Safety Culture Assessment in Petrochemical Industry: A Comparative Study of Two Algerian Plants

  • Background: To elucidate the relationship between safety culture maturity and safety performance of a particular company. Methods: To identify the factors that contribute to a safety culture, a survey questionnaire was created based mainly on the studies of $Fern{\acute{a}}ndez-Mu{\tilde{n}}iz$ et al. The survey was randomly distributed to 1000 employees of two oil companies and realized a rate of valid answer of 51%. Minitab 16 software was used and diverse tests, including the descriptive statistical analysis, factor analysis, reliability analysis, mean analysis, and correlation, were used for the analysis of data. Ten factors were extracted using the analysis of factor to represent safety culture and safety performance. Results: The results of this study showed that the managers' commitment, training, incentives, communication, and employee involvement are the priority domains on which it is necessary to stress the effort of improvement, where they had all the descriptive average values lower than 3.0 at the level of Company B. Furthermore, the results also showed that the safety culture influences the safety performance of the company. Therefore, Company A with a good safety culture (the descriptive average values more than 4.0), is more successful than Company B in terms of accident rates. Conclusion: The comparison between the two petrochemical plants of the group Sonatrach confirms these results in which Company A, the managers of which are English and Norwegian, distinguishes itself by the maturity of their safety culture has significantly higher evaluations than the company B, who is constituted of Algerian staff, in terms of safety management practices and safety performance.

  • Constructions sites are affected by Diversity workplace, complexity of construction, Change of place, Mobility of workers and so on. In a single establishment, Prime contractors and subcontractors have to conduct their work at the same time. There are a lot of unpredictable risks when the construction is running, coordination between contractors is very important to do a risk assessment under the condition. Large Construction companies were investigated by previous studies. Survey research is applied to the risk assessment. In the writing, Risk assessment of the entire lower level. Because of the low level of risk factors to find. Also, There was a limit to investigate accidents. Confirmed that Effort to derive a risk factors were desperately of the risk assessment. Results were obtained through previous studies. The PCM is several experts should be joined. Experts Site Manager, Supervisor, Safety Manager, Director Contractor, Work team leader is required to participate. Construction plans, Process Planning to the risk find beforehand. And Determines how the operations and the control. Also, Made it into the database. and PCRA can be used in the risk assessment was developed.

  • 오늘날 기술의 발전으로 시스템들은 점차 대형화 복잡화 되어가고 있다. 이처럼 점차 대형화 복잡화 되어가고 있는 시스템들은 더욱 커진 사고 및 고장에 대한 위험을 내재하게 된다. 또한 대형 복합 시스템에서 발생하는 사고 및 고장은 바로 큰 재산피해나 인명피해와 직결 될 수 있다. 따라서 체계적인 안전관리의 필요성이 점차 커지고 있다. 이에 대응하여 철도, 항공, 해양 등의 산업에서는 각 산업에 적합한 안전관리체계를 수립하려 노력하고 있으며, 표준 및 매뉴얼을 제정하여 보급에 앞장서고 있다. 국내 철도산업에서도 철도안전법의 재정을 기점을 철도 산업전반에 걸쳐 많은 환경변화가 이뤄지고 있고 이에 대응하기 위해 철도 안전시스템을 바탕으로 한 안전관리체계를 구축하였다. 한편 다양한 운영체계를 갖고 있는 철도시설 및 운영기관이 존재하는 국가 철도 안전관리체계의 안전규제를 체계화하기 위해서는 체계적인 요구사항의 분석에 따른 시스템 아키텍처의 설정이 요구되고 있다. 이러한 아키텍처의 설정은 현재에 대한 분석과 미래의 철도안전시스템의 특성을 구조화하여 향후 비전을 프레임워크로 표현함으로서 구현이 가능해진다. 본 논문에서는 현재의 안전관리체계의 도입 배경 및 도입 현황에 대해서 분석하고, 안전관리의 방식의 변화에 적절히 대응하는 안전관리체계의 구축을 위해 안전관리체계에 대한 아키텍처를 구현하고자 하며 이때, 모델링을 바탕으로 한 접근을 제시한다.

  • Broadband networks are designed to support a wide variety of services with different traffic characteristics and demands for Quality of Services. Bandwidth allocation methods can be classified into two major categories: static and dynamic. In static allocation, bandwidth is allocated only at call setup time and the allocated bandwidth is maintained during a session. In dynamic allocation, the allocated bandwidth is negotiated during a session. The purpose of this paper is to develop policies for deciding and for adjusting the amount of bandwidth requested for a best effort connection over such as ATM networks.. This method is to develop such policies that a good trade off between utilization and latency using cell delay variation to the forecast the incoming traffic in the next period. The performances of the different polices are compared by simulations.

검사공정의 작업배분을 위한 휴리스틱 알고리즘 개발 (Heuristic algorithm to assign job in inspection process)

  • In this paper, we developed a heuristic algorithm to assign job to workers in parallel line inspection process without sequence. Objective of assigning job in inspection process is only to assign job to workers evenly. But this objective needs much time and effort since there are many cases in assigning job and cases increase geometrically if the number of job and worker increases. In order to solve this problem, we proposed heuristic algorithm to assign job to workers evenly. Experiments of assigning job are performed to evaluate performance of this heuristic algorithm. The result shows that heuristic algorithm can find the optimal solution to assign job to workers evenly in many type of cases. Especially, in case there are more than two optimal solutions, this heuristic algorithm can find the optimal solution with 98% accuracy.

  • This paper presents the results from a survey on root causes that led to fatal accidents in construction projects In Vietnam. The survey was conducted by means of structured questionnaires and interviews with relevant individuals such as Foremen, field engineers, and project managers working in construction companies located in Ho Chi Minh City, the largest city of Vietnam. The survey sample consists of in total 91 fatal accident cases that occurred in construction projects during the years 1996-2005 and were recorded in a report at the Vietnam Department of Labor-Invalids-Social Affairs. The current effort is aimed at determining the essential measures for avoiding fatal accidents that have been increasingly taking place in Vietnam construction firms. The findings from the survey provided a necessary basis for determination of critical factors to be used as safety indexes in developing a checklist for preventing fatal accidents in future construction project

  • Electric of using in daily life is always exposed to risk of electrical fire and electric shock. Only degree of risk is different, there is no risk free electrical product. Generally, the higher voltage, the risk of electric shock is high. The much electric current, the risk of electrical fire is high. But, we can't help using electric because of risk and we effort to reduce the risk of electrical fire and electric shock. This study deal with the fire prevention generated on heating equipment using SSR for current.

Finally, is based on dual of distribution cost and profit of logistics and reverse logistics and achieves Pull, optimal system modeling that use Push system and gropes method of effective logistics cost.

농작업 안전보건관리 전문가 양성과정의 교육과정 개발 (Development of Curriculum for Agricultural Work Safety and Health Management Specialist Training Course)

  • This study aims to develop a curriculum for nurturing experts who perform agricultural safety and health management tasks. This study was conducted in three stages. First, job definitions and job models of agricultural safety and health managers were derived through job analysis using the DACUM technique. Second, job demand analysis was conducted by conducting a survey on the difficulty, importance, and frequency of each task. Third, IPA analysis was performed as the first priority tasks of job demand analysis to present the courses and subjects of the training course for safety and health managers in agricultural work. The job of the agricultural safety and health manager was defined as "to conduct guidance and advice on safety and health education, risk factors, and evaluation and management of harmful factors to protect farmers' professional health and safety." The job model consisted of 4 tasks, 31 core tasks, and 67 detailed tasks. As a result of job demand analysis, there were 39 tasks in the 1st priority, 22 in the 2nd priority, and 6 in the 3rd priority. As a result of the IPA analysis, there were 13 'capacity development focused areas', 4 'capacity development effort areas', 11 'low priority areas', and 3 'continuous maintenance areas'.
