Fiscal Decentralization, Corruption, and Income Inequality: Evidence from Vietnam

  • The objective of this research paper is to study the simultaneous relationship between fiscal decentralization, corruption, and income inequality among Vietnamese provinces. We use a balanced panel data set of 63 provinces/cities in Vietnam in the period from 2011 to 2018. The study used 3SLS-GMM (Three Stage Least Squares - Generalized Method of Moments estimator) and GMM-HAC (Generalized Method of Moments - Heteroskedastic and Autocorrelation Consistent estimator). Empirical evidence shows a strong simultaneous relationship: increased corruption will increase regional income disparities, income inequality, and increase fiscal decentralization. In addition, the results also suggest that an increase in per-capita income will reduce the level of corruption, or better control corruption of each province. The degree of increase in income inequality, which reduces fiscal decentralization, is the same for trade liberalization. All demonstrate that there is a simultaneous relationship between fiscal decentralization, corruption, and income inequality. In a region of high public governance quality, fiscal decentralization positively effects its economic growth. This issue will indirectly increase income inequality between provinces within a country. Our findings imply that a country's fiscal decentralization strategy should be linked to improving corruption control and local governance effectiveness, indirectly improving income inequality between localities or regions.

  • This paper deals with a linear matrix inequality (LMI) approach to the design of a static output feedback controller that simultaneously stabilizes a finite collection of linear time-invariant plants. Simultaneous stabilization by static ouput feedback is represented in terms of LMIs with a rank condition. An iterative penalty method is proposed to solve the rank-constrained LMI problem. Numerical experiments show the effectiveness of the proposed algorithm.

Active Vibration Control of a Structure with Output Feedback Based on Simultaneous Optimization Design Method

  • Recent advances in the field of control theory have enabled us to design active vibration control systems for various structures. In many studies, the controller used to suppress vibration has been synthesized for the given mathematical model of structure. In these cases, the designer has not been able to utilize the degree of freedom to adjust the structural parameters of the control object. To overcome this problem, so called 'Structure/Control Simultaneous Optimization Method' is used. In this context of view, this paper is concerned with the active vibration control of bridge towers, platforms and ocean vehicles etc. Simultaneous design method is used to achieve optimal system performance. Here, a general framework for the simultaneous design problem of output feedback case is introduced based on LMI (Linear Matrix Inequality). The simulation results show that the proposed design method achieves desirable control performance.

  • This paper presents a rank-constrained linear matrix inequality(LMI) approach to simultaneous linear-quadratic(LQ) optimal control by static output feedback. Simultaneous LQ optimal control is formulated as an LMI optimization problem with a nonconvex rank condition. An iterative penalty method recently developed is applied to solve this rank-constrained LMI optimization problem. Numerical experiments are performed to illustrate the proposed method, and the results are compared with those of previous work.

  • 본 연구는 미지수가 2개인 연립 부등식을 해결하는 과정에서 발생하는 오류에 대해 분석하고 오류에 따른 교수-방법을 제공하는데 그 목적이 있다. 먼저, 미지수가 2개인 연립 부등식을 소개하고, 연구자가 지도하고 있는 한 학생이 제안한 풀이를 보여준다. 미지수가 2개인 연립 부등식의 문제를 해결하는 과정에서 학생은 오류를 범하고 있는데, 본 연구에서는 이러한 오류에 대해 해석기하적 접근(xy-평면에서의 오류진단, ab-평면에서의 오류진단), 대수적 접근, 공리적 접근의 방법으로 오류를 진단하고 적절한 지도방법을 모색하고자 한다. 학생이 문제를 해결하는 과정에서 범한 오류는 미지수가 2개인 연립일차부등식의 내용을 학습하기 전에 배우게 되는 내용 중 '8-가 단계'에서 학습하는 미지수가 2개인 연립 일차방정식의 내용이 미지수가 2개인 연립일차부동식의 내용과 유사한 점이 많기 때문에 미지수가 2개인 연립일차부동식과 관련된 문제를 해결하는 과정에서 미지수가 2개인 연립일차방정식을 학습하면서 익힌 풀이 방법이 같은 방법으로 적용될 것이라는 오개념과 미지수가 2개인 연립일차부등식과 관련된 불충분한 내용의 교육과정 때문에 발생한 것이다. 학생이 범한 오류에 대해 학생의 문제 풀이 과정을 해석기하적, 대수적 접근을 통해 면밀히 분석한 결과 학생이 범한 오류는 미지수가 2개인 연립일차부등식을 해결하는 과정에서 2개의 변수들 사이의 상호관련성을 간과하여 발생한 결과임을 알 수 있다. 따라서 본 연구는 오류를 범하기 쉬운 마지수가 2개인 연립일차부등식과 관련된 문제를 해결하는 과정에서 2개의 변수 사이의 관련성에 대해 해석기하적 접근, 대수적 접근, 공리적 접근을 통하여 2개의 변수들 사이의 상호관련성에 대해 학생들에게 주지시켜야 하고 아울러 미지수가 2개인 연립일차부등식을 다룰 경우 대수적 기법이 변수들 사이의 관련성으로 인하여 조심스러워야 하므로 해석기하적으로 좌표평면을 도입하여 문제에 접근해야함을 강조한다.

  • This paper describes a linear matrix inequality (LMI) approach to the design of robust low-order power system stabilizers (PSSs), which are used to damp out local-mode oscillations of synchronous generators. The performance of a PSS is expressed as the location of the closed-loop poles, and a single fixed-gain pole-placement controller is synthesized for a wide range of operating conditions. The synthesis results in simultaneous regional pole-placement stabilization. and is formulated as an LMI feasibility problem with a rank condition. A penalty method is applied to solve the rank-constrained LMI problem. Numerical experiments with a single-machine connected to an infinite bus system were performed to demonstrate the proposed method.

  • This paper considers a simultaneous optimization problem of structure and control systems. The problem is generally formulated as a non-convex optimization problem for the design parameters of mechanical structure and controller. Therefore, it is not easy to obtain the global solutions for practical problems. In this paper, we parameterize all design parameters of the mechanical structure such that the parameters work in the control system as decentralized static output feedback gains. Using this parameterization, we have formulated a simultaneous optimization problem in which the design specification is defined by the Η$_2$and Η$\_$$\infty$/ norms of the closed loop transfer function. So as to lead to a convex problem we approximate the nonlinear terms of design parameters to the linear terms. Then, we propose a convex optimization method that is based on linear matrix inequality (LMI). Using this method, we can surely obtain suboptimal solution for the design specification. A numerical example is given to illustrate the effectiveness of the proposed method.

  • This paper deals with the consensus problem for multi-agent linear dynamic systems with directed communication topology. All the agents are identical high-order linear systems and their state information is exchanged through a communication network with directed graph. It is shown that a consensus is achieved if there exists a feasible solution to a set of linear matrix inequalities obtained for a simultaneous stabilization problem for multiple systems. Examples are presented to show the effectiveness of the proposed method.
