Cost-Benefit Analysis for the Safety Measures about High Pressure Natural Gas Pipelines Proposed by Quantitative Risk Analysis (정량적 위험성 평가를 통해 제안된 도시가스 고압배관의 안전조치에 대한 비용.편익 분석)

  • Recently Urban Gas Business Companies have been allowed to construct High Pressure Natural Gas pipelines, if they adopt the Risk Reduction Measures(RRMs) recommended by Korea Gas Safety Corporation(KGS) after safety assessment. This paper presents a Cost Benefit Analysis(CBA) method, when KGS performs safety assessment and recommends RRMs to Safety Appraisal Committee, to help the Committee make judgements on whether the proposed RRMs are reasonably practicable. We carried out quantitative risk assessment to high pressure natural gas pipelines as a case study and analysed cost benefit for the suggested RRMs. In conclusion, we found out the presented CBA method using PF was proper in Korea.

An Empirical Review of Korean Perception for Technological Risks (한국인의 위험인지에 대한 경험적 분석)

  • A survey of risk perception in Korea was conducted in 2001 with a special emphasis on industrial and technological risks. This article summarizes the characteristics of risk perception in consideration of socio-demographic background of respondents. The survey with sample size of 1,870 evaluates the perceived level of 25 risk items in the areas of transportation, chemicals, environment, industry, and nuclear power generation. Risks are categorized by using factor analysis to clarify attitudinal or behavioral properties of risk perception. Research findings show that the level of perceived risk does not correspond to the statistical level. Socio-demographic variables are significant predictors in explaining risk perception, or the discrepancies between "subjective" and "objective" risks. Effective risk communication can reduce the perceptional discrepancies, improve the awareness of technological risks, and ultimately facilitate the process of making and implementing policies for risk management and safety regulation. This article tries to provides policy guidelines for "Who is the target for risk communication" and "Which risk has the policy priority for safety improvement." Married females at the age of 30s and 40s with lower education and lower income in small cities are more vulnerable to risk misperception than other groups. More information and knowledge regarding unfamiliar, intangible, new technological risks should be delivered to the vulnerable groups for reducing perceptional bias. Society-wide safety can be improved by integrating policy, human, and social factors as well as techno-engineering advances.

Risk Assessment of Slopes using Failure Probability in Korean Railways (파괴확률을 이용한 철도절개면의 위험도 평가)

  • Abstract Infiltration of rainfall that may lead to reduce resistance force due to reduction of matric suction and to increase driving force due to increase of self weight makes the slope fail. There are many specifications to make slope stable based on factor of safety. Although result of slope stability analysis satisfy the specifications, slope failures triggered by rainfall are frequently occurred in reality because slope stability analysis cannot consider uncertainty of each soil properties. This is why conventional analysis has limitation and development of alternative method is needed. So it is suggested to adopt the reliability analysis rather than design based on factor of safety into designing safer structure. Through the evaluation of handicaps for the factor of safety based design, calculation of soil properties by site investigation, and reliability analysis considering distribution of each soil properties, distribution of failure probability in railway slope is obtained. Then, Risk assessment of slopes in Korean railway is executed from the results. Damage loss and incoming loss are considered as the loss. Using these results, it is possible to make proper countermeasure or efficient maintenance.

Consumer Behavioral Systems to Approach or Avoid Generic Medicine (GM) Consumption in Japan

  • Generic medicine (GM), which is an alternative drug product for branded medicine (BM), is used less in Japan than in other OECD countries. Therefore, we investigate why the medical consumers of Japan avoid the use of GMs even though the efficacy and safety of the medicines have already been proven. We theorize that effectiveness or risk of GMs are related to the consumer attitude toward GMs is affected by the behavioral approach/activation system (BAS) which promotes actions to reach the desired state, and the behavioral inhibition system (BIS) which suppresses behaviors to avoid negative outcomes. To see which of the BAS and BIS dimensions are related to GM usage, we surveyed 374 Japanese consumers and found that Quality, Efficacy, Safety, & Cost-effectiveness with the BAS, and Functional Risk, Financial Risk, Social Risk, Physical Risk, Psychological Risk, & Time Risk with the BIS had a significant effect on consumer attitude to GMs. These results are important in that they 1), confirm the role of BAS/BIS in attitudes to GMs, 2), provide guidelines when marketing GMs, 3), help governments promote the use of GMs as a cost-saving measure, and 4), guide future surveys regarding consumer attitudes to GMs.

Risk Assessment and Intervention of Ergonomic Risk Factor in Beekeeping (양봉 작업의 인간공학적 위험성평가 및 개선 사례)

  • Objectives: The purpose of this study was to assess the ergonomic risk factors in beekeeping, and to evaluate the effectiveness of assistive device hive lift. Methods: This study included 30 subjects of beekeeper in Pocheon, Korea. We assessed the ergonomic risk of main task in beekeeping with NLE, OWAS and evaluate the effectiveness of hive lift. We also surveyed prevalence of musculoskeletal symptoms among the subjects based on the Korea Working Condition Survey. Results: Moving to different floral origin, internal inspection of beehives, feeding syrup is the most burdensome to musculoskeletal system (NLE LI value=2~3. OWAS action category=4). The prevalence of musculoskeletal symptoms (lower and upper extremities) among the subjects was over 80 %. The introduction of assistive devices in the three hazardous tasks has dramatically reduced the risk by removing manual lifting hives (OWAS action category<1). Conclusions: Beekeeping is a heavy workload on the musculoskeletal system because it has a lot of manual lifting task. As a result of applying the hive lift, the burden could be reduced.

Regional Safety Assesment Due to Urban Flood Using GIS (GIS를 이용한 도시홍수에 대한 지역안전도 평가)

  • Flood disasters on the metropolis where population and facilities were densely concentrated cause an enormous damage, therefore it is important to find risk and vulnerable area for floods, and then mid-long term disaster reduction plan should be established by the results. However, there is no rational method which reflects urban characteristics to estimate the regional safety for flood. so it is necessary to develop the standardized method of regional safety assesment due to urban flood. The proposed regional safety assesment model in this study was combined risk and mitigation score which consisted of three and two element, and 12 assesment factors which effect flood disasters were selected. And then the integrated regional safety was estimated by subtracting mitigation score from risk score. GIS tool was used to estimate the factor assesment and integrated regional safety. Developed regional safety assesment model was applied in Seoul to evaluate the suitability.

  • The safety of industrial valves, which are the core parts of plant facilities, are managed by manpower and there are difficulties because of side area for inspection and limited accessibility due to the nature of facilities. The industrial valves used in plant facilities cause problems such as interrupted production; a loss of life due to leak or explosion of poisonous material and flammable gases, and difficulty in locating accident positions in the event of leakage or failure. Therefore, safety management and control systems based on IoT technology are needed. This study is about the development of risk factor prediction technique among the safety management of industrial valves through IoT- based wireless communication and the development of actuator control system. We have developed IoT-based industrial valve safety management techniques to prevent accidents caused by main risk factors by conducting an analysis of the structural characteristics of valves and an analysis of the causes of main risk factors through review of failure data and literature and an analysis of accident scenarios.

Work Sectors with High Risk for Work-Related Musculoskeletal Disorders in Korean Men and Women

  • Background: To identify work sectors with high risk for work-related musculoskeletal disorders (MSDs) in Korean men and women. Methods: We analyzed nationwide data to identify ergonomic risk factors in Korean employees. In particular, we analyzed data on exposure to five ergonomic risk factors (painful/tiring postures, lifting/moving heavy materials, standing/walking, repetitive hand/arm movements, and hand/arm vibration) according to employment sector, sex, and age, using the 2014 Fourth Korean Working Conditions Survey. We also used workers' compensation data on work-related MSDs in 2010, which is available by sex. Results: The different work sectors had different gender distributions. "Manufacturing" (27.7%) and "construction" (11.3%) were dominated by males, whereas "human health and social work activities" (12.4%), "hotel and restaurants" (11.7%), and "education" (10.4%) were dominated by females. However, "wholesale and retail trade" and "public administration and defense" employed large numbers of males and females. Furthermore, the work sectors with a greater proportion of work-related MSDs and with multiple ergonomic risk factors were different for men and women. For men, "construction" and "manufacturing" had the highest risk for work-related MSDs; for women, "hotel and restaurants" had the highest risk for work-related MSDs. Conclusion: Ergonomic interventions for workers should consider gender and should focus on work sectors with high risk for MSDs, with multiple ergonomic risk factors, and with the largest number of workers.

A Study on the Risk Control Measures of Ship′s Collision (선박충돌사고 위험성 제어방안에 관한 연구)

  • The prevention of marine accidents has been a major topic in marine society for long time and various safety policies and Countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision rouses are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision’ is occurred most frequently and the cause is closely related with human factor. The main purpose if this study is to propose risk control countermeasures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the rouses of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and to reduce marine accidents.

  • The city refreshing development projects in the domestic recently have been performed under leading of public institution laying stress on new city and existing urban district. These development projects are still staying in safety control level despite risk factor management at preliminary estimation stage has been more important factor to success and add value creation. Understanding inaccurately about various risk analysis techniques that can analyze risk factors and the insufficient application of step that can analysis technique s could make projects more difficult. Therefore, this research suggests the more effective methods for risk analysis that can control the risks in the pre-project evaluation stage.
