The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. Conclusion; Only as for social welfare institutions in community, this country produced a succession of specific purpose activities, over period of time, that accumulated to form the present network of hundreds of social welfare organizations and facilities Periodically major efforts were launched to revitalize or to improve the help-giving system. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.

Usage of ATM AAL2 packets becomes dominant to increase transmission efficiency of voice traffic in the backbone network. In case of voice service that uses AAL2 mechanism, if resources of network are enough, connection of new call is accepted. However, due to packets generated by the new call, transmission delay of packets from old calls can increase sharply. To control this behavior, in this paper we present an AAL2 buffer management scheme that allocates a virtual buffer to each call and after calculating its propagation delay variation(PDV), decides to drop packets coming from each call according to the PDV value. We show that this packet dropping algorithm can effectively prevent abrupt QoS degradation of old calls. To do this, we analyze AAL2 packet composition process to find a critical factor in the process that influences the end-to-end delay behavior and model the process by K-policy M/D/1 queueing system and MIN(K, Tc)-policy M/D/1 queueing system. From the mathematical model, we derive the probability generating function of AAL2 packets in the buffer and mean waiting time of packets in the AAL2 buffer. Analytical results show that the AAL2 packet dropping algorithm can provide stable AAL2 packetization delay and ATM cell generation time even if the number of voice sources increases dramatically. Finally we compare the analytical result to simulation data obtained by using the COMNET Ⅲ package.
This study conducted researches to get related basic materials and grope for a way to prevent or treat suicidal ideation. For the researches, the study examined eco-systematical variables of suicidal ideation of those who are 65 years or older, and the influence of the change in the eco-systematical variables by using the source materials researched in sixteen cities/provinces over the country from KOWEPS(Korea Welfare Panel Study), and then reviewed if there any difference according to whether they had suicidal ideation or thought in the previous year. The analysis result shows that each variable of the ecological system such as individual, family, and social system has an effect on the elderly's suicidal ideation, and there is difference in the influence factor according to whether they had suicidal ideation in the previous year or not. The result implies the policy to cope with the elderly's suicide needs multidimensional approach of individual, family, and society rather than a simple individual level. And also there should be a different support or service according to their situation or conditions like previous suicidal ideation. Especially, it is quite significant that the factors do not influence the elderly who had suicidal ideation in the previous year, but have an effect on those who did not have any suicidal ideation, which means that the proactive and preventive support related to suicidal ideation would guarantee a more efficient and effective policy.

Total trihalomethanes (THMs), dichloroacetic acid (DCAA) and trichloroacetic acid (TCAA) that are the major disinfection byproducts (DBPs) are monitored continuously in drinking water in Seoul. Study on characteristics of DBPs is crucial to judge the safety of drinking water in Seoul. Analysis of THMs, haloacetonitriles (HANs), chloral hydrate (CH), and haloacetic acids (HAAs) was carried out in several distribution systems from January 2002 to December 2004. The concentration of THMs was 0.015 mg/L in purified water, 0.019 mg/L in tapwater by direct service, and 0.023 mg/L in tapwater through watertank, respectively. It might be due to the increased contact time with chlorine by a process of the distribution system. And the other DBPs show a tendency to increase in its concentration by a process of the distribution system. Also, in summer, the concentration of DBPs was higher than in spring and winter. It might be due to the higher temperature of water in summer. In all cases, the quantities of detected DBPs were 4-6 times lower than those of regulation limits of drinking water in Seoul. In view of these results, the tapwater in Seoul is good to drink it all the times.

Final form of Spatial Data to materialize efficient GIS(Geographic Information System) must be three dimensional spatial data which has attribute data, actual concept and numerical value of real world. This simulation would be able to cover administration of government institution, public service, corporate business and even the public life in the cyeberspace though the computer. In the long railway tunnel, in order to secure safety in case of fire, it is required a emergency station. However, there is no standard or research results on smoke exhaust method and exhaust flow rate in emergency station, so it is necessary to study the smoke exhaust system for emergency station. In this study, we are created a numerical analysis model for emergency station where the evacuation cross passage connected to the service tunnel or the relative tunnel was installed at regular intervals (40 m intervals). And the fire analysis are carried out by varying the fire intensity (15, 30MW), the smoke exhaust method (only air supply, forced air supply and exhaust, forced air exhaust only), and the air flow rate (7, 14, $40m^3/s$). From the results of fire analysis, temperature and CO concentration are analyzed and ASET based on the limit temperature are compared at various condition. As a result, in the case with fire intensity of 15 MW, it is shown that a sufficiently safe evacuation environment can be ensured by applying forced air supply and exhaust method or forced air exhaust only method when the air flow rate is $7m^3/s$ above. In case of fire intensity of 30 MW, it is impossible to maintain the safety evacuation environment for more than 900 seconds when the exhaust air volume is below $14m^3/s$. And when the air flow rate is $40m^3/s$, the exhaust port is disposed at the side portion of the upper duct, which is most advantageous for securing the temperature-based safety.
This study was conducted to examine the present state, types of services, difficulties, education programs, motivation, satisfaction and attitude of hospice volunteers and also to suggest supporting programs for the volunteer. For these purposes, a questionnaire was distributed among the 200 hospice volunteers in ten hospice organizations in Daejeon and Chungcheong province. In this research, 85.5% of the respondents were women and most of them were housewives in their forties and fifties. The majority of hospice volunteers had an education background of more than high school. Christianity (94%) was the dominant religion of volunteers. Among the service area of the hospice, emotional caring, such as listening closely and establishing empathy were the most frequently done by the respondents and the next one was spiritual care. Hospice volunteers who had started with altruistic motivation show more dynamic activities in emotional, spiritual, physical caring and so on, than those with non-altruistic motivation. Most of the respondents expressed that they felt a hospice volunteer was valuable. However they had a hard time to overcome the sorrow coming from sharing empathy with the dying patients. Those who had started with altruistic motivation usually took part in two times per a week and had more positive attitude. Volunteers who had been working more than five years showed better attitude than those who had been working less than three years. The longer the voluntary services, the more positive attitude experienced by volunteers. Hospice volunteers encountered the most considerable difficulty with lack of background knowledge and their actual capability. Insufficiency of time was the next reason for the considerable difficulty of the hospice volunteer. On the other hand, those who served more than twice per week replied that lack of background knowledge and their capability were the least considerable difficulty. Insufficiency of time was the reason of difficulty for male volunteers, as well as for females under thirty and those in their forties and fifties respectively. Generally most of the hospice volunteers (70%) were satisfied with their services and they usually satisfied with physical caring, spiritual caring, hospice's family caring. The less difficulty in voluntary services, more satisfaction for the volunteers in the end. There is a positive correlation between a attitude of the hospice volunteer and frequency of voluntary services while the volunteers' difficulty affect negatively their attitude as well as the frequency of voluntary services. Most of the hospice volunteers want to have more education about basic skills, volunteer's attitude and role, spirituality, the way of attending on the hospice and so on. Most of them considered discussion and sharing different cases as the most effective method. They also wish to had more supporting programs for the hospice volunteers(in the order of their needs) such as regular events, newsletters, personal concern, social meetings among the volunteers, insurance and minimum expenses. Based on the study results, more programs should be run in order to activate the voluntary services regardless of their gender and education background. A continuous practical supporting policy and education programs are required in order to provide special education and training courses considering every field of voluntary services. Expanding the role of the volunteers allows them more opportunities to take part in voluntary services and th activate participation. It is necessary to establish a new hospice system as a part public medical system, which can not only facilitate the voluntary services for a hospice but also enhance professional hospice volunteers. Finally, experts are needed to operate the voluntary services effectively.
The elderly people was over 8.3% in 2003. This seament is projected to grow to 14.4% by 2019(Aged society) and over 20% by 2026(Super aged society). As the elderly population is increasing and young population is declined social issues around elderly care are emerged in Korea. As a result of that, they are in the condition of poor system of the welfare of the old and it is the worst one in Korea. And because of the worst financial independence and difficulty in Korea, welfare facilities and medical instruments are so insufficient and deteriorated, so the quality of service is getting low. Furthermore the mortality of cancer is rapidely increased in recent years. So it is expected that the number of families who are caring for terminal cancer patient will be increased. We can not solve those problems only with government's policy such as to secure ample budget and to enlarge the aged welfare institutions. Definitely, to acheve the suggetions persistence concern about old people is most important, and family, community and national government should be linked to accomplish to goal. Accordingly, for this study attempts to provide conceptual framework of the respite care, spiritual care and home hospice, nursing home for the elderly. And this study is to discuss the necessity and effect about the construction of housing welfare infrastructure and to make a cooperation and linkage system among the aged welfare institutions, government and the aged welfare programs. As is well known, the issue of the increasing aged people is neither a matter of individuals nor of the family, but rather a complex matter of whol society. Therefore it can be resolved by the active participation of government. Conclusively this study tries to provide an direction of the improvement with regard to the welfare policy for the elderly. The study is as follwos: Chapters 1: The theological base, conception, essentiality, respite care, spiritual care and home hospice, nursing home for the elderly. Chapters 2: Definitions of respite care, spiritual care, hospice, patient of termina cancer and quality of life. And relations between respite care and nursing home. Chapters 3: The necessity of long-term care insurance and the perspectives of spiritual care. Chapters 4: Conclusions and summarizing(The directions of improvement of welfare policy for the elderly). To sum up, the problems of the aged people has not effects only to the aged people. This means that the problems of aged is the problems of the young generation today. Because young generation will be the old generation in the near future.

Now, UTIS collects and provides traffic information by building RSE 1,150(unit) and OBE about 51,000(vehicle). it's inevitable to enlarge traffic information sources which use to improve quality of UTIS traffic information for Stabilizing UTIS's service. but there are missing data sections. And, In this study as a way to overcome these problems, based on BIS(Bus information system) installed and operating in the capital area to develop normal vehicle's link transit time estimation model which is used realtime collecting BMS data, we'll utilize the model to provide missing data section's information. For these problem, we selected partial section of suwon-city, anyang-city followed by drive only way or not and conducted model estimating and verification each of BMS data and UTIS traffic information. Consequently, Case2,4,6,8 presented highly credibility between UTIS communication data and estimated value but In the Case 3,5 we determined to replace communication data of UTIS' missing data section too hard for large error. So we need to apply high credibility model formula adjusting road managing condition and the situation of object section.
