  • The following is final report for governor upgrade for PWR NPP safety related EDG Kori NPP No.2 Unit. The upgraded system includes more beneficial function like as "Slow start with starting ramp", "Generator load sensing & control capability" and "Emergency ramp during slow start". This paper show functional operation of slow start regime according to NRC regulatory guide which guide regulation to NPP safety related environment.

직무분석을 통한 산업안전보건관련학과의 교과목 중요성 분석에 관한 연구 (A Study on Importance Analysis for the Department of Industrial Safety and Health through Task Analysis)

  • In this paper, an effective curriculum for the department related to industrial safety and health is developed through task analysis by the following approaches. The first approach is DACUM. The method is reflected the demand of industrial fields on subjects in curriculum. In this paper, DACUM workshop involves a trained DACUM facilitator and a committee of 6 expert workers from industrial safety and health area. 21 subjects which are necessary in the industrial fields have been selected by the DACUM analysis. The other is to understand the relative importance among each subject by AHP method. The relative importance of the subject is shown in the order of safety management, mechanical safety, construction safety, human factors engineering and system safety, chemical safety, electric safety by AHP analysis. The competition of department can be improved, if the result of this research is adapted to the department curriculum related to industrial safety and health.

안전관리 프로그램이 초등학생의 안전사고 예방 지식, 태도 및 실천행동에 미치는 영향 (The Effects of a Safety Management Program on Safety Accident-related Knowledge, Attitude and Behavior of Elementary School Students in Korea)

  • Purpose: The purpose of this research was to determine the effects of a safety management program on safety accident-related knowledge, attitude and behavior of elementary school students in Korea. Methods: This study adopted nonequivalent control group pretest-posttest design. The number of subjects was 34 in the experimental group and 31 in the control group. The safety management program was performed for approximately 50 minutes each session, once a week for 8 weeks. Data were collected from March 14th to June 23th, 2006, and analyzed by ${\chi}^2$ test and independent t-test with SPSS WIN 16.0. Results: There were statistically significant differences in safety-related knowledge (t=3.010, p=.006) and behavior (t=18.833, p=.001) between the experimental group and the control group. The score of attitude was different between the experimental group and the control group but the difference was not statistically significant. Conclusion: The safety management program used in this study was appropriate for elemental school students and affected safety-related knowledge and behavior of elementary school students. Therefore safety education should be provided systematically for elementary schools over the whole country.

국내외 발암성물질의 관리기준과 정보제공 현황에 관한 연구 (A study on the criteria and supply status of information for managing carcinogens in domestic and foreign)

  • This study was intended to resolve problems caused by different classification criteria and management methods of carcinogenicity, which have made industrial safety & health institutions and business employers difficult to execute projects or to carry out occupational safety and health related works, and have affected how civic groups perceive carcinogens. The content of this study contained the comparison of management and categorization standards for carcinogens between Korea and other countries as well as the current carcinogenicity-related information supply status of each professional institution. Furthermore, this research examined the current state of supplying information on carcinogenicity among major institutional information supply according to the categorization standard for carcinogens by UN GHS, Ministry of Employment and Labor in Korea(KMoEL), and GHS MSDS provided by Korea Occupational Safety & Health Agency(KOSHA). Now, professional agency provide 927 kinds of IARC, 237 kinds of NTP, 351 kinds of ACGIH and 1,006 kinds of EU ECHA information on carcinogenic agents. KMoEL provides carcinogenicity-related information of 58 chemical agents in accordance with the category of carcinogens guided by ACGIH. KOSHA offers 13,232 kinds of GHS MSDS information including 2,484 carcinogenic substances. Therefore, carcinogenicity-related information of chemical substances, which are not available on the existing GHS MSDS DB, should be updated for the future reference.

석면해체 참여업체가 작업장 인근 주민 안전에 미치는 영향에 관한 연구 (A Study on the Impact of Participating Companies Related to Asbestos Dismantling on the Safety of Residents Near Asbestos Dismantling Worksites)

  • 연구목적: 석면해체 참여업체가 작업장 인근 주민 안전에 어떠한 영향을 미치는지 분석하고, 분석결과를 바탕으로 석면해체 참여업체의 선정에 있어서 중요 기준을 제시하는 데 목적이 있다. 연구방법: 본 연구에서는 산업안전보건법과 석면안전관리법을 토대로 석면해체 관련 참여업체와 석면해체 작업장 인근 주민 안전에 관한 중요항목을 도출한 후 FGI를 통하여 설문항목을 결정하였고, 영향관계 분석을 위해 다중회귀분석을 실시하였다. 연구결과: 안전한 석면해체 작업장 주변을 조성하기 위해서는 석면해체 관련 참여업체(석면해체·제거업자, 석면조사기관, 석면해체작업감리인) 중 석면해체작업감리인의 역량이 영향관계가 가장 큰 것으로 확인되었다. 결론:석면해체 작업장 인근 주민의 안전을 확보하기 위해서는 우수한 석면해체작업감리인과 우수한 석면해체·제거업자의 선정이 필수적임을 보여 주었다.

'연구실 안전' 관련 정부연구개발사업 동향 분석 (Status of Government Funded Projects for "Laboratory Safety")

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

경영책임자 안전보건의무 실효성 제고를 위한 해외사례 비교분석 - 중대재해처벌법과 싱가포르 신설 제도를 중심으로 - (A comparative Analysis of Overseas Cases to Enhance Effectiveness of CEO's Safety and Health Duties - Focusing on Serious Accidents Punishment Act(SAPA) and Singapore's New System -)

  • Although corporate punishment-related systems are being implemented in several countries, such as South Korea's Serious Accidents Punishment Act (SAPA), related research has mainly focused on legal issues. This study aimed to compare and analyze the SAPA and Singapore's Workplace Safety and Health Act (WSHA) and Code of Practice on Chief Executives' and Board of Directors' Workplace Safety and Health Duties (WSHD). In addition, it was attempted to draw implications to enhance the effectiveness of the CEO's safety and health duties. For this study, a comparative analysis was conducted in 3 steps. In step 1, similar overseas systems were investigated. In step 2, the system contents were classified into four viewpoints (DUTY, RESOURCE, Other factors, and Main contents), and comparison items were derived from each viewpoint. In step 3, the viewpoints were compared, and implications were derived. The following three implications were derived through comparative analyses. 1) In WSHD, additional explanation and calibration of measures clarify the CEO's role, and 2) It is easy to use for the CEO's duties by providing the resources directly. 3) Penalties for violating the proposed duties are entrusted to the existing higher-level laws. Considering this, providing detailed content and related information for the CEO would possibly improve the SAPA to fulfill his/her duties through announcements from related organizations in the future.

시그모이드 함수를 이용한 가스안전사업 효과의 발현시점 추정과 조정 (Estimation and Adjustment of Time Point in Manifestation of Gas Safety Project Effects using Sigmoid Functions)

  • Gas has replaced coal or petroleum as primary fuel because of its convenience. However, gas has risk of fire, explosion, or poisoning. To reduce gas-related accidents, many strategic projects have been being carried based on 'Gas Safety Management Basic Plans' on a domestic scale. In spite of those projects, the gas-related accident rate did not decrease over past decades. Thus, this study was conducted to analyze the effectiveness of ongoing projects, and to find out ways to make improvements. Conventional statistical analyses on accident data published by gas-related institutions were not useful to determine meaningful attributes to predict future. Whereas, accident case analyses adopted in the present study discovered differences in the type of people and their unsafe acts for each gas type. Meanwhile, the overall average priority of projects was not high in the aspect of System Safety Precedence. If the current trend is maintained, with sigmoid functions, it can be estimated that mean annual accident rate will decrease by only 2.0% in the next two decades. To improve the current trend, the present study made conclusions as followings: (1) safety projects should be designed with careful consideration of accident traits including gas type, unsafe acts, and persons involved and (2) alternative strategies should include system considerations such as minimum hazard design and safety devices prior to mere education or training. To summarize briefly, the present state related with gas accidents highlights the necessity of a system-based multidisciplinary approach.

생활속의 소비자안전확보를 위한 소비자안전관리정책의 방향 (Directions and Suggestions for Consumer Safety Policy in Living)

  • This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

BIM을 활용한 가설물 계획 및 안전 관리 (Building Information Modeling for Temporary Structure Planning and Safety Analysis)

  • The entire construction safety is significantly influenced by proper uses of temporary structures. However, in current practices, temporary structures are used without sufficient planning and analysis on their impact on safety. Consequently, problems in worker safety and loss of productivity are frequently caused related to temporary structures. This paper introduces an approach that uses Building Information Modeling (BIM) to automatically create temporary structures as part of construction plans and identifies potential safety hazards related to the temporary structures. In this study, the type of temporary structure is limited to scaffolding. Automation algorithms were developed and applied to (1) analyze daily construction site conditions (2) create required scaffolding objects, and (3) identify potential safety hazards related to scaffolding. A case study using a real-world construction project demonstrated that scaffolding objects were properly created based on user-input and potential safety hazards were successfully identified without human intervention.
