Facilities of 76skV Substation(S/S) play an important role in electric power supply grids. Various power facilities of 765kV S/S might be damaged enormously if a strong earthquake occurs. In an effort to mitigate possible earthquake disasters, KEPRI (Korea Electric Power Research Institute) set forth plans to verify seismic safety of the facilities of 765kV S/S. To accomplish the task, an earthquake monitoring systems is constructed at four 765kV S/S sites(Shin-AnSung, Shin-TaeBaek, Shin-SeoSan and Shin-GaPyung). Data from these earthquake monitoring stations are being transmitted via satellite communication. Currently, KEPRI is operating an earthquake monitoring system in freefield of Shin-SeoSan S/S (NSS) tentatively, Also, the data from NSS is preliminarily analyzed using the horizontal to vertical (H/V) spectrum ratio method. The method of H/V spectrum ratio has been used to infer site amplification without previous knowledge of near surface geology. The results of data analysis shorts good S/N ratio and amplification of 20-25 Hz by site effect. In the near future, the accumulated data is expected to provide a basis for assessing and predicting any damages to integrity of 765kV S/S facilities by earthquakes.
Time comparison techniques are required for generating and keeping Coordinated Universal Time (UTC) and to distribute standard clocks. These techniques play an important role in various fields, including science, finance, military, and communication. Among these techniques, Two-Way Satellite Time and Frequency Transfer (TWSTFT) ensures a relatively high accuracy, with a time comparison accuracy at a nanosecond level. However, TWSTFT systems have some limitations, such as the dependency on extra network links. In this paper, we propose an improved method for TWSTFT system operation and design a message structure for the suggestion. Additionally, we estimate the data rate and redundancy for the new TWSTFT signal with the designed message structure.
To obtain a stable energy supply and manage PhotoVoltaic (PV) systems efficiently, satellite imagery methods are being developed to estimate the solar PV potential. This study analyzed trends in the use of satellite imagery in solar PV and solar irradiation estimation technology. The imaging technology is used to produce solar energy resource maps. The trend analysis showed that the level of solar PV technology in Korea is 30% below that of advanced countries. It is impossible to raise such low-level technologies to the levels of advanced countries quickly. Intensive research and development is the only way to achieve the 80% technology level of advanced countries. The information produced in this process can contribute to the management of solar power plants. A valid technology development strategy would be to obtain effective data that can be used for fieldwork. Such data can be produced by estimating solar irradiation very accurately with several-hundred-meter resolution using Communication, Ocean, and Meteorological Satellites (COMS) and next-generation GEO-KOMPSAT 2A, developing core technologies for short- and medium-term irradiation prediction, and developing technologies for estimating the solar PV potential.

Satellite communication systems including the DVB-S2 (Digital Video Broadcasting - Satellite Version 2) system require operations under low signal-to-noise ratio (SNR) and large frequency offset values, and the initial frame synchronization process necessitates a robust correlation method. While a variety of conventional correlation structures exist for the initial synchronization, each method has different characteristics and performance in different channel environments. In this paper, we propose new correlation methods which exhibit enhanced performance in low SNR and large frequency offsets, and analyze their performance. The proposed methods use the magnitude sum and vector sum of extended differential correlation values, to maximize the correlation between the received signal and the synchronization sequence by using the spanned differential correlation result. The magnitude sum correlation method has better performance compared to conventional methods including the approximated ML (Maximum likelihood) method for SNR values below 4 dB with or without frequency offsets. The vector sum correlation method has improved performance over the magnitude sum method for channels with relatively small frequency offsets.
The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.

In a bursty user traffic mode, ALOHA random multiple access protocol achieves higher performance than any conventional fixed assignment technique. One of central problems in slotted ALOHA is synchronization. Because of the long propagation delay in satellite mobile communication, packet may be spilt over into adjacent slots and thus guard time may be included between packet intervals. In conventional ALOHA channels, simultaneous transmission by two or more users results in a collision : the unsuccessful packets have to be retransmitted according to some retransmission algorithm. However, in a radio environment, users are often at different distances from the receiver : therefore, their received signals have substantially different power levels. The packet arriving with the highest energy now has a good chance of being detected accurately. Similarly, in some spread-spectrum random access systems, the earliest arriving packet dominates later arriving packets and thus captures the channel. In this paper slotted ALOHA channel with non zero guard time and capture probability is studied. Using the Markovian model, the performance of slotted ALOHA with guard time and capture effects is derived and compared with that of the conventional ALOHA via numerical analysis.

In this paper, we propose a side-peak cancellation technique of composite binary offset carrier (CBOC) signals for e-navigation. First, we divide a CBOC sub-carrier into several sub-carrier pulses, and then, observe that CBOC autocorrelation is the sum of multiple sub-correlation functions. Finally, we propose a novel correlation function with no side-peak and a sharp main-peak by combining the sub-correlation functions to improve the positioning accuracy. From numerical results, we confirm that the proposed correlation function with a sharp main-peak provides a better positioning performance than the conventional correlation functions in terms of the tracking error standard deviation.

In this paper, we focus on supporting the convergence of broadcasting and communication in home network systems with E-PON based home gateway. We propose a new architecture to provide broadcasting and data services in integrated home network using overlay transport mechanism in access network and If multicast techniques of IGMP and IGMP snooping in home network. We also detail a set of mechanisms and procedures for home broadcasting service through the home gateway system. Our new scheme is composed of three parts: a) an overlay transmission model of video broadcasting signals (satellite and/or cable TV) and Internet data, b) to select a specific video broadcasting channel and to make of the selected video broadcasting stream into IP multicast packets in tuner/conversion module using multiple tuner system and c) to transfer the converted If multicast packets to L2 switch of home gateway's core module and to send them out to target port(s) by L2 multicast using IGMP snooping.

DAB(Digital Audio Broadcasting) is a new media service that can provide CD quality audio, various data service, interactive and high quality mobile communications through popular media such as terrestrial broadcasting, satellite, cable TV, and internet. In this paper, a new EPG(Electronic Program Guide) application model is proposed. The model is based on DAB and combines a DAB receiver and PCs so that it can take advantages of using various multimedia services and plenty of internet contents. The developed EPSD(EPG Provider System on DAB) has Web-based Server/Client structure and povides EPG functionalities to client PCs over internet. Therefore, the DAB receiver can be smaller and cheaper, and can develop abundant data services on internet. It can also provide high quality video services and be expected to become an important component in future home network systems.
A new medical materials scheduling system and its modeling method for the complex rescue are presented. Different from other similar system, first both the BeiDou Satellite Communication System (BSCS) and the Special Fiber-optic Communication Network (SFCN) are used to collect the rescue requirements and the location information of disaster areas. Then all these messages will be displayed in a special medical software terminal. After that the bipartite graph models are utilized to compute the optimal scheduling of medical materials. Finally, all these results will be transmitted back by the BSCS and the SFCN again to implement a fast guidance of medical rescue. The sole drug scheduling issue, the multiple drugs scheduling issue, and the backup-scheme selection issue are all utilized: the Kuhn-Munkres algorithm is used to realize the optimal matching of sole drug scheduling issue, the spectral clustering-based method is employed to calculate the optimal distribution of multiple drugs scheduling issue, and the similarity metric of neighboring matrix is utilized to realize the estimation of backup-scheme selection issue of medical materials. Many simulation analysis experiments and applications have proved the correctness of proposed technique and system.
