Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.

The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

The Department of Energy's (DOE) Scientific and Technical Information Program (STIP) has successfully reinvented the way in which DOE collects, organizes, archives, disseminates, and uses scientific and technical information in the performance of research and development (R&D). Through a suite of innovative Web-based products conceived and developed by the Department's Office of Scientific and Technical Information(OSTI), information and resources resulting from the Department's R&D activities, as well as worldwide information needed by the research community, are readily available to all users in a fully integrated E-Government environment. This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

The purpose of this research is to suggest a theoretical base and guideline for the national scientific and technical information center which is assigned to take charge of the management and building knowledge and information infrastructure of the national scientific technology. And the objective of this study is to contribute to strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggests a plan and strategy which make it possible to conduct functions as the national repository, clearinghouse, and portal gateway of the electronic resource and propose space program for the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space program, validity analysis of site location and environment.

The main purpose of this research is to look into not only how users evaluate two major databases(BIST and SATURN) of the scientific and technical literature in Korea, but also what users expect from scientific and technical information services in general. The result of the user evaluation shows that there is a very little difference between two databases in database quality. It was found that BIST is better than SATURN in terms of accuracy, customer support, searching capability, and currency, whereas SATURN is preferred to BIST for completeness and the average number of retrieved items. User expectation for scientific and technical information is also investigated by surveying its user community. Among three user groups, there is notable disagreement in language uses to search non-korean literature. Each group also shows different demands for translation of original literature. This study attempted to evaluate the quality of the scientific and technical information (BIST and SATURN) and simultaneously to investigate users demands in general. By doing so, the specificity implied in quality evaluation of specific information services as well as the generalization of the users behaviors in scientific and technical community were accommodated in this study.

STN(The Scientific & Technical Information Network) is a fee-based, comprehensive, online search service that provides. accurate, up-to-date information from over 200 scientific, technical, business, and patent databases. STN Easy(http: //stneasy.cas.org) provides point-and-click access to 59 selected key STN databases on the web, and it gives drawings and 3-dimensional chemical structures as well as citation-abstract informations. And information searchers are now able to access full-text documents from key scientific publishers and patent offices through STN Easy via the ChemPort(http://www.chemport.org) connection.

Upon completion of this study it became evident that users are more satisfied with information service with systematic arrangement, accessibility, updatedness, and abundance of information in the Scientific & Technical Library as well as skillfullness of librarians with academic background in the Library and Information Science. It is suggested that the Scientific & Technical Library carry out their missions on information networks with outside organizations using database systems.
