School Facilities for the Development of BTL Business Management System based on Comprehensive Research (BTL사업 종합관리 시스템 구축을 위한 기능 분석 -학교시설을 중심으로-)

  • BTL business-related systems were developed by the Ministry of Education, Korea Development Institute, Korea Education Development Institute. These systems were effectively support to BTL projects schools that expanding in size. However, compatibility of information is difficult between systems that specific information system developed for the purpose of functional redundancy. In this study, operational readiness, facility management, operations and the assessment phase are divided in the BTL school projects process. And the business functions were analyzed in the related systems. In addition, we are contributed to improve standards and the school BTL business processes to improve the reliability of the process.

  • The purpose of this study is an overall valuation about propriety study of school facilities BTL(Build-Transfer-Lease) by means of AHP(Analytic Hierarchy Process). The search point includes these questions. Is BTL of school facilities a reasonable project for school, or is the former government financial project on the position of comparative superiority? And, is a partial BTL possible as an alternative plan? The result of this study shows that preference rate about BTL is 39%, that of former government financial project is 32%, and that of partial BTL is 29%.

  • The rational Management of the school facilities will be able to minimize the waste of budgets, enhance total values of facilities. The purpose of this study is to propose promotion plans of the private infrastructure investment in the school facilities not only for contemplating obstacle reasons of BTL projects, but also for gripping contents about process of BTL projects. To achieve these objectives, this study 1)analyzes the major trend about private infrastructure investment, and 2)suggest extended suggestions for minimizing problems in the process of BTL projects in school facilities.

  • This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

  • In the buildings of educational facilities ordered by BTL projects, the competent authorities, private business, and users of school get to have a deep conflict, due to extra expenses resulted from shortening of construction period and establishment of temporary school building, and inconveniences users of school have to undergo during semester. This study aims at solving immediate problems in the aspect of construction method, proposing several alternative plans, including RC construction method generally applied to construction of the existing school, and modular construction method that is emerged as an alternative method for educational facilities lately, along with the method of construction appropriate for BTL projects of educational facilities, calculating cost of construction required for each alternative plan, analyzing and evaluating period of construction.

  • The purpose of this study is to predict the long-term maintenance expense of BTL school projects which were ordered from the Ministry of Education and Human Resources Development and each Metropolitan and Province Office of Education. For conducting this study, the adapted research method includes a case study of BTL school projects ordered from Seoul Metropolitan Office of Education in 2006. After examination of initial investment based on each $school^{\circ}{\phi}s$ operation account, it estimates maintenance expense and long-term maintenance expense. Also it compare using two methods: one is the long-term maintenance expense estimation in apartment houses and the other is AEAM(annual equivalent amount method). The results of this study are as follows: 1) It is analyzed long-term maintenance expense rates of each BTL school. As a result, it is construction(14.0), civil(1.4%), mechanical(6.5%), equipment(6.5%), electronic(11.0%), fixture(5.1%) and the rest(1.0%). 2)It is applied using two methods: one is the long-term maintenance expense estimation in apartment houses and the other is AEAM. Finally, It is compared expense deflection per $100{\beta}{\ge}$ in each month.

Architectural Work Cost Rate Analysis of Elementary, Middle, and High School Delivered by BTL (초·중등학교 민간투자사업(BTL)의 건축공사비의 공종별 비율 분석)

  • The accurate estimation of construction cost is critical for effective budgeting and financing of the project. Accurate estimates also allow for informed decisions when considering the responsiveness of bids or proposals and for a contractor to better monitor construction progress. However, current method for construction cost of the public educational facility uses a basic criteria in Korea, e.g, construction cost per unit floor area. Therefore, the purpose of this study is to examine present architectural work cost rate of elementary, middle, and high school delivered by BTL(Build-Transfer-Lease). We examined real construction cost of educational facility according to level of school, such as elementary, middle, and high school. The examination revealed that unit price of BTL educational construction cost are different to the level of school, but the composing rate of architectural work cost of the educational facility are very similar. As a result, it is recommended that future researches are initiated to create specific methods to support the accurate cost estimation of educational facility.

  • The Build-Transfer-Lease (BTL) projects have rapidly increased under the Government support during recent years. This paper presents the risk analysis of factors affecting BTL projects in the initial phase. This study resulted in 10 significant risk factors influencing on each phase of BTL projects and then factors were grouped into each phase. The sensitivity analysis was also performed to identify risk factors with more significant influence on BTL projects. The results may useful to practitioners in order to cope with risks in initial phase of BTL projects. The paper resulted in the distribution of risks to project parties, thus it can be used as standards for risk assignment to competent authorities and private enterprises of BTL projects.

A Case Study on the Improvement Plan for Cost Prediction of Educational BTL Project based on Running Cost Analysis (교육시설 BTL사업의 유지관리비용 비교분석을 통한 비용추정 개선방안에 관한 사례연구)

  • The purpose of this study is to examine the problem of BTL(Build Transfer Lease) projects through comparative analysis on running costs, focusing on primary school, junior and senior high school education facilities, and then to provide useful information on the estimation of running costs by suggesting valid cost criteria. For this, eight schools from A and B consulting firms were sampled from capital region and other areas. Sampled schools were classified into four categories according to school grade, and running cost data are collected and analyzed from relative view points. The results of this study are as follows: 1) running costs which are analyzed by categories show some difference among sub-items, 2) major problems related to running cost prediction of BTL projects are revealed and improvement schemes are suggested for two groups (Owner and Project applicants).

  • This study is a LCC case analysis on the school one of the BTL projects which is constructed by private organizations and rented to government. According to the RFP to make out documents, it is performed the case analysis based on the results of LCC calculation about maintenance & conservation costs; repairing costs and replacement costs. It is analyzed LCC on maintenance & conservation costs for 20 years(rent period) and 65 years(life cycle). As a result of LCC analysis, about more than 50% of total LCC are architectural works and the rest of them are machinery works, electric works, and civil works in the order. And it is also suggested some problems and their solutions to perform LCC analysis on the current BTL projects of school.
