  • In this study, we analyze using a structural equation model if an appropriate composite relations among the perspectives(Learning & Growth, Internal Business Process, Customer, Financial perspective) of the balanced scorecard are formed to achieve the ultimate goal in Chinese SMEs. In this study, we find that Learning & Growth perspective is related positively to Financial perspective directly and indirectly via Internal Business Process and also find that for success the careful management is required for Learning & Growth and Internal Business Process perspective. The results of this study will provide information about where the need to emphasis on management to improve the financial performance in Chinese SMEs.

Evaluating Performance Factors of Container Terminals using Balanced Scorecard(BSC) and Quality Function Deployment(QFD) (균형성과표와 품질기능전개도의 결합 방법론을 이용한 컨테이너 터미널의 성과요인결정에 관한 연구)

  • This paper develops a framework of combining Balanced Scorecard (BSC) and Quality Function Deployment (QFD) using Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) and evaluates the performance factors of container terminals using the framework. This study designs a BSC of container terminals and then transforms this into QFD in order to determine the priority of performance factors. This paper provides a modified QFD model and shows a causal relationship among perspectives of BSC to find out critical performance factors of container terminals. This modified QFD model is different from traditional models in that a correlation and relation matrix is presented. This combination of BSC and QFD with AHP and ANP helps to create more realistic and accurate representation of QFD models.

  • To comprehend the present state of performance evaluation and management systems and their problems, we examined performance evaluation and management systems that have been used in the public sector and figured out their limits and problems in practical use and then, we searched, from academic basis, for ways to solve those problems and complement the limits. Especially, we focused on developing practical solutions that can be applied to a budget and human resource effectively. We expect this research will provide to public sector a comprehensive foundation for understanding the core concept of myriad theories of performance management in public sector including "Balanced Scorecard" and for finding out the limits and problems of each theories, then it can prepare the alternatives in advance. But the research is restricted within the general guideline for performance management. It doesn't provide practical and detailed action programs that are needed for actual execution. So, further studies on particular action programs are needed to compliment this limit and for coming to stay of performance management system in the public sector quickly, the enactment of performance management is needed as well.

  • The Balanced Scorecard is known as an integrated performance management framework that helps enterprise to translate strategic objectives into relevant performance measurement within an organization. In recent years, the importance of framework development, implementation and deployment of Balanced Scorecard and Strategic Enterprise Management system have realized its value in public sectors performance management systems. However, the public domains can be characterized as non-profit organizations involving diverse stakeholders which may provoke obstacles to proper implementation. This paper offers an insight into strategic performance management systems design and implementation in Ministry of Information and Communication in Korea. The paper evaluated a number of key guidelines to understand the complexity of strategic performance management design and implementation to be successful in delivering strategic goals in public sector.

  • This paper presents a case study on BSC(Balanced Scorecard) system development of Korea Post as a Korean public firm. BSC models of public or private sector are generally developed in different types due to their different strategic goals. Korea Post as a government firm has dual characteristics of BSC similar to both public and private sector. This firm has the organizational type of public firms, not private firms. To date many government subsidiary organizations have already introduced BSC or are trying to introduce BSC, but have difficulty in developing BSC successfully because of insufficient understanding of BSC. Based on a case study of Korea Post, this study analyzed key success and failure factors and suggested prospects on BSC system development of public firms.

  • The aim of this study is to develop a plan for university library evaluation with factors and their systems, and an evaluation process, based on the Korean University Library Promotion Act. This study adopts a consensus based method including open-ended interviews with various stakeholders around university libraries, a questionnaire survey, a public hearing, and numerous discussions with the stakeholders. Balanced Scorecard is adopted as a basic framework for the development of evaluation system, provides a balanced perspective on the whole aspects in the university library management, including factors and performances in the management, The proposed plan in this study is expected to help to examine whether the resources are used for reaching the goals in the libraries, and to contribute the growth of the university libraries.

  • In this study, we consider to assess the information ability of individuals related to local information. Questionnaire surveys are frequently used for studies on the measuring of information index and such specified indexes of society development. However, if questionnaire papers measured individuals' abilities and such parts of quality, the subjective judgments of respondents cannot but be intervened. Therefore a method which will enable subjective points to be comparatively objectified is needed. In this study, when an attempt is being made to measure individuals' information capacity through questionnaire surveys as the process for calculating the standards of regional information levels. Cases have been looked at for times when, by using a scorecard, individuals' subjective survey result have been be changed to be comparatively objectified scores and such process. The logit model was used in the preparation of the scorecard. In this study, we have presented a clue which enables the comparative measurement about regional information gaps by using characteristics of regional population statistics.
