Investigation on Level of Emergency Treatment Performance on Building Construction Sites in Jeju (제주지역 건설현장의 응급처치 대응수준에 대한 조사연구)

  • On January 27, 2005, the central government of the Republic of Korea designated Jeju Island as an Island of World Peace based on Article 12 of the Special Act for the Jeju Free International City, and the WHO designated Safe Community Jeju in July, 2007. Whenever an industrial accident occurs on Jeju Island, reports in the media raise the question of whether Jeju is a safe city or not. But due to the characteristics of construction sites in Jeju, it is very difficult to employ workers of a certain level. For the safety of workers, it is also thought that owners should make a decisive investment to introduce an education and reward system in order to improve the consciousness level of workers. This research focuses on first-aid on construction sites. It then surveys the level of construction safety management, and suggests improvements in construction safety control and first-aid.

  • Recently, studies on the integrity of rotating machines, such as gantry cranes, which are used in the shipbuilding industry, have been actively conducted. Gantry cranes are driven at relatively low revolutions per minute (RPM), are frequently operated and stopped, and are impacted by external environmental factors, such as shock and noise in the measurement data. The purpose of this study was to construct a replica of a gantry crane hoist used in indoor shipbuilding and analyze the acquired data for errors caused by the shift in operating conditions (RPM) and the change in the position of the data acquisition sensor. Consequently, we observed that the error caused by differences in sensor positions did not occur significantly under low operating conditions but occurred significantly under relatively high operating conditions. Thus, we determined that both the operating condition and position of the acquisition sensor affected the data acquired by the rotary machine.

A study on the relationship between job stress and subjective symptoms associated with musculoskeletal disorders of the financial working woman's (금융직 여성 근로자의 직무스트레스 실태와 근골격계질환 자작증상과의 관련성 연구)

  • This study tried to identify the job stress characteristics of female bank workers and the relationship between their stress and symptoms associated with musculoskeletal disorders(MSDs). The total number of 587 female bank tellers have been participated in this study. Specifically, questionnaire surveys regarding job stress and MSDs symptoms were conducted. On the basis of the results from the survey using Korean version of job stress questionnaire with 24 questions, stress scores associated with job requirement and job flexibility were relatively high. The job stress levels regarding job demand, organizational system, occupational climate at the work place were relatively high for the full time workers while the job stress levels regarding insufficient job control, job stability, interpersonal conflict, lack of reward were relatively high for the part time worker. The workers with longer total work years had relatively high job stress associated with interpersonal conflict, and organizational system while the workers with longer work years at the current job had relatively high job stress associated with occupational climate. Also, the workers with longer working hours a day had relatively high job stress associated with job demand, interpersonal conflict, organizational system, and occupational climate. According to the relationship identified in this study, symptoms at the neck, shoulder, hand, low back. leg were associated with the stress levels in terms of job flexibility, interpersonal conflict, job requirement, job stability. In conclusion, female bank workers are exposed to job stress due to their specific job characteristics and there has been certain relationships between their job stress and MSDs symptoms.

Proposal of Urban Agricultural Park Management and Operation Plan Using the Public Service Design Process

  • Background and objective: With the revision of the Act on Urban Parks, Green Areas, Etc. in 2013, the "urban agricultural park" was newly established under the subcategory of "themed park," thereby establishing the institutional basis for the creation of urban agricultural parks. However, urban agricultural parks are still in the early stages of their introduction. There is a lack of research on direction setting and specific operation management that considers urban residents' needs and the city's physical infrastructure. Methods: We utilized the public service design process suggested by the Ministry of the Interior and Safety of the Republic of Korea in 2019 to identify problems and develop directions for urban agricultural parks. The process consisted of the following four steps: Understanding, Discovering people's needs, Defining real problems, and Developing ideas. Results: As four types of ideas for revitalizing urban agricultural parks, 'information users want to know,' 'user participation in design,' 'venue for local communities,' and 'urban agricultural parks as health and rest areas' were derived. This means that urban agricultural parks must provide the information users want; users must plan, decide, and implement such information by directly participating in the creation and efficient management and operation of urban agricultural parks; and urban agricultural parks must be used as a venue for local communities. Urban agricultural parks should also be spaces for health and relaxation. Conclusion: Urban agricultural parks should avoid the unified space and passive participation patterns of existing urban parks, and become real spaces for resident participation that can satisfy all the production, leisure, landscape, ecology, and psycho-social needs of the users of urban agricultural parks. Furthermore, it is necessary to introduce a more systematic and diverse operating system so that it can work to revitalize the local community and connect organically with the function of the city.

OHSAS Practices Analysis : A Case Study using Audit Results (안전보건경영시스템 운용분석 : 심사자료 사례연구)

  • The firms with OHSAS (Occupational Health and Safety Management System) registration should be audited every six months and they have to be reregistered every three years by a third party. In our article audit data were collected from the audit processes of fifty four firms that OHSAS 18001:2007 was implemented and audited by LRQA (Lloyd's Register Quality Assurance). Fifty four firms are largely classified as four categories: civil engineering and construction industry, metal and heavy industry, chemical industry, and other industries including electric, electronic, food, and services. Especially the minor conformity data are analyzed by statistical methods to find out the relationship between four categories of 54 firms and the average number of minor nonconformities. The most frequently appeared minor nonconformities among sub-requirements of OHSAS 18001:2007 are investigated and the reasons for minor nonconformities are specifically explained. The average number of minor nonconformities of firms before and after OHSAS 18001:2007 registration are compared to understand the maturity of OHSAS implementation. Some comments and suggestions are provided for OHSAS to be effectively implemented to the firms if revision is necessary.

IPA Assessment of Hospital Social Responsibility Activities (의료기관 사회적 책임(HSR)활동의 IPA 평가)

  • Objectives: We analyzed the importance and performance of hospital social responsibility (HSR) according to the characteristics of hospitals, and presented strategies for HSR activities. Methods: An online HSR questionnaire was sent to hospitals nationwide from October 12 to 26, 2018. The 206 responses received were analyzed in accordance with the IPA to assess the performance and importance of HSR. Results: There was a statistically significant difference between the employees and hospitals regarding the importance and performance of HSR activities. In the area of "sustained maintenance", items related to consumer issues such as "compliance with personal information processing policy", "patient confidentiality", "fair information provision", and "system for patient safety and infection prevention" were derived. In the area of "'high priority for improvement", there were three common items between hospitals and general hospitals: "regular donations and support from local communities", "active cooperation with related institutions", and "compliance with process-related laws and regulations". In the area of "low priority", four items were derived: "support for employee participation in community activities", "efforts to hire local residents", "education and cultural programs for local communities", and "transparent support for political activities". In the area of "sublation of excessive efforts", two items of "employee welfare efforts" and "efforts to improve labor relations", were commonly found in hospitals and general hospitals. Conclusions: It is necessary to improve the management efficiency of hospitals by the systematic allocation of manpower and resources through the establishment of four regional strategies based on the results of IPA analysis.

A Study on Securing Objectivity in Small-Scale Environmental Impact Assessments Using Delphi Analysis

  • Purpose: Since August 2000, the small-scale environmental impact assessment system has prevented indiscriminate development. However, its qualitative reports lack objectivity and consistency. This study analyzes these issues through literature and expert surveys and proposes improvements. Research Methodology: Samples were selected based on regional consultation numbers. Mitigation measures were categorized into qualitative and quantitative factors. Issues were identified, and improvements suggested. The Delphi method helped select evaluation items and propose a scoring table. Results and Conclusions: The Delphi method selected 14 absolute and 22 relative evaluation items, excluding 3 invalid ones. A 100-point scoring table was created, with points assigned based on element significance. A 1-point bonus was added for top-scoring elements to promote eco-friendly planning.

  • Many port states such as New Zealand, the USA, Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason, they perceived that the ballast exchange in deep sea is the most effective method, together with submitting the ballast management plan which contains the effective exchange method, ballast system and safety consideration. In this study, we pursued both nautical engineering analysis and optimization of algorithm in order to generate the sequence of stability and rapidity. Heuristic Algorithm was chosen on the basis of optimality and applicability to a sequential exchange problem. We have built an optimized algorithm, for automatic exchange of ballast water, by redefining core elements of the $A^\ast$ algorithm, such as node, operator and evaluation function. Final version of the optimized algorithm has been applied to existing bulk carrier and the performance of the algorithm has been verified successfully.

A Review of the Odor Control From Inside of Swine Production Facilities (양돈시설 내부의 악취조졸에 관한 기술 및 연구동향)

  • Recent public concern about air pollution caused by swine production facilities has forced to develop the methods to reduce and control the swine odors. Swine odors were affected the life of pig farm neighborhoods, swine productivity, pig health, diseases, and human right, safety, sanity as negatively. The first approaches of control of swine odors are the change or improve of the classical management systems, which are manure treatment method, manure storage facility, phase feeding, sex-divided feeding, feeder type, liquid-slurry feeding, environment control of swine building and dust control of indoor swine facility. The methods to control odor emission from manure have to include the diet modification as nutritional basis. In recent, research emphasis has focused on manipulating the swine diet to increase the nutrient utilization of the diet to reduce excretion products and reduction of odors. There are lots of feed additives and pit additives introduced as practical basis for reducing odor emissions. The ozone treatment method is candidate as the good system for reducing swine odor. But this system is still too expensive to practice in present.

Qualitative Study on the Narcotics Information Management System (NIMS) Experience of Doctors and Pharmacists Using Narcotic Analgesics (의료용 마약류 진통제 처방자와 조제자의 마약류통합관리시스템 사용경험에 관한 질적 연구)

  • Background: With the increasing use of narcotic analgesics, the Ministry of Food and Drug Safety has been operating the National Narcotics Information Management System (NIMS) since 2018 in Korea. Some studies are related to the narcotic analgesics use, but the evaluation studies of system, including NIMS users are insufficient. Objective: This study evaluated the NIMS enforcement process through in-depth interviews on the experience of using NIMS of doctors and pharmacists who prescribe or dispense opioid analgesics. Methods: Participants in this study were selected through purposeful sampling as three doctors and two pharmacists in the metropolitan area. The interviews were conducted from August 27 to October 19, 2022. Each interview was analyzed using a phenomenological method. Results: Six components of this study included "Doctors and pharmacists come across drug abusers", "They respond individually to drug abusers", "They use NIMS tailored to the needs of system managers", "They are concerned about the role of NIMS in practice settings", "They face challenges against drug abusers" and "They find a way to utilize the system to deal with drug abusers." The interviews confirmed that doctors and pharmacists used NIMS little in their work, and they only reported data. Therefore, it might be difficult for doctors and pharmacists to take measures for the safe use of narcotic analgesics. Conclusion: It is likely that adding data-feedback and medication-check function can reduce the abuse of narcotic analgesics. In the future, further studies on the evaluation of the empirical results of NIMS and review of systems in other countries will be required.
