This study aims to diagnose the present condition of the Digital comics industry, including the "webtoon", which is receiving attention as the new Korean wave (Hallyu) cultural content, and explore ways to vitalize these contents. Considering the fact that the distribution rate of smart devices in Korea is the highest in the world as of June 2013, and that comics as contents have been known to show the easiest and fastest adaptation to changes in the media, the Digital comics industry is certainly an area with high expected growth, but its actual size of the industry shows a very low growth rate compared to other digital contents. This study analyzes the present condition of the Digital comics industry through theoretical and precedent study, and deducts 7 major factors that inhibit the growth of Digital comics industry by summing up the industry structure through making surveys of major businesses in the industry. Further, problems and possible solutions of the digital comics industry are discussed through in-depth interviews with total 10 digital comics industry experts. Building a ecosystem based charged service, realizing a total management system, government support and improvements on restrictions are discussed as solutions to a sustained growth of the Digital comics industry.

Background: Dental phobia or anxiety of patients is the serious impediment to appropriate and effective dental treatment. Sedative technique helps to mitigate patients' fear and anxiety thus make them more cooperative and familiar to dental practices. With increasing attention to sedative dentistry in dentists, educational requirements and technical qualification also become stricter but actual survey on recent sedative dentistry has not been reported yet. Especially there is insufficient study reporting the survey of sedative dentistry subjected to Korean adults. In this paper, we conducted a survey study on the actual condition and practice related to sedation with a questionnaire to dentists in South Korea. Methods: The survey was done for members of The Korean Dental Society of Anesthesiology (KDSA), who had great interest in sedation and for whom survey-by-mail was convenient. 472 members of The KDSA having dental license and solid address and contact information were subjected to the survey by sending them survey questions about their sedative techniques and knowledge. In order to increase the response rate, small gifts were presented to those who accurately responded to the survey questions and text messages and phone calls were made to encourage their participation. We collected their responses over two months and examined the returned surveys. Statistical analysis was performed using IBM SPSS Statistics 21 for each question. Results: Out of 472 dentists, 181 responded (38.4% response rate). 63.0% (114 dentists; 77 male and 37 female) of respondents had experience on sedative technique and their average age was $39.8{\pm}7.6$ year. 74 of them were private practitioners, 17 of them were professors (14.9%), 11 of them were dentists-in-service (9.6%), 11 of them were residents (specialist training) (9.6%) and 1 of them was military doctors (0.9%). There were 89 dentists (78.1%) who were specialists or receiving trainings to be specialist, most of whom were pediatric dentists (55, 48.2%) and oral surgeon (31, 27.2%). The most popular route for drug medications was orderly oral, inhalational, intravenous medication. Combination of oral and inhalational medications or single use of intravenous medication was the most common. The most preferred sedative drug was pocral in oral sedation and midazolam in intravenous sedation. 48.2% of practitioners responded that they experienced side effects and emergency situations. Airway obstruction was the most frequent. Conclusions: Results from the survey show that the protocol and system for sedative dentistry have been improved compared to the past. Nevertheless, quality of emergency protocol, monitoring devices and preparation of sedative drugs was still insufficient to achieve safe sedative procedure. This study acquires novelty since actual survey on recent sedative dentistry for adult patients has not been reported yet.

Relay technology is becoming more important for mobile communications and wireless internet of things (IoT) networking because of the extended access network coverage range and reliable quality of service (QoS) it can provide at low power consumption levels. Existing mobile multihop relay (MMR) technology uses fixed-point stationary relay stations (RSs) and a divided time-frame (or frequency-band) to support the relay operation. This approach has limitations when a local fixed-point stationary RS does not exist. In addition, since the time-frame (or frequency-band) channel resources are pre-divided for the relay operation, there is no way to achieve high channel utilization using intelligent opportunistic techniques. In this paper, a different approach is considered, where the use of mobile/IoT devices as RSs is considered. In applications that use mobile/IoT devices as relay systems, due to the very limited battery energy of a mobile/IoT device and unequal channel conditions to and from the RS, both minimum energy consumption and QoS support must be considered simultaneously in the selection and configuration of RSs. Therefore, in this paper, a mobile RS is selected and configured with the objective of minimizing power consumption while satisfying end-to-end data rate and bit error rate (BER) requirements. For the RS, both downlink (DL) to the destination system (DS) (i.e., IoT device or user equipment (UE)) and uplink (UL) to the base station (BS) need to be adaptively configured (using adaptive modulation and power control) to minimize power consumption while satisfying the end-to-end QoS constraints. This paper proposes a minimum transmission power consuming RS selection and configuration (MPRSC) scheme, where the RS uses cognitive radio (CR) sub-channels when communicating with the DS, and therefore the scheme is named MPRSC-CR. The proposed MPRSC-CR scheme is activated when a DS moves out of the BS's QoS supportive coverage range. In this case, data transmissions between the RS and BS use the assigned primary channel that the DS had been using, and data transmissions between the RS and DS use CR sub-channels. The simulation results demonstrate that the proposed MPRSC-CR scheme extends the coverage range of the BS and minimizes the power consumption of the RS through optimal selection and configuration of a RS.
Flat plate are being used more in buildings requiring a high level of technical installations or in buildings needing changeable room arrangements during their life time such as office buildings. The main problem in flat plate is its weak resistance against a punching failure at its slab-column connections. Therefore, in this research, an experimental study on full-scale interior slab-column connection was performed. Three types of shear reinforcements were tested to prevent brittle punching shear failure that could lead to collapse of the structure. A series of four flat plate specimens including a specimen without shear reinforcement and three specimens with shear reinforcements were tested. The slabs were tested up to failure using monotonic vertical shear loading. The presences of the shear reinforcements substantially increased punching shear capacity and ductility of the interior slabcolumn connections. The test results showed that a slab that did not have enough bond length failed before shear reinforcement yielded due to anchorage slip. Also, FEM analyses were performed to study an effect of slab thickness and concrete compressive strength on the flat plate slab. The analytical study results were used to propose a method to calculate performance capacity of shear reinforcement in slab-column connection.

Real-time monitoring for environmental factors(temperature, salinity, chlorophyll, etc.) and carbonate components( pH and $fCO_2$) was conducted during 5-6th of July, 2012 at a seaweeds farm in Gijang, Busan. Surface temperature and salinity were ranged from $12.5{\sim}17.6^{\circ}C$ and 33.7~34.0, respectively, with highly daily and inter-daily variations due to tide, light frequency(day and night) and currents. Surface $fCO_2$ and pH showed a range of $381{\sim}402{\mu}atm$ and 8.03~8.15, and chlorophyll-a concentration in surface seawater ranged 0.8~5.8 ${\mu}g\;L^{-1}$. Environmental and carbonate factors showed the highest/lowest values around 5 pm of 5th July when the lowest tidal height and strongest thermocline in the water column, suggesting that biological production resulted in decrease of $CO_2$ and increase of pH in the seaweed farm. Processes affecting the surface $fCO_2$ distribution were evaluated using a simple budget model. In day time, biological productions by phytoplankton and macro algae are the main factors for $CO_2$ drawdown and counteracted the amount of $CO_2$ increase by temperature and air-sea exchange. The model values were a little higher than observed values in night time due to the over-estimation of physical mixing. The model suggested that algal production accounted about 14-40% of total $CO_2$ variation in seaweed farm.
Recently, the utilization of geospatial open platforms has been constantly increased and the interest in 3D geospatial data such as terrain, building and shopping mall has been increased significantly. In particular, rather than simplified 3D geospatial data, interest in high-precision 3D geospatial data which similarly represents the real world objects has increased significantly. In order to satisfy the demand for such the high-precision 3D geospatial data, various kinds of 3D geospatial open platforms has been developed and has provided services on the web. However, most of the 3D geospatial open platforms have been used plug-in module in order to ensure a fast 3D rendering performance on the web, despite the many problems such as difficulty of the installation, no supporting of cross browser/operating system and security issues. In addition, recently, the existing 3D geospatial open platforms based on plug-in module are facing a serious problem, by declaring the NPAPI service interruption in Chrome and Firefox browsers. In this study, we presents the design and implementation of a new 3D geospatial open platform based on HTML5/WebGL technology without the use of plug-ins. Such the new 3D geospatial open platform based on HTML5/WebGL may support cross browsers such as IE, Chrome, Firefox, Safari and cross OS platforms such as Windows, Linux, Mac and mobile OS platforms.
Safety is not a service provided selectively by the country, and it is a basic right that human beings should enjoy. However, as the recent expansion of outsourcing due to the efficient corporate management, fatal accidents such as the Taean Power Plant where subcontractors are pinched on conveyors continued to occur. In addition, public safety concerns have been widespread as there are constant safety-related accidents in public institutions such as KTX trains derailing. As public institutions require safety as a top priority for management rather than profit, the government needs a leading role to enhance the level of private safety activities. The government announced the "Measures to strengthen the workplace safety of public institutions" and is promoting measures to protect the lives and safety of the people. The purpose of this study was to in-depth analysis of the accident and death situation in public institutions in the last 5 years from 2014 to 2018. A recognition survey was also conducted and the results were analyzed. As a result of the analysis of industrial accident death, it showed that the number of industrial accident deaths in public institutions was about 50 people per year, and it occupied about 6.1% of all industrial accidents. Following the government's public policy measures, positive changes as a result of the survey on awareness were detected in the order of rising safety awareness and participation of management (56.9%), safety and health organization and personnel composition (37.9%), and increasing safety awareness and participation of members (18.9%). However, the obstacles to the implementation of government measures were followings; 1) consciousness and lack of participation (42.1%), 2) indifference from other departments (35.1%), 3) absence, or lack of competency of safety manager (33.3%). In addition, safety investments and safety management of contractors and ordering works were analyzed to have remained largely unchanged even after the implementation of safety measures. Through this study, it is intended to provide basic data for strengthening the level and activities of safety in public institutions.

In recent years, the attention on the applications of the national or international standards to water-related information technology in practice has more increased. In particular, as the demand on spatial information technology including content development, receiving, disposal and distribution has increased, the importance of standardization has been also emphasized. However, compared with attention and demand on standardization in spatial information technology, studies on development and application of standardization are still at the initial stage. Accordingly, this study attempted to investigate the trends of international standards developed and established by International Organization for Standardization(ISO) and Open Geospatial Consortium(OGC), and to derive the adaptable integrated management standard technology for water hazard information platform. For this, we investigated big data, NoSQL, and cloud technology for the observed data provision. Furthermore, OGC WxS standard technologies for spatial information web service and ISO standards for spatial information format were investigated. Based on these investigations, we examined the strategies and plans to apply and establish the standardization for information provision.

The objective of this study was to investigate the landscape structures of the National and Provincial Forest Parks in the list of "100 Famous Forests of Korea" designated by Korea Forest Service by comparing them with those of the non-designated forests. Among the designated and the non-designated, 34 mountain forests were chosen respectively over all provinces of Korea. The spatial characteristics of forest landscapes were quantified as the landscape indices independently using FRAGSTATS and the two sets of results of analyses were compared each other. According to the results of the comparative study, the designated forests were found on the higher elevation with the higher average slope and the more complicated relief conditions rather than those of the non-designated. In terms of landscape structure, the designated forests show the larger average patch size, the lower edge density and the higher diversity of landscape components. These results indicate that the more hilly mountain forests with the more complicated spatial distribution patterns of patches are the characteristics of the designated forests. The indices of the forest landscape structure would be useful in understanding the perception of forest landscape.
A sensitive and selective method for quantitation of sofalcone and its active metabolite in human plasma has been established using liquid chromatography-electrospray ionization tandem mass spectrometry (LC-ESI/MS/MS). Plasma samples were transferred into 96-well plate using an automated sample handling system and spiked with 10 $\mu$L of 2 $\mu$g/mL $d_3$-sofalcone and $d_3$-sofalcone metabolite solutions (internal standard), respectively. After adding 0.5 mL of acetonitrile to the 96-well plate, the plasma samples were then vortexed for 30 sec. After centrifugation, the supernatant was transferred into another 96-well plate and completely evaporated at 40 ${^{\circ}C}$ under a stream of nitrogen. Dry residues were reconstituted with mobile phase and were injected into a $C_{18}$ reversed-phase column. The limit of quantitation of sofalcone and its metabolite was 2 ng/mL, using a sample volume of 0.2 mL for analysis. The reproducibility of the method was evaluated by analyzing 10 replicates over the concentration range of 2 ng/mL to 1000 ng/mL. The validation experiments of the method have shown that the assay has good precision and accuracy. Sofalcone and its metabolite produced a protonated precursor ion ([M+H]$^+$) of m/z 451 and 453, and a corresponding product ion of m/z 315 and 317, respectively. Internal standard ($d_3$-sofalcone and $d_3$-sofalcone metabolite) produced a protonated precursor ion ([M+H]$^+$) of m/z 454 and 456 and a corresponding product ion of m/z 315 and 317, respectively. The method has been successfully applied to a pharmacokinetic study of sofalcone and its active metabolite in human plasma.
