A Study on the Visual Impairment of Pilots and Controllers caused by Large Lighting Facilities around Airports during Nighttime Flight Operation (야간운항 중 공항 주변 대형 조명시설에 의한 조종사와 관제사의 시각장애현상에 대한 연구)

  • Airport-related laws restrict the installation of lights that obstruct the identification of airport lights or cause glare to pilots and controllers around the airport. However, with regard to the glare that lights give to the pilot or controller, it is only judged whether there is a limit based on a qualitative judgment, and a quantitative review has not been made. Therefore, in this study, visual disturbances that may occur to pilots and controllers due to large lighting facilities around airports during nighttime flight operation were quantitatively calculated and confirmed through disability glare, object recognition, and identification obstruction. And based on this study, it was suggested to supplement the related system to prevent the visual impairment of pilots and controllers caused by lighting facilities.

  • "The prohibition of careless or reckless flight" is the regulation specified not only in the national air law but ICAO ANNEX and FAR. This article(item) has not been categorized properly unlike other items and the question such as why this is described as a fundamental and essential act can be answered only by the party subjected to administrative measures in case of Korea and this kind of violation is so rare that it is not easy to understand the legal meaning and the function of the term, "The prohibition of careless or reckless flight" In case of U.S where aviation cases are common, the distinction between the term "careless" or "reckless" operation depends on whether to recognize the given situation. Some incidents happened by failing to aware NOTAM, violating ATC, or T/W landing where a pilot did not recognize the violation itself are considered to be "Careless" flight. Others such as low altitude high speed flight, approximate flight, Rejecting ATC instruction where a pilot intends to or is remiss in safety are regarded as "Reckless" flight. For pilots who are required to take the highest level of care from preparing for flight to stopping engines or completely disembarking passengers from a plane, the clear understanding of the most basic concept of "careless" or "reckless" flight should be emphasized for the safe flight and it is the time for the authorities to set a standard for proper measures by definite legal interpretations.

  • Flight education is an essential element in ensuring the development and safety of the aviation industry. Korea's aviation industry has grown rapidly, and the need for professional flight training is increasing accordingly. The purpose of this paper is to analyze the current status of Korea's flight education environment and seek ways to improve it. In addition, we examined whether the operation method and educational environment of Korea's professional pilot training institutes were structured appropriately for student education, and conducted a survey on the flight education infrastructure targeting trainees, instructors, and aviation workers receiving training at Korea's pilot training institutes. Through the survey, we investigated the necessity and urgency of improving the infrastructure for domestic flight education and drew meaningful conclusions.

A Research to Reinforce Training Helicopter Pilots on Flight with External Sling Loads : focusing on Cases from EASA and FAA (회전익 항공기의 외부 인양물에 대한 조종사 훈련 활성화 방안 연구 : EASA 및 FAA 사례를 중심으로)

  • A main purpose of this research was to analyze environmental factors to influence helicopter accidents contrary to the fact that the almost 80% of helicopter accidents happened due to pilots' human errors. There have been about 14 helicopter accidents in civil aviation sector last decade. It is noteworthy that nine of 14 accidents happened during the external sling load operation. Moreover, there is no law or regulation which could cover the helicopter external sling load operation or human external cargo in Korea. In this paper, it was analyzed the training and education regulations regarding helicopter external sling load operation or human external cargo in regulations of FAA and EASA, Based on analyzing and comparing the FAR part 133 and domestic aviation law (aviation safety act and flight safety regulations), it was found out the implication how to apply helicopter type rating for external sling load operation and human external cargo operation. To sum up, this paper expect central government should cooperate and amend aviation law which apply external sling load operation and external cargo to establish sound safety culture in Korea.

  • Line Operations Safety Audit (LOSA) is a well known preventive aviation safety program for Threat and Error management (TEM). High quality LOSA data suitable for safety management is obtained when a flight crew flies at the same level of attention as ordinary flight. Factors contributing to LOSA data quality may include flight crew's understanding on LOSA purpose, observer's career, and characteristics of the organization responsible for LOSA operations. This study explored purposes of TEM and LOSA, as well as their relationship. Previous studies mentioned quality of LOSA data can be influenced by heuristic judgment, hawthorne effect, and priming effect. This study recognized the importance of LOSA data quality to be effectively used for preventive safety management. It was confirmed that the level of understanding on LOSA concept, experience of the observer, and the characteristics of the department in charge of LOSA operation could affect the quality of LOSA data.

  • A critical problem in the integration of stores into new and existing aircraft is the safe separation of the stores from the aircraft at a variety of flight conditions representative of the aircraft flight regime. Typically, the certification of a particular store/aircraft/flight condition combination is accomplished by a flight test. Flight tests are very expensive and do expose the pilot and aircraft to a certain amount of risk. Wind tunnel testing, although less expensive than flight testing, is still expensive. Computational Fluid Dynamics(CFD) has held out the promise of alleviating expensive and risk by simulating weapons separation computationally. The forces and moments on a store at carriage and at various points in the flow field of te aircraft can be computed using CFD applied to the full aircraft and store geometry. This study needs full dynamic characteristics study and flow analysis for securing store separation safety. Present study performs dynamic simulation of store separation with flow analysis using Chimera grid scheme which is usually used for moving simulations.

  • Most large commercial aircrafts and high performance military aircrafts use fly-by-wire (FBW) or fly-by-light systems to improve their controllability, comfort, and safety. A flight envelope protection technique is used with flight control systems utilizing the FBW technique. Such flight envelope protection systems prevent these aircraft from exceeding the structural/aerodynamic limits and control their surface limits. This is accomplished by predicting the values of the future state variables and adaptively compensating the control action. In this study, the conventional dynamic trim algorithm of the flight envelope protection is modified to increase the method accuracy and to handle cases with multiple variables. Numerical simulation is also performed to verify the performance of the proposed method.

  • This paper presents the case study of the airworthiness certification for the flight control system of tactical UAV. Airworthiness regulations for flight characteristics and design and construction based on the STANAG 4671 are selected, and safety assessment is performed. Stall protection on wing level and turning flight criteria, and flap interconnection system failures were analyzed and applied to the flight control system design. The Hardware-in-the-loop simulation including math model, integrated system verification and validation test and failure mode and effects test were also performed and they are used to validate the means of compliance of the proposed airworthiness.

  • This study is performed to secure the safety of civil aviation by establishing systematic analysis ability of Flight Data Recorder. Through this study, downloading SSFDR(Solid State Flight Data Recorder) to personal computer, editing interface file, flight data numerical analysis and regulations relayed to the aircraft with carry diversion into execution are performed. In the analysis, the flight data of B747-400 model aircraft between Jeju(RKPC) and Gimpo(RKSS) was selected.
