건설업은 타 산업 대비 재해율이 매우 높으며 안전관리자가 미선임 되는 공사금액 50억 미만의 중소규모의 건설현장의 경우에는 건설업 전체 재해율의 68%를 차지하고 있고 안전관리의 사각지대에 놓여 있어 이에 관한 관심이 필요하다. 따라서, 건설업의 재해율을 상당 부분 줄이기 위해서는 중소규모의 건설현장에 적합한 안전관리 및 교육이 필요하다, 본 연구는 기초안전보건교육 제도와의 통합 운영을 통해 중소규모 건설현장에 적합한 특별안전보건교육 제도를 개선하는 방안을 마련하고자 한다. 선행연구조사와 설문조사 방법을 통해 중소규모의 건설현장의 특별안전보건 교육의 현황 및 개선점, 기초안전보건교육와의 통합에 대한 선호도가 분석되었다.

In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.

본 연구는 서울, 경기, 인천지역 소재 중소건설기업의 종사자를 대상으로 하여 중소건설기업 구성원의 직무배태성이 조직몰입을 매개로 이직의도에 미치는 영향을 규명하는데 목적이 있다. 표집방법은 유의 표집법을 활용하였으며 최종분석에 이용된 표본 수는 316명으로 입력된 자료 처리는 SPSS 20.0 프로그램을 이용하여 통계분석을 실시하였다. 분석결과, 첫째, 중소건설기업 구성원의 직무배태성의 하위요인 적합성, 희생과 이직의도 간의 상관관계에서 유의한 부(-)의 영향을 미치는 것으로 나타났으며, 연계는 유의하지 않은 것으로 나타났다. 둘째, 중소건설기업 구성원의 직무 배태성의 하위요인 적합성, 희생, 연계 순서로 조직몰입에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 조직몰입은 이직의도에 유의한 부(-)의 영향을 미치는 것으로 나타났다. 넷째, 조직몰입은 직무배태성과 이직의도 간의 관계를 매개하는 것으로 나타났다. 따라서 중소건설기업 구성원의 직무배태성이 높을수록 이직의도에 영향을 미치는 요인임을 알 수 있었다. 이는 조직 구성원 개인이 추구하는 가치의 적합성, 업무열정, 조직에 대한 애착 등을 향상시킴으로써 이직의도에 긍정적인 영향을 미칠 수 있음을 시사한다.

자금조달력이 부족한 건설기업은 수립된 건설정책에 적응하는데 상대적으로 많은 시간이 소요된다. 하지만, 금융기관이 담보력과 신용도가 낮은 건설기업에 금융상품을 제공하는 비율은 낮으며, 특히 중소건설기업이 금융상품을 제공받는 비율은 크게 낮다. 이 연구에서는 건설기업이 수립된 정부의 정책에 적응하는데 필요한 금융상품을 조사하고, 전문가 자문과 설문조사를 통해서 그 금융상품들에 대한 건설산업의 수요를 분석하였다. 또한, 조사된 금융상품들을 건설산업에 도입하기 위해서 개정이 필요한 법·제도를 조사하였다. 분석된 수요도와 개정이 필요한 법·제도 수를 기반으로, 건설산업에 금융상품을 도입할 경우의 우선순위를 분석하였으며, '회계사, 세무사, 변호사 등 전문가 컨설팅'의 우선순위가 가장 높은 것으로 나타났다. 향후 연구에서는 우선순위가 높은 금융상품을 건설산업에 도입하기 위한 금융상품의 개발기준과 개발방법에 대한 연구를 수행하고자 한다.

Small and medium-sized construction sites are most serious in Occupational Safety and Health in the construction industry. The safety consulting engineering has been launched, in 1995, to improve the safety environments and prevent serious injuries and fatalities accidents. The purpose of this study is to analyze the effect of the safety consulting engineering for small and medium-sized construction sites. This study conducts a number of interviews with experienced contractors, consulting engineers, etc. And the questionnaire survey was peformed with 111 respondents. This paper presents several improvements to increase the efficiency of the safety consulting system.

According to the data released by Korea Occupational Safety & Health Agency, construction workers suffering from falling disaster have been increasing continuously for the last five years, and in fact, small and medium construction companies' falling disaster forms over 97% of all every year. This means that to reduce falling disaster significantly, it is needed to get rid of disaster taking place in small and medium construction companies. Here, this study aims to analyze various causes of falling disaster in small and medium construction companies, examine how those factors are correlated with one another, and suggest how to manage the risk of falling disaster effectively. According to the study results, main factors influencing falling disaster in small and medium construction companies are found as follows: Situational Awareness/Risk Perception, Fatigue/Alertness, Communications, Equipment/Facilities, and Personal Protective Equipment (PPE) in the Direct Level, Management/Supervision, Education/Training, and Planning in the Organizational Level, and Management's Commitment to Safety in the Policy Level.

International construction market has been open to other countries, and it derives the development of our overseas construction industry quantitatively as well as qualitatively. Until now, the major companies have an absolute majority in the overseas construction market, and the small and medium enterprises have had difficulty to get a leadership in the international construction market because of the lack of the technical expertise and the capital strength. Especially in the Middle East Asia, our construction companies has touched off a boom, so our market share also has grown, which derived from the up toward ratchet oil prices and a worldwide boom in real estate development. The small and medium enterprise minority have recognition that the overseas construction market is the major company's native territory. But Data from the existing researches and many statistics indicate the most companies tend to underestimate the capacity and international competitiveness of the small and medium enterprises. As a matter of fact, hundreds of small and medium enterprise cut a conspicuous figure in overseas market. Consequently, it is indispensable to overcome the international financial crisis by revitalizing our overseas construction industry which obtains excellent results in international market. this study suggested the ways to expand overseas bonding capacity of Korean financial institution. This study proposed the Korean government to allow Construction Guarantee (former Korea Construction Financial Cooperative) to deal with foreign exchange so that Construction Guarantee will underwrite the overseas construction bond.

It's very important to make an effective and optimized production schedule for the small-to-medium-sized factory which have high-variety low-volume manufacturing properties. And now people say that MES is very useful to make scheduling more effectively. But for small-to-medium-sized factory, it is very difficult to build MES system because of fewer infrastructures in the factory, and more to keep it's continuous maintenance and improvement. Therefore it is more important to systematize the production scheduling generation using simpler and easier tools like EXCEL sheet. And it will be needed a new method to make simple MES construction for more efficient production scheduling. This paper proposes the method which can build simple MES easily using a tool of EXCEL VBA for a small-to-medium-sized factory, and introduces an applied case by the proposed method and EXCEL VBA.

해외건설 동반진출은 주계약자와 협력업자간 해외수주 실적의 양극화를 해소하고, 서로의 역량 보완을 통해 win-win하면서 해외건설 진출을 확대할 수 있다. 이러한 동반진출을 활성화하기 위해서는 계약 주체 간의 노력뿐 아니라 정부차원의 제도적 지원과 보상을 통해 유인동력을 마련하는 것이 중요하다. 그러나 동반성장과 협력관계 증진을 위한 제도는 국내건설 부문에 한정된 제도만이 존재할 뿐 해외건설 동반진출 지원을 위한 제도는 매우 미흡한 실정이다. 따라서 본 연구에서는 주계약자와 협력업자간 해외건설 상호협력 실적을 평가하고 우수한 주계약자에게 인센티브를 제공하여 해외건설 동반진출을 유인하기 위한 해외건설 상호협력 평가제도를 구축하고자 한다. 본 제도를 통해 정부는 해외건설 상호협력을 위한 제도화된 가이드라인을 마련함으로서 협력업자에게 실질적으로 필요한 부분으로 주계약자의 지원을 유도할 수 있고, 주계약자는 본 제도의 정량적인 평가결과를 토대로 차후에 부족한 부분을 강화하기 위한 선택적, 집중적 지원을 함으로서 효과적으로 동반성장을 유도하는데 기여할 수 있다.

건설업의 사고사망자 수는 402명으로 전체 산업의 약 46%이다. 이 중 50억원 미만의 건설현장이 약 69%를 차지하고 있어 중소규모 건설현장의 안전관리 강화가 요구된다. 본 연구에서는 웹 스크래핑을 이용하여 19,511건의 사고조사자료를 수집하였다. 수집된 정형 데이터에 대한 통계분석, 비정형 데이터에 대한 텍스트마이닝 분석을 통해 50억원 미만의 현장의 공사금액별 사고유형과 사고원인 분석을 진행하였다. 그 결과 공사금액별로 사고유형과 원인에 차이가 있음이 확인되었다. 본 연구의 결과가 중소규모 건설현장 맞춤형 안전관리에 활용되기를 기대한다.
