A Study on Developing Science Service of Science and Technology Policy (과학기술 정책의 과학화 서비스 개발에 관한 연구)

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

A Study on the Science and Technology Areas for the Third Technology Foresight of Korea (과학기술예측 대상기술 선정을 위한 주요 기술영역의 조사연구)

  • This study reviews and compares the selection procedures for science and technology topics to predict mid- and long-term trends in science and technology development in Korea, Japan, and the United Kingdom. It then identifies science and technology topics and future technologies for the third science and technology foresight of Korea. In Japan and the United Kingdom, non-technological topics that reflect socioeconomic needs are also select-ed along with technological ones. This study provides the following policy implications to enhance reliability and effectiveness of the third science and technology foresight of Korea. First, selection of science and technology topics should coincide with the national goal, taking into account development trends in science and technology and socioeconomic needs. Second, the current prediction methodologies such as "delphi" do not fully consider future uncertainties in science and technology development. A scenario method is, for example, needed to present coherent pictures of alternative futures. finally, the third technology foresight should select and include topics that reflect domestic conditions and global trend in technological progress. This study suggests 117 topics for the third science and technology foresight.foresight.

  • EGFR has been intensively investigated as a target to block the signal transduction pathway which stimulates cancer growth and metastasis. Studies about structure-activity relationship for tricyclic azepine derivatives were performed with topomer-CoMFA. The derived topomer-CoMFA model with steric and electrostatic field parameters based on fragment units gave reasonable statistics ($q^2$=0.561, $r^2$=0.679). The model explains why a halogen atom at the meta position of aniline is important to increases inhibitory activity. This comes from an electrostatically negative groups are favored near this region. The model also shows that there are sterically favored regions around methoxy group extended from oxazepine derivatives. The findings about steric and electrostatic effects can be utilized for designing new inhibitors.

Speculative Parallelism Characterization Profiling in General Purpose Computing Applications

  • General purpose computing applications have not yet been thoroughly explored in procedure level speculation, especially in the light-weighted profiling way. This paper proposes a light-weighted profiling mechanism to analyze speculative parallelism characterization in several classic general purpose computing applications from SPEC CPU2000 benchmark. By comparing the key performance factors in loop and procedure-level speculation, it includes new findings on the behaviors of loop and procedure-level parallelism under these applications. The experimental results are as follows. The best gzip application can only achieve a 2.4X speedup in loop level speculation, while the best mcf application can achieve almost 3.5X speedup in procedure level. It proves that our light-weighted profiling method is also effective. It is found that between the loop-level and procedure-level TLS, the latter is better on several cases, which is against the conventional perception. It is especially shown in the applications where their 'hot' procedure body is concluded as 'hot' loops.
