This essay aims to look into the possibility and limit of a technological fix with the PSD (platform screen door), which was proposed as the solution of subway risk problems. Subway risk problems may be classified into five categories-on-rail accidents, in-station accidents, platform accidents, spatial risks in underground, and risks due to a crime or terror-, and the platform accidents, which happens at the interface between the rail and the station, is the most serious and prominent. The PSD is considered as an effective technical means to prevent platform accidents. However, there remains a possibility of aggravating unexpected and invisible risks. When a fire breaks out in platforms, especially at exchange stations during the rush hour, the PSD can become a "wall of outcrying", since it may act as the "safety shutter" which killed many people in the 2003 Daegu subway disaster. This is why we need to look into the limit of a technological fix with the PSD.

Financial fraud such as phishing have passed several years from the occurrence, in spite of the widely known through the media, regardless of the social status or age, financial fraud has occurred on an ongoing basis, the damage is not reduced. The fraud account, the person who made the account, the user is different, it is possible to avoid tracking financial channel, and is used as a receiving means for fraud money of various crimes. Efforts of financial institutions and financial supervisory institutions, it has been promoted by preparing various measures for the eradication of fraud account so far been used as a means of financial crime, the proliferation of financial fraud, opening and distribution of fraud account is a receiving means for fraud money are also increasing continuously, it is necessary to take countermeasures. In spite of the continuous crackdown of financial institutions and financial supervisory institutions, it is causing serious damage to society, analyzes the current situation of fraud account, to present an effective and aggressive countermeasure of financial institutions in this paper.
Recently, it has been pointed out that the lack of professional ethics of computer and security experts is serious as college students majoring in information security and insiders who are in charge of security work are involved in crimes after being tempted to cyber crimes. In this paper, we investigate and analyze the security ethics awareness and education situation of college students majoring in information security, and examine the security ethics education method for human resource development with personality and qualities. As the information society becomes more widespread, the ethics and occupational consciousness of the university students who are majoring in information security are recognized as lack of awareness and education about security ethics, As a solution to solve these problems, it is expected that it will be possible to nurture security experts who are aware of their vocation through the educational plan to enhance the security ethics of the information security major college students. According to the security ethics education system proposed in the paper, the security ethical consciousness of the group that received education was remarkably improved.

While many factors could be mentioned to the rapid development of Israel for the last 50 years, it could not be overemphasized the critical role of large scale influx of Jewish immigrants not only in the process of achieving national independence but to the development of modernization. It is well known that mass influx of people in a relatively short period of time may cause serious social problems in various areas such as housing shortage, increasing crime rate, etc. Nontheless, Israel is avidly recognized as a country that successfully overcome such problems by means of creating systematic social integration systems and practicing various adaptation assistance programs for new immigrants. This study was concerned with such a successful social adaptation-assistance programs of Israel for large scale immigrants those who came from all over the world with different socio-economic background. In order to answer the research questions, following two areas of topics were researcher`s main concern. First, organizational structure and functions of the Ministry of Immigrant Absorption of Israel and Jewish Agency that are primarily responsible for the economic, occupational, social, and cultural integration of immigrants during their first three years (five years for housing-aid) in Israel. Second practical adaptation assistance programs such as direct absorption basket, Ulpan, Aliyah 2000, special projects of Keren Hayesod and two of Aliyah Absorption Centers are examined. And lastly some of implications and suggestions are provided in the conclusion section in relation with social adaptation-assistance and integration of reunified Korea, especially from the point of North Koreans.
The purpose of the present study is to seek measures to increase the quality of farmers lives by considering the results of a survey on the welfare demand for them when setting up policy. The results are as follows: First, though many concerns and policies to control the rural exodus have been exerted in terms of maintaining agricultural communities, which is one of critical components for the development of Korean agriculture and farming villages, the rural exodus became more and more serious. It is urgently required, therefore, for the Korean administration to correspond actively to the reasons why farmers depart their villages, such as bad prospects, low incomes or problems with their children's education. Second, as the number of females who take part in farming has increased, it is necessary to reform the rural educational environment. In addition, as the agricultural community develops, and other industries flow in, the greater the worries about crime, and consequently, it is necessary to equip a local safety system, share information on job opportunities, and provide educational opportunities. Third, since rural districts nay have financial difficulties because of old-aged and small-sized farmhouse, it is necessary to mainly support the welfare of the aged and lower-income farmers, considering the characteristics of each group and area. Fourth, over half of the farmers responded that they cannot bear to pay the national pension and health insurance premiums, and therefore it should be considered to reduce the pension and premium, or to readjust the insurance value appropriate to the level of the farmer's income. Fifth, despite a number of agricultural policies now in place, farmers desire a policy which can promise a prosperous vision for Korean agriculture and the facilities needed for education and health. It is necessary for the administration to set up policies that are characterized by locality with the view that farmers are not mere recipients, but participants in the policies.

The subway, which is an urban railway, is the core of public transportation. Urban railways are always exposed to serious problems such as theft, crime and terrorism, as many passengers use them. Especially, due to the nature of urban railway environment, the scope of surveillance is widely dispersed and the range of surveillance target is rapidly increasing. Therefore, it is difficult to perform comprehensive management by passive surveillance like existing CCTV. In this paper, we propose the implementation, design method and object recognition algorithm for intelligent object recognition system in urban railway. The object recognition system that we propose is to analyze the camera images in the history and to recognize the situations where there are objects in the landing area and the waiting area that are not moving for more than a certain time. The proposed algorithm proved its effectiveness by showing detection rate of 100% for Selected area detection, 82% for detection in neglected object, and 94% for motionless object detection, compared with 84.62% object recognition rate using existing Kalman filter.
In 2019, a child died by a school zone traffic accident in Asan, Chungcheongnam-do, the Republic of Korea. Just after the accident, under the name of the "Minsik Law", the Road Traffic Act and the Specific Crime Aggravated Punishment Act were partially revised and went into effect in Korea on March 25, 2020. The new Korean law providing for harsh penalties is designed to reduce automobile accidents in school zones. However, the penalties under the new law seems to be unconstitutionally and unduly harsh. Under the new law, a negligent driver who kills a child at a school zone could be sentenced to indefinite imprisonment, or imprisonment for 3 years or more. The criminal responsibility of a negligent driver at a school zone is the same as serious intentional felonies such as rape, robbery, abandonment resulting in death. Also, even in the case of a school zone accident, if an accident driver complies with the speed limit and other traffic laws and it is impossible to avoid the accident, the driver should not be punished. So, in order to meet the principle of proportionality, the new Korean law should be revised again. In order to find out the appropriate level and punishment method for drivers who cause accidents in school zones, this thesis will compare and analyze the laws of Korea with those of the United States, Germany, and Japan. This paper also reviews the decision of the Constitutional Court of the Republic of Korea in February 2023 that the "Minsik Law" was constitutional. Based on these analyses, this thesis seeks the direction and amendments to properly revise Korean law. In addition, this thesis is intended to present exemplary measures to improve the school zone safety.
School Violence is one of the most serious problems faced by Korean. As this serious problem becomes social issue in nation, many researchers have tried to find out the most effective solution of that problem and the reasons for why prevention of school violence are failed in such mind-hurting activities. The government and NGO proposed many the alternative to prevent the school violence. But the effectiveness of the alternatives art questionable. Last year Busan Metropolitan Police Agency and Busan Education Administration proposed new alternative in united cooperation which is namely Administration proposed new alternative in united cooperation which is namely 'school police' for school violence. School Police is composed of the retired teachers and ex-police officer, to do a prevention activity of school violence, which is expected to effectively curtail school violence in the assigned school. It is first networking try to prevent of school violence as a team of police and teachers in Korea. But the type of Korean school police system is different from American's school police, like as LASPD which is of sworn police officers. Korean school police is to employ a kind of school liaison officers. Though 'School Police System' got good reaction from students and citizen in Busan, It has some defects to be solved in future. So it hard to note that their efforts have been successful in curtailing the prevalence of school violence. In this paper, I present the new type of new 'Social Security Network Model' for school violence by repairing of 'korean school police system'. The problem of the school violence is not the problem of the school but the problem of society. In such viewpoints, It is important to plan a security network model which is participate in police officers, teachers, community and government. To prevent school violence effectively, I propose this new social security network model which based on theory of Community Oriented Policing, aggressive policing and CPTED technique.
Burglary (also called breaking and entering and sometimes housebreaking) is a crime, the essence of which is illegal entry into a building for the purposes of committing an offence. It is one of the most common types of crime and also a serious issue for every society. A house that is left insecure is an accessible and attractive target for burglars and therefore burglary resistance test & certification system for doors and windows has been developed in many countries. This paper explores several advanced foreign burglary resistance test/certifcation cases (the British SBD, the Dutch KOMO SKH/SKG, the Japanese CP mark, the Australian Standard Certification) for security products and domestic test/certification systems for fire safety products as a comparative study so that any improvement points can be gained for South Korea in the field of security product performance. The comparative analysis results show that South Korea is far behind the security product certification system and needs a lot of improvement in the system by benchmarking foreign cases. The domestic test/certification systems for fire safety products also give some insights for burglary-related security products' performance certification system in Korea. Overall, the need for relevant rules and regulations, the establishment of standards regarding testing and certification, including certified security +hardware product in building security certification system, performance testing as well as production testing (i.e. quality management system evaluation), the basic competency of testers, incentive system for certified/high quality security products were suggested in order to make an optimal model for the security production performance testing and certification system in Korea.
Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.
