a guide to design the instruction which has a speciality compared to current instruction. Furthermore, we did an expert assessment to recognize the validation and applicability of developed instructional design model and then apply this model to the field. As a result, we drew a positive conclusion for this instructional design model, which provides a base of systemic instructional design in smart education environment and focuses on expanding the ability of students living on 21st century. We expect that this study will be useful for teachers in the field who perform the smart education.

  • Smart farming education service based on network are important factors for farming sector. The lack of time and space has to lead to their limited appliance to farmers. Limited information support and low background knowledge in farming production is a lot of trial and error in farming production. Smart farming education as a service based on cloud provide the farming information that is the farming knowledge, farming skill, and farmer's experiences and knowhow, etc. And real-time information such as climate change, soil environment and market trends is very important.   • Smart learning is a new trend in education following E-learning, U-Learning, and M-Learning. In June 2011, the Korean government announced the education policy on promoting smart learning, and presented the vision and the direction for the smart learning. However, it seems that the current government-directed education policy on smart learning has promoted the unconditional implementation of the policy without taking into consideration of a variety of factors, such as the reality of the classroom, educational environment, educators' competencies to use smart learning, and so on. The aims of this study are to examine the reality of the classroom and the educational environments for smart learning, and to take a survey on the elementary teachers' use of the smart learning. In addition, the study attempted to investigate the teachers' understanding of the various factors regarding the use of smart learning. On the basis of the results of the survey, the problems of implementing smart learning in the classroom were analyzed, and then some suggestions were made to pave the way for the more improved and systematic smart learning.

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

Impact of Learner's Academic Achievement and Learning Attitude in Cooperative Learning Environment Using Smart Devices (스마트기기를 이용한 협동학습이 학업 성취도와 학습태도에 미치는 영향)

  • To discover an up-to-date way of learning through smart devices, our research studied the impact of Web 2.0 learning environment using smart devices on learner's academic achievement and learning attitude. We performed an experiment during 7 weeks based on elementary school 5th grade Society curriculum and the results were analyzed. Followings are the summary of results: The experimental group obtained higher academic achievement and also showed more improvements in self-directed learning attitude than the control group. Therefore, the usage of smart devices in Web 2.0 environment has positive effects on the academic achievement of students and their self-directed learning attitude within collaborate learning courses.

Wind Power Interval Prediction Based on Improved PSO and BP Neural Network

  • As is known to all that the output of wind power generation has a character of randomness and volatility because of the influence of natural environment conditions. At present, the research of wind power prediction mainly focuses on point forecasting, which can hardly describe its uncertainty, leading to the fact that its application in practice is low. In this paper, a wind power range prediction model based on the multiple output property of BP neural network is built, and the optimization criterion considering the information of predicted intervals is proposed. Then, improved Particle Swarm Optimization (PSO) algorithm is used to optimize the model. The simulation results of a practical example show that the proposed wind power range prediction model can effectively forecast the output power interval, and provide power grid dispatcher with decision.
