Atopic Dermatitis and the Making of an Environmental Disease in Contemporary South Korea (아토피 질환의 '한국적' 탄생과 부상: 대중적 지식활동의 역할을 중심으로)

  • This paper explores the historical process that created a specific understanding of and responses to atopic dermatitis(AD) in Korea. AD hardly has a status of an environmental disease in other societies but it is a representative environmental disease in South Korea in connection with various environmental pollutants, most notably with endocrine disrupting chemicals. This understanding of AD as an environmental disease led to an unprecedented legislation of the Environmental Health Act of 2008, a broad environmental health law with the precautionary principle and the focus on human aspect of environmental problems. In line with the growing body of works that articulate the roles of the public and culture in regulatory process, this paper argues that both the understanding of and the regulatory responses to AD owe greatly to the knowledge and political practice of the public, especially that of the 'Atopy moms'. Their knowledge practice that creatively appropriated scientific uncertainty regarding AD brought unexpected epistemological and political alliances, respectively with alternative medicine and with organic coop movement and an emergent political party and generated enough dynamics for the legislation of the EHA.

Making Science Documentary: On the role of experts in the production of "Light" by EBS (과학 다큐멘터리 만들기: EBS의 <빛>의 제작과정과 자문위원의 역할을중심으로)

  • STS studies into science documentaries for television are rare, and they do not even reflect the constructivist fruits of STS. STS have been calling for the need of analyzing 'science-in-the-making' in order to understand science more deeply. Similarly, our starting point is the assumption that science documentary can be better understood when we look into its making process. Under this assumption, we adopted the method of participant observation in analyzing 'documentary practice', trying to open the 'black box' called 'science documentary'. We have here focused on the documentary named "Light" made by a scientific documentary team of EBS, who made "Culture and Mathematics" and "Life". Each of us worked as a main consultant and an assistant staff in making "Light". We will address two main points in this study. First, based on our participant observation and interviews, we will show that the members of documentary making team are thinking about 'science' in distinctive ways. The team tended to emphasize visualization, knowledge linked to people's everyday life, and the distinctive characters of scientists who appear in the documentary. Second, by looking closely into the interaction between the team members and the consultant in the process of completing the script of the documentary, it was possible to understand how the contents of the documentary was constructed more accurately. In the making process, consultant's idea was not simply accepted by the making team, but there were conflicts and compromises. By showing this, we will be able to bring up a reflexive question about the role of consultant in the process of making a science documentary.

The Current State and Tasks of Citizen Science in Korea (한국 시민과학의 현황과 과제)

  • The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

Status Report of the Flight Model of the NISS onboard NEXTSat-1

  • The NISS (Near-infrared Imaging Spectrometer for Star formation history) is the near-infrared spectro-photometric instrument optimized to the Next Generation of small satellite series (NEXTSat). To achieve the major scientific objectives for the study of the cosmic star formation in local and distant universe, the spectro-photometric survey covering more than 100 square degree will be performed. The main observational targets will be nearby galaxies, galaxy clusters, star-forming regions and low background regions. The off-axis optics was developed to cover a wide field of view ($2deg.{\times}2deg.$) as well as the wide wavelength range from 0.95 to $2.5{\mu}m$, which were revised based upon the recent test and evaluation of the NISS instrument. The mechanical structure were tested under the launching condition as well as the space environment. The signal processing from infrared sensor and the communication with the satellite were evaluated after the integration into the satellite. The flight model of the NSS was assembled and integrated into the satellite. To verify operations of the satellite in space, the space environment tests such as the vibration, shock and thermal-vacuum test were performed. The accurate calibration data were obtained in our test facilities. Here, we report the test results of the flight model of the NISS.

  • The NISS (Near-infrared Imaging Spectrometer for Star formation history) onboard NEXTSat-1 have successfully developed by KASI. The capability of both imaging and spectroscopy is a unique function of the NISS. At first, it have realized the low-resolution spectroscopy (R~20) with a wide field of view of $2{\times}2deg$. in a wide near-infrared range from 0.95 to $2.5{\mu}m$. The major scientific mission is to study the cosmic star formation history in local and distant universe. It will also demonstrate the space technologies related to the infrared spectro-photometry in space. Now, the NISS is ready to launch in late 2018. After the launch, the NISS will be operated during 2 years. As an extension of the NISS, the SPEHREx (Spectro-Photometer for the History of the Universe Epoch of Reionization, and Ices Explorer) is the NASA MIDEX (Medium-class Explorer) mission proposed together with KASI (PI Institute: Caltech). It will perform the first all-sky infrared spectro-photometric survey to probe the origin of our Universe, to explore the origin and evolution of galaxies, and to explore whether planets around other stars could harbor life. Compared to the NISS, the SPHEREx is designed to have much more wide FoV of $3.5{\times}11.3deg$. as well as wide spectral range from 0.75 to $5.0{\mu}m$. After passing the first selection process, the SPHEREx is under the Phase-A study. The final selection will be made in the end of 2018. Here, we report the status of the NISS and SPHEREx missions.

  • In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.

Development of Survey Framework for Prevailing Wage in the Construction Industry (건설분야 적정임금 산정을 위한 임금조사 프레임워크 개발)

  • The construction field is one of the most representative job creation businesses, but it has been pointed out that the overall quality of the jobs is low because of the nature of the order-made production industry, such as unstable employment structure, aging workforce, etc.. Accordingly, the government plans to implement the "prevailing wage system" that guarantees a minimum wage for construction site workers. In reality, however, only a market wage could be used for a construction cost estimation because there was no standard for the prevailing wage. A comparative analysis of the prevailing wage and market wage was performed. This paper proposes a framework for estimating the reasonable prevailing wage in the construction industry. The results showed that the prevailing wage was estimated to be 4.7% lower than the market wage when the proposed framework is applied to the carpenters' case. This suggests that the proposed model could be used as an alternative for market wage considering the original purpose of the prevailing wage. This study will construct the basic data for scientific analysis on the wage, and finally, help estimate the reliable prevailing wage in the future.

  • In todays environment in which scientific technologies are changing very fast than ever, companies have to monitor and search emerging technologies to gain competitiveness. Actually many nations try to do that. Most of them use Dephi approach based on experts review as a searching method. But experts review has been criticised for probability of inclination and its derivative problems in the sense that it is accomplished only by expert's subjectivity. To overcome such problems, we used Scientometric Method for identifying emerging technology that had been done by Delphi as a rule. We made three particular efforts in order to improve the Quality of the result. Firstly, we selected one alternative database between SCI and Scopus hoping to see evenly-distributing results in wide fields on the front burner. Secondly we used Fractional citation counting in counting citation number in the stage of linear regression analysis. Lastly, we verified Scientometric result with experts opinions to minimize probable errors in a Scientometric research. As a result, we derived 290 emerging technologies from Scientometric analysis with Scopus Database, and visualized them on 2-dimension map with data mining system named KnowledgeMatrix which was developed by KISTI.

Study on The Drug Processing of of the Roots of Aconitum carmichaeli (바꽃(烏頭)의 포제(抱製)에 관한 연구)

  • From the tuberous root of Aconitum carmichaeli Debx.(Ranunculaceae), the main root is called as common monkhood mother root and the later root is called as the prepared aconite root. From the prepared aconite root. Looking at the processing method of the prepared aconite root, it is divided into Yeombuja (prepared aconite root processed in salt) and heuksoonpyeon (baekbupyeon) following the processing method after removing the soil and this is a way of processing the prepared aconite root without damage it. The recently produced raw prepared aconite root is easily damaged, thus it shall be preserved in salt to have the crystal shape on the surface of the prepared aconite root and store and transport in firmly solidified yeombuja condition. Therefore, yeombuja shall remove the salt before use and requires processing for use but heuksoonpyeon or baekbupyeon may use immediately. For the succession of the unique processing techniques of our ancestors, there has to be studies on the techniques. Prepared aconite root is generally used as holy medicines to cure the yang depletion syndrome, kidney-yang deficiency syndrome, and obstruction of qi in the chest syndrome. However, they are the substances with toxicity. It is contemplated that the contents of processing are broadly understood through the document on the processing method, and based on such foundation, the systematic set and proof on the documents are made along with the addition of the contemporary scientific theory and technology to develop the traditional processing technology to maximize the treatment effect and safety of prepared aconite root. In this study, the historic data and records on the processing method of latteral root of aconitum carmichaeli Debx will be rearranged to contribute to the standardization of medicinal herbs, maximization of efficacy and minimization of the side effects.

  • This paper attempts a close-reading of Michel Ocelot's short animation film, (1979), and proposes it as an available text in art appreciation class for young students. stimulates the students' attention and intellectual curiosity thanks to the exotic and fantastic atmosphere, beautiful mise en scene, and intriguing plot. Ocelot's technique of decoupage used in this film rejuvenates both the traditional folk art and Lotte Reiniger's early experiments in the history of animation film. Ocelot subverts the ideal of modern male adult subject as unique possessor of scientific knowledge and technology, by adopting a female figure and a young child, who is also female, as main characters. The imaginative and subversive power of animation contributes to creating posthuman beings beyond the homocentric figure of Vitruvian Man. The posthuman condition supposes that human beings have the equal relationship of continuum with not only other humans but also non-human beings like all living things and inanimate matters. In order to teach and learn the posthuman condition, it is necessary to conceive an interdisciplinary and integrated curriculum including art, science, philosophy, history, and social sciences. Animation film serves excellently as educational text for the integrated curriculum of the posthuman.
