CVM을 이용한 전통민속마을의 보전가치평가 연구 (A Study on Conservative Value Evaluation for the Ethnic Villages by Contingent Valuation Method)

  • The Ethnic Villages which are designated as a cultural property in Korea are important factors to recognize how the living environment was and to represent uniqueness should be preserved in Korea. For these reasons, this study investigates the Ethnic Villages in Korea and evaluates the economic values of the Ethnic Villages using CVM(contingent valuation method) which has been knows as one of the practical methods in the field of environmental economics. The results of this study indicate that the economic value of the Ethnic Villages for conservation and maintenance is 27,430 won per household/month, and this can be converted into 19,398 hundred million won per one year. This results proves validity of this study compared to the maintenance cost conserving the Ethnic Village of the Cultural Heritage Administration. It can be used as a policy basis to raise finances for conserving the Ethnic Village needed additional support.

  • Nowadays, container transport services play a substantial role in global cargo transportation by serving as an intermodal between the exporter and importer. Container shipping has become increasingly important over the past few decades due to its obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines resulting in serious consequences occurring such as the freight rates substantially decreasing within the last ten years. In fact, Vietnam's sea lanes have become more defensive to cover the losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary to help recognize the problems within the enterprise especially relating to its position in the market and from here, business management are able to put strategic plans in place and reasonable policy in order to be able to survive and grow.

의약품 경제성평가 수행에 관한 인식도 조사 분석 (Survey Analysis of the Perception on the Performance of Pharmaco-economic Studies in Korea)

  • The demand for pharmaco-economic data has increased since the introduction of positive list system for drug insurance. A survey was conducted for pharmaceutical companies, universities and hospitals to find the current states and barriers for pharmaco-economic studies in Korea. The results showed that even those who are in charge of pharmaco-economic studies at companies/universities had a limited technical expertise. Government should pay more attention to the education of the relevant manpower, and the production of national statistics needed for economic evaluation.

정보통신분야 중소벤처기업의 글로벌화 정책방안 우선순위 도출 (Priority Derivation of Policy Plans for ICT SMEs and Ventures' Globalization)

  • 최근 ICT산업의 글로벌화 패러다임의 변화에 따라, 정보통신분야 중소벤처기업의 글로벌화 지원정책에 대한 심층적인 인지지도 분석을 하고, AHP모형을 활용하여 세부 정책방안에 대한 내용과 그 중요도에 대한 우선순위를 제시하였다. 인지지도 실증분석 결과, 전반적으로 정책목표변수가 정책수단변수에 비해 많이 제시되고 있어 향후 정책수단 발굴이 시급함을 보여주고 있다. 미래부의 IT중소벤처기업 지원정책의 인지지도에서는 피드백 루프가 없다는 특징을 찾을 수 있었다. 이는 정책구도가 순환적이라기보다는 정책수단에서 정책목표에 이르는 일방적인 구도에 가깝다는 것을 의미한다. 그리고 창조경제 정책변수는 정책수단 변수로는 전혀 인지하지 않고 있으며 정책목표변수로만 사용하고 있어, 이는 ICT중소벤처기업의 글로벌화 지원을 통해 궁극적으로 창조경제 구현이라는 결과를 기대하고 있음을 보여주고 있다. 마지막으로, 세부 정책방안에 대한 우선순위는 글로벌 창업센터 구축, 글로벌 전문가 채용 및 활용, ICT R&D 국제공동 연구 활성화, 글로벌 투자네트워크 확대, 대-중소기업 해외동반 진출 등이 각각 중요한 것으로 나타났다.

의료기관 평가제도에 대한 인식조사와 개선방안 고찰 (Opinions and Strategies on the National Hospital Evaluation Program)

  • Purpose: The purpose of this paper was to investigate opinions and experiences of hospital CEOs' and QI managers toward the National Hospital Evaluation Program which was implemented in 2004 and to recommend various strategies to improve the program. Methods: We conducted a mail survey with CEOs and QI managers' of 78 hospitals with 500 beds or more that participated the 2004 National Hospital Evaluation Program. Results: About 70.8% of the participating CEOs and 64.0% of the QI managers felt that the objectives of the evaluation program weren't fully achieved. Most respondents said that the current program required a partial or an overall change. Evaluation Criteria was the most often cited area for a change. Many respondents pointed out the importance of including clinical quality indicators in the evaluation tool. Conclusions: To upgrade hospital services with better quality, it is most important to first reach consensus on objectives and approaches of the evaluation program among various players. For a consistent planning and implementation, it is urgent to set up a more systematic organization and financing mechanism. Also, evaluation approaches, including evaluation criteria, methods, patient satisfaction assessment, as well as ways to summarize and publicize each hospital's performance should be improved.

학교시설의 에코 디자인 평가방법에 관한 연구 (A Study on the Assessment Method for Eco Design of School Facilities)

  • In recent years, the objective information for the environmental effect of architecture will be furnished to the designer and inhabitant in order to minimize an excessive energy consumption and environmental loads by buildings. In addition, an environmental friendly architectural certification program for a residence, office, and school facilities have been operated to spread and supply environmental friendly architecture. Most of the environmental friendly architectural certification programs proposed in the country are focused on the aspect of the physical environments of architecture in its certification ranges. In the case of a foreign country, however, the certification ranges of an environmental friendly architectural certification program for the school facilities among the programs will be extended not only to the standards for architectural design, environmental aspect, and maintaining and management basis by considering the characteristics of educational effects for students but also to the curriculum, policy of environment, and roles of local community facilities by reflecting a social aspect. Therefore, this study proposes a design and evaluation method by considering an ecological element that will satisfy the requirement for educational well-being that includes not only the requirement for school facilities according to the development of a new curriculum like a space for teaching and learning but also the improvement of the quality of educational environments and the objective of an ecological school.

농촌폐교 활용 정책수립을 위한 그린투어리즘 접근성 평가 - 충청남도를 대상으로- (Green Tourism Accessibility Evaluation for Policy Making of Rural Closed School - Case By Chungcheongnamdo Province -)

  • According to the increase of rural experience, that is important in satisfying needs of green tourism and vitalizing rural economy to use closed school in rural area as experience facility. For using closed school as experience facility, political and institutional assistants are needed in effective equipments and stable operation based on multi-perspective approach and analysis. In this study, we try to evaluate green-tourism accessibility of rural experience facility remodeled from closed school considering regional population and spatial characteristics. In evaluating process, gravity potential model are adapted with considering group size of customer and distance-friction coefficient. Distance-friction coefficient is a function of user restriction which depend on possible activity in each experience facility. Green tourism accessibility of experience facility is calculated with summation of accessibility to each region, and we analyzed it as a group by closed school type and location with application in Chungcheongnam-do. We found a correlation between green tourism accessibility of rural closed school and their income.

건강증진모델학교 분석: 읍면 지역 소규모 초등학교를 중심으로 (Analysis of Health Promoting Schools: Focusing on Small-sized Elementary School in Rural Area)

  • The purpose of the study was to present a model of WHO Health Promoting School easily applicable to small-sized schools in rural areas. Methods: The study analyzed data of 11 small-sized schools in rural areas selected from 85 health promoting schools, an initiative led by the Ministry of Education from 2012 to 2014. Results: Through the analysis, the study found out the operation process of health promoting schools consists of five stages: system development, needs survey & survey on current status, school health policy development, program development & execution, and evaluation. In addition, the study was able to discover three key factors in operating health promoting schools: connection with curriculum, connection with community, and consensus among members. While it turned out the schools were following operation manuals faithfully, the biggest problem with operation was that the stages of needs survey, priority setting, and core task development were not closely coordinated. Conclusion: Although the model suggested in the study fails to reflect the characteristics of small-sized schools in rural areas, it is close to a universal model which could serve as a guideline when regular schools adopt the system of health promoting schools.

건강증진모델학교 분석: 도시 지역 대규모 초등학교를 중심으로 (Analysis of Health Promoting Schools: Focusing on Large-sized Elementary Schools in Urban Areas)

  • Purpose: The purpose of this study was to investigate the operational status and operational problems of health promoting model schools, particularly of the large-sized elementary schools in urban areas. Methods: The study analyzed the data of 14 large-sized elementary schools in urban areas selected from 85 health promoting model schools, an initiative led by the Ministry of Education from 2012 to 2014. Results: The study examined the operation process of health promoting schools in five stages; system development, needs survey & current status survey, school health policy development, program development & execution, and evaluation. In addition, the study discovered three key factors in operating health promoting schools and examined the status of each factor; connection with the curriculum, connection with the community, and consensus among members. Four problems were identified as operational problems: lack of research on faculty health issues, school physical environment and community resources, inadequate presentation of performance indicators, no close coordination in core task development and lack of linkage with the curriculum. Conclusion: It turned out the concept of health promoting school suggested by WHO was relatively faithfully realized in this study. Compared to small-sized elementary schools in rural areas, health promoting schools in this study showed better aspects overall. The connection with the community was good, but the connection with the curriculum was poor.

BSC기법을 이용한 보건소 성과평가지표 - K시보건소 건강증진팀을 대상으로 - (Development of Organizational Performance Evaluation Indicators of A Public Health Center Using Balanced Scorecard Approach - Health Promotion Team of K City Public Health Center -)

  • Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.
