A Process Model for the Systematic Development of Safety-Critical Systems (안전중시 시스템을 위한 체계적인 설계 프로세스에 관한 연구)

  • It is becoming more and more important to develop safety-critical systems with special attention. Examples of the safety-critical systems include the mass transportation systems such as high speed trains, airplanes, ships and so forth. Safety critical issues can also exist in the development of atomic power plants that are attracting a great deal of attention recently as oil prices are sky-rocketing. Note that the safety-critical systems are in general large-scale and very complex for which case the effects of adopting the systems engineering (SE) approach has been quite phenomenal. Furthermore, safety-critical requirements should necessarily be realized in the design phase and be effectively maintained thereafter. In light of these comments, we have considered our approach to developing safety-critical systems to be based on the method combining the systems engineering and safety management processes. To do so, we have developed a design environment by constructing a whole life cycle model in two steps. In the first step, the integrated process model was developed by integrating the SE (ISO/IEC 15283) and systems safety (e.g., hazard analysis) activities and implemented in a computer-aided SE tool environment. The model was represented by three hierarchical levels: the life-cycle level, the process level, and the activity level. As a result, one can see from the model when and how the required SE and safety processes have to be carried out concurrently and iterately. Finally, the design environment was verified by the computer simulation.

  • A series of total loss of log carriers of G/T 4000 class which are engaged in EAST-SOUTH ASIAN route have been reported during the last decade. The casualties has been investigated in depth to draw the efficient means of safety. The results of this investigation, which are described in this paper, have been submitted to INTERNATIONAL MARITIME ORGANIZATION(IMO) by KOREAN GOVERNMENT in cooperation with the KOREAN REGISTER OF SHIPPING to request the revision of stability criteria of ship carrying timber deck cargoes.

Study on the proper size and the number of toilets in the passenger ship (여객선 화장실의 적정크기 및 개수에 관한 연구)

  • This study is about the size and the number of toilets in the passenger ships. National regulations and other countries regulations were searched and analyzed. The toilets in the passenger ship, that are engaged in Busan City, Inchen City and Mokpo City were also searched and these present situation of the toilets were used with basic data of this study. Finally, we give a suggestion on the size and the number of toilets in the passenger ship.

Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 1) (필리핀 연안수역의 선박교통관제서비스와 해양안전에 관한 설문조사 (Part 1))

  • This paper presents the Part 1 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters. This part deals with respondents profiles; experiences onboard and ashore; familiar areas; and their subjective perception of marine risks- by factors and by areas. The subjects are chosen from different regions nationwide with connection and/or with maritime background. There are 202 responses returned and these are put into a database for analysis made through Excel programs and statistics references. The result of the nationwide responses show that 97 % of respondents have shipboard experiences onboard of different ships' types and sizes; and 88 % are directly involved in the navigation of ships. Risk Perception levels - by factors and by familiar areas - show a higher risk degree in the 3rd level ('Sometimes Increases Risks') and 4th level ('Often Increases Risk') in each respondents' response indices. The study finds that the most risky factor is the "Violation of Rules and Regulations" which has a high risk at 5th level (Very Often Increases Risk), and for the over-all familiar areas, the Manila Bay area (NCR region) garners the most risky perception, also, at the 5th level. It is, therefore, recommended by this paper to conduct a comprehensive review of the rules and regulations viable in each locality; strengthening the maritime traffic systems, structures and educating the stake-holders specifically in Manila Bay area and other busy waterways of the country. The ultimate goal of this paper is to gather information, analyze these data and develop a set of tools and techniques to be utilized as a guide in the improvement and development of maritime traffic safety in the country.

Improvement Policy about Inspection systems of Small fishing Vessels (소형어선 검사제도 현실과 개선방안)

  • In relation with inspection systems of small fishing vessels, Government is drawing up revision of the law about ships safety act(Article 3) on the basis of supporting safe fishing activities to expand the application range of ships safety act for vessels under 2 tons(small fishing vessels) that are exempted from inspection systems. There are two opinions about inspection of small fishing vessels. Government's opinion is that inspection of small fishing vessels must be enforced to confirm small fishing vessels' safety but fishermen's opinion is that inspection systems keep on existing law because inspection systems spends a lot of time and money to the poor and the old. The alternatives for countered opinions is that the poor fishermen's vessels' for living or small vessels' inspection must be operated by themselves in principle and minimizing the limitation through policies is recommended. In addition, Government needs to develop various programs for inspection systems of small fishing vessels like the main fisheries countries. Particularly, in case of operating inspection systems of small fishing vessels, Government needs to consider some solutions for example supporting inspection fee, minimum inspection for confirming vessels' safety, inspecting when a vessel is building, expanding an inspection period.

A Study on the Sensitivity Analysis of Ship Mooring Evaluation Factors According to Sea Level Rise in Mokpo Port (목포항 해수면 상승에 따른 선박 계류평가요소의 민감도 분석 연구)

  • Sea level rise due to global warming is accelerating. According to the IPCC survey, the expected sea level rise in 2100 was analyzed to be 47cm in the low-carbon scenario (SSP 1-2.6) and 82cm in the high-carbon scenario (SSP 5-8.5). Sea level rise can cause serious damage to port infrastructure and reduce the safety of ships docked inside ports. In this study, Mokpo Port, which frequently suffers from flooding during high tide, was selected and the sensitivity of mooring evaluation factors was analyzed for actual berthing ships according to sea level rise scenarios. From the analysis, we found that the tension of mooring line, the load of bollard, vertical angle of mooring line, and ship's motion of 6-DOF, which are evaluation factors, generally increased when the sea level increased. The most sensitive evaluation factor was sway motion of 6-DOF. Also, we analyzed that the value of mooring evaluation factors decreased when the crown height was raised. This was beneficial in improving ship and pier safety. The results of this study can be used as basic data to secure measures to improve port and ship safety according to sea level rise in Mokpo Port.
