  • Remotely Operated Vehicle. ROV is a new concept equipment being made to replace the manned systems for investigating the deep sea environment. This paper presents the dynamic cable response during ROV launching considering the coupling effects of ship motion. By the harmonic response analysis, the variations of cable tensions were obtained. Harmonic forces in head/beam sea states were calculated by the concept of relative acceleration which obtained by ship motion analysis.

A Study on the Ship Design of a new ICLL for the 21st Century (21세기 국제만재흘수선협약에 따른 선박설계의 연구)

  • ICLL 66 is the most widely ratified instrument of the IMO and is, along with the International Convention on Safety of life at Sea (SOLAS), the primary document setting forth internationally agreed ship safety standards. ICLL 66 set freeboard requirement based on experience gained from the first Load Line Convention in 1930 and on contemporary developments in ship design. Reexamination of ICLL 66 is indicated by the proliferation of novel ship designs for which it lacks adequate regulations and by significant advancements in analytical seakeeping and deck wetness prediction techniques now available to the designer. In this paper, the Freeboard Advisory Group reviews these issues against the changing climate of the marine industry and maritime administrations, discusses the state of the art in analytical seakeeping programs, and outlines a series of recommendations for the establishment of a new international load line convention for the next century. The steps needs for an international program at IMO are discussed and a new convention is proposed.

Butt-fusing Procedures and Qualifications of High Density Polyethylene Pipe for Nuclear Power Plant Application (원자력발전소 적용 고밀도 폴리에틸렌 배관의 맞대기 융착절차 및 검증절차 분석)

  • In nuclear power plants, lined carbon steel pipes or PCCPs (pre-stressed concrete cylinder pipes) have been widely used for sea water transport systems. However, de-bonding of linings and oxidation of PCCP could make problems in aged NPPs (nuclear power plants). Recently at several NPPs in the United States, the PCCPs or lined carbon steel pipes of the sea water or raw water system have been replaced with HDPE (high density polyethylene) pipes, which have outstanding resistance to oxidation and seismic loading. ASME B&PV Code committee developed Code Case N-755, which describes rules for the construction of buried Safety Class 3 polyethylene pressure piping systems. Although US NRC permitted HDPE materials for Class 3 buried piping, their permission was limited to only 10-year operation because of several concerns including the quality of fusion zone of HDPE. In this study, various requirements for fusion qualification test of HDPE and some regulatory issues raised during HDPE application review in foreign NPPs are introduced.

Maritime Delimitation and Joint Resource Development in the East China Sea (동중국해 해양경계획정과 자원공동개발)

  • As is generally known, the sovereignty dispute over the Senkaku Islands between China/Taiwan and Japan was triggered by a report commissioned by the UN in 1968, which reported the possibility of a substantial amount of petroleum and natural gas buried in the South China Sea. When the administrative authority over the Ryukyu Islands was transferred from the US to Japan in 1972, jurisdiction over the Senkaku Islands was also transferred. A dispute ensued between China (Taiwan) and Japan over the Senkaku Islands except during the period in which formal relations were established between the two states. This paper will take a look particularly at the events that occurred in the 2000's and discuss their recent trends and aspects of the dispute. Though China and Japan agreed to joint resource development in 2008, the agreed zone was a very small area adjacent to the Korea-Japan Joint Continental Shelf Development Zone, and the points of agreement have not been implemented. China has been developing four oil fields including Chunxiao in its waters adjacent to the median line asserted by Japan. However, China also has been excluding the participation of Japan, while Japan has been strongly objecting to the unilateral development of oil fields by China. If indeed the oil fields on China's side are connected past the median line asserted by Japan, then China's unilateral development will infringe upon the potential sovereign rights of Japan, thereby violating international law.

  • This research focuses on one important type of non-traditional threat, maritime piracy, and tries to supplement previous research from the perspective of military power, especially naval power. When considering the elements of military power, naval power is a core independent variable to explain piracy incidents. Indeed, naval power can play a key role in solving piracy problems, since naval power is the only legitimate force to respond to piracy in the sea. It is natural that well equipped and trained naval power in the sea increases the probability of capturing pirates, which leads to increasing the costs of piracy and decreasing its occurrences. In addition, since naval combatant ships have more impressive weapons than those of pirate boats, just the presence of naval combatant ships could serve to deter piracy incidents in the sea. The main purpose of this research is finding the effectiveness of large multinational naval efforts to deter piracy incidents in Africa. With this research purpose, I analyze 771 piracy incidents that occurred in African states from 2009 to 2014. Furthermore, I include all 33 coastal states in Africa regardless of the experiences of piracy incidents in order to avoid selection bias, which is very common in quantitative-based piracy incidents research. The dependent variable of this research is frequency of maritime piracy incidents for a country-year and the independent variable is the number of multi-national naval warships that operate near Somalia. With this analysis, I find the large number of multi-state naval combatant ships are negatively related to piracy incidents. In other words, as a main means to counteract piracy incidents, multi-state naval combatant ships are conducive to reduce piracy incidents near Somalia, since it increases costs (being captured) of conducting piracy.

Distribution of the Korean Barbatula Species Reviewed by the Morphological Traits of Nostrils (비공의 형태적 특징으로 재검토한 한국산 종개속 어류의 분포 특성)

  • According to the character states of nostrils in the Barbatula species comprising 1,366 specimens collected from the major river system in Korea, distribution pattern of the two Korean Barbatula species was reviewed. The taxonomic character related to nostrils in Barbatula was very stable and two character states (widely separated and closely set) were observed in the present materials. B. toni (Dybowski, 1869) with widely separated nostrils distributes in the streams flowing into the East Sea north of Sokcho, Gangwon-do Province; Eogokcheon Stream, a tributary of Namhangang River; and Anseongcheon Stream, Gyeonggi-do Province, whereas B. nuda (Bleeker, 1864) with closely set occurs in most rivers flowing into the Yellow Sea including Nakdonggang River as well as in the Yangyangnamdaecheon Stream, Gangwon-do Province south to Bangyulcheon Stream, Gyeongbukdo Province, flowing into the East Sea as previously reported with some exception. Especially, both Barbatula species were co-occurred in the Yeongokcheon Stream, Gangwon-do Province and Eogokcheon Stream. The present results will provide a useful guide to study the regional fish fauna or fish community analysis as well as to clarify the taxonomical status of the Korean Barbatula species.

A Comparative Study on the Vietnam and the Philippine's Responses to the Chinese Threat in the South China Sea (베트남과 필리핀의 대중국 전략 비교연구: 남중국해 해양 분쟁에 대한 대응을 중심으로)

  • This article explores why the two Southeast Asian countries, Vietnam and the Philippines, choose different strategies to cope with the Chinese threat. Despite the evident Chinese threat in the South China Sea, Vietnam has not meaningfully expanded the military cooperation with the United States, whereas the Philippines, ironically, has distanced itself with its ally, the United States. Existing studies on the topic does not offer a satisfactory explanation. We assign that two cases are examples of "underbalancing" - the failure of balancing even though there is an evident threat. Furthermore, we demonstrate the difference between cases of the Philippines and Vietnam by arguing that the number of veto players affects the outcome of foreign policy, underbalancing of two countries. The Philippines has only one veto player, the president, hence its response to external threats is incoherent. On the other hand, the number of veto players in Vietnam is more than one and those players demand negotiation among them on the matter of foreign policy. Upon analyses on two cases we argue that the former is the case of underbalancing caused by a lack of policy stability, while the latter is the case of underbalancing caused by a lack of policy responsiveness.

Mesozooplankton Community in the Chuuk Lagoon of the Federated States of Micronesia (마이크로네시아 축 주의 석호환경 내 동물플랑크톤 군집: 종조성 및 개체수)

  • Mesozooplankton samples were collected to investigate the spatial distribution in the Chuuk lagoon of the Federated States of Micronesia through three surveys from 2002 to 2004. Average temperature was $28.70^{\circ}C$ in August 2002, $30.17^{\circ}C$ in October 2003 and $29.18^{\circ}C$ in July 2004 at a water depth of 2rn. Average salinity was 33.95 psu in August 2002, 33.56 psu in October 2003 and 33.77 psu in July 2004. Total rnosozooplankton consisted of 70 taxa during the study period, among which copepods were the most diverse group. Foraminiferans, radiolarians, copepods and appendicularians, which comprised about 70% of total zooplankton abundance, were important components in the zooplankton community. Within the copepod group, Acartia spp., Centropages spp. and Undinula spp. were dominant in August 2002, Acartia spp., Centropages spp., and Oithona spp. in October 2003, and Acartia spp., Undinula spp., and Oithona spp. in July 2004. Total zooplankton abundance was high around Weno Island, while low in stations located in the northern part of Weno Island. High abundances of appendicularians were found in the southern part of weno Island as well as around Weno Island. Appendicularians foraminiferans, radiolarians, Sagitta spp. and immature copepods accounted for most of the distribution pattern of the mesozzoplankton community throughout the study area. These results suggest that appendicularians may be potential food items for fish larvae around Weno Island in the Chuuk lagoon states.

Microbiological Quality of the Shellfish-growing Waters and Mussels in Changseon, Namhae, Korea (남해 창선해역의 해수 및 진주담치의 위생학적 안전성 평가)

  • A sanitary survey was conducted to evaluate the water quality and mussel (Mytilus edulis) conditions of two administrative shellfish growing waters: those designated as shellfish growing water for export, and adjacent waters on the east coast of Changseon Island, Namhae, Korea. In all, 1,656 seawater and 166 mussel samples were collected at 46 stations for seawater and five stations for the shellfish from January 2007 to December 2009. Both seawater and mussels were examined for total coliforms and fecal coliforms. The standard plate count and most probable number of Escherichia coli were also determined for the shellfish samples. The range of the geometric means and the estimated 90th percentiles of fecal coliform for seawater samples at each station were <1.8-4.1 MPN/100 mL and <1.8-22.3 MPN/100 mL, respectively. The sanitary conditions for both shellfish growing areas, the designated shellfish growing area and adjacent area in Changseon, met the 'Approved area' criteria of the United States National Shellfish Sanitation Program. The range of E. coli detected in mussels in these areas was <20-500 MPN/100 g; and only 3 of 166 samples exceeded 230 MPN/100 g, the European standard for the consumption of raw bivalves. Therefore, the mussel farms in the Changseon area are classified as 'Class A' according to criteria set in European Community regulations. However, the levels of E. coli in mussels in parts of the designated shellfish growing area and adjacent area exceeded the bacterial limits after rainfall exceeding 45 mm. Further studies are needed to fully define the conditions leading to a temporary closure to harvest after a rainfall event.

Dispersion of Maritime Air Pollutants from Harbor Area into Major Port Cities Considering Characteristics of Local Wind Circulation in Korea -A Case Study of Sea and Land Breezes during Summer- (지역 순환풍 발생 특성 이해를 통한 국내 주요항만 발생 대기오염물질의 항구도시 영향 범위 분석 -여름철 해륙풍 모사를 중심으로-)

  • Maritime air pollutants around port cities have gained a great deal of attention due to their direct impacts on regional air quality. This study aims to determine the geographical properties of sea/land breezes in different areas to discover overall ranges of maritime emission dispersion. The HOTMAC-RAPTAD modeling program was used to simulate regional-scale air dispersion considering non-linear and unsteady states during the general summer period for the target areas of the Yellow Sea (Incheon Port and Pyeongtaek·Dangjin Ports), archipelago region (Mokpo Port), South and East Sea (Busan and Masan Ports) and East Sea with mountainous area (Donghae·Mukho Ports). The resulting dispersion lengths of vessel emissions into the onshore regions around the target ports shed light on portal air quality management, because vessel emissions from the Incheon, Mokpo, Busan, and Donghae·Mukho ports were transported 27-31km (Western Seoul), 21-24km (Southern Muan), 20-26km (Gimhae and Yangsan), and 22-25km (Taebeak Mountains), respectively. Therefore, the results of this study provide useful data for regional air quality management and marine air pollution mitigation to improve the sustainability of port cities.
