사업장 안전보건관리체계 향상을 위한 역학모형 기반의 사고분석기법 활용 방안 연구 (An Application Study of Accident Analysis Method Based on Epidemiological Model to Improve Occupational Safety and Health Management System)

  • The Severe Disaster Punishment Act had recently been established in order to promote safety and health (OSH) management system for severe accident prevention. OSH management system is primarily designed based on risk assessments; however, companies in industries have been experiencing difficulties in hazard identification and selecting proper measures for risk assessments and accident prevention. This study intended to introduce an accident analysis method based on epidemiological model in finding hazard and preventive measures. The accident analysis method employed in this study was proposed by the U.S. Department of Energy. To demonstrate the effectiveness of the accident analysis method, this study applied it to two accident cases occurred in construction and manufacturing industries. The application process and results of this study can be utilized in improving OSH management system and preventing severe accidents.

  • 기업의 안전·보건, 환경(SHE: Safety, Health and Environment)과 관련된 중대산업사고는 큰 인적·물적 손실을 가져오기 때문에 사회적 책임에 관한 문제로 확산되고 있는 추세이다. 따라서 기업은 SHE 문제에 대해 수동적·소극적인 대응에서 벗어나 자발적인 SHE관리 수행이 필요하게 되었다. 본 연구에서는 국내 기업의 SHE 관리 실태를 조사하여 연구·분석하고, 그 결과를 활용하여 기업 스스로 자율적인 SHE 관리를 수행할 수 있는 KW[Kwangwoon]_SHE[Safety, Health and Environment] 관리 모델을 제시하였다. 이 모델은 SHE 관리에 있어서 관리비 투자에 대한 업무성과를 손쉽게 평가할 수 있도록 하였다.

대학의 실험실 안전보건관리체계 구축이 안전보건관리활동에 미치는 영향 (Laboratory Safety Management System and Its Role on the Performance of Safety-Related Activities in Korean Academia)

  • This study was peformed to explore the current situation of university environmental health and safety (EHS) system and evaluate the effects of such system on university EHS practices. Essential elements for the university EHS system were identified based on the representative examples of foreign universities, and Hey were incorporated into a questionnaire, which was used in this study. Among the academic institutions we surveyed in this study, 89% of the universities employed health and safety manager, and 65% kept departments. However, less than 50% of universities maintained EHS policies, maintained health and established safety committees within the university headquarters, and held health and safety meetings on regular basis. Several basic requirements such as chemical hygiene program and laboratory safety training program lacked in many universities. Some basic surveillance was performed in many universities, however, only few universities carried out surveillance on biological safety, medical examination, and chemical exposure monitoring. EHS system had significant influence on university EHS program (p<0.05). Performances of EHS activities were influenced by presence of EHS policies, and university health and safety committees.

국가별 산업안전관리 및 인증 체계와 산업안전보건 경영시스템의 국제표준화 방향 (A Comparative Review of the International Occupational Health and Safety Management Systems for Global Standardization)

  • This article is concerned with various aspects of establishing the global standard for occupational safety and health management system (OHSMS). The notion, main features, and brief history of the OHSMS are presented. The OHSAS 18000, its assets and liabilities, are reviewed as a prototype of the global standard. It is also addressed the possibility of combining ISO 9000(quality management system), 14000(environmental management system) and the OHSMS into the integrated management system (IMS) as a whole. The concepts of internal and external customers are presented to explain why the environment, safety and health should be incorporated into the notion of total quality 'Participation of the members' and 'standardization of the 4Ms (Man, Machine, Materials and Method)'are emphasized as the major enablers of the IMS. Finally, the industrial, academic and governmental roles are discussed for developing the IMS and setting it down into the Korean industries.

  • The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health &Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB).

미국 상위 30개 연구 중심 대학들의 실험실 환경보건안전 담당 부서 - MIT 사례를 중심으로 (Environment, Health and Safety Offices of the Top 30 Research Universities in the U.S.A. - Focused on the Case of Massachusetts Institute of Technology(MIT))

  • Objectives: The objectives of this research are to examine the missions, organization, and programs of the environmental, health and safety(EHS) offices of the major research universities in the U.S.A., particularly the case of Massachusetts Institute of Technology(MIT) EHS Office, and to suggest ways to address the EHS issues of the universities and research institutes in South Korea. Methods: The top 30 research universities in the U.S.A. were selected by the total amounts of research funds they annually received. The web sites of the 30 universities were searched to identify the names of the departments that address environment, health, and/or safety related issues, the missions of those departments, the major programs of those departments, and the number of staff in those departments. Also, a case study was conducted for the Environment Health and Safety Management System and the Environment, Health and Safety Office of the MIT, using literature and web searches and a meeting with the Director of the MIT Environment, Health and Safety Office. Results: All the top 30 research universities in the U.S.A. had designated departments that dealt with EHS issues. Most of them were by the name of or similar to environmental, health and safety. The mission statements of those departments were mostly about improving the safety and health of their community members, improving the environment, and complying to EHS regulations. Most of those departments had an environmental management program, industrial hygiene program, radiation protection program, safety program, and biosafety program as their major programs. The components of the environment, health and safety management system(EHS-MS) of the MIT were examined in detail. In contrast, not many universities in South Korea had designated departments that dealt specifically with EHS issues. Also, the number of fulltime staff for EHS was only 1-2 in most of the Korean universities and their work duties included only general safety, while neglecting other health/environment related issues. Conclusions: Well organized and functioning environmental, health and safety offices were present in all of the top 30 research universities in the U.S.A., whereas similar organizations of the universities in South Korea were virtually non-existent and/or had very limited EHS activities. Therefore, in order to reduce potential risks of accidents and health problems in the Korean universities and research institutions, well established and functioning EHS-MSs and EHS offices are warranted. The case of the EHS-MS and EHS Office in the MIT demonstrate a successful case to follow.

건설공사 발주 공공기관의 안전점검 체계구축에 관한 연구 (Establishment of a Safety Inspection System for Public Institutions Ordered Construction Projects)

  • Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.

IT 기반 지자체 안전보건 관리 정보 통합 시스템 구축 필요성에 관한 연구 (A Study on The Necessity of Establishing an IT-Based Local Government Safety and Health Management Information Integration System)

  • 지방자치단체는 산업안전보건법 제4조의 2와 제4조의 3에 의하여 산업재해 예방을 위한 조치를 수행하여야 하며, 이에 본 연구는 인천광역시 사례를 통하여 중대재해 감소와 안전보건관리를 위한 IT 기반의 통합된 안전보건 정보 공유 시스템 구축의 필요성을 제시하였다. 최근 지방자치단체에서 노동안전보건 관련 조례와 기본 계획이 수립되면서 지역의 산업특성 기반의 독립된 안전보건 통합관리 체계의 필요성이 높아지고 있다. 이는 기초자치단체 및 허브기관과 협력·지원 체계 마련, 유관기관 및 단체와 협조 체계 구축에 있어 통합된 안전보건 정보공유가 필요하고, 산업재해 통계 관리, 기본 정책 이행에 대하여 지역 내 안전보건관리의 중추적 역할을 담당해야 할 것이다. 지방자치단체의 안전보건관리 통한 시스템의 지역 내 중대재해 감소와 소규모 사업장, 지방자치단체 발주 사업 등의 포괄적인 안전보건관리 시스템으로 현장 작동성이 강화되어 중대재해와 산업재해 예방의 효과성을 기대할 수 있을 것이다.

  • This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.

소규모 제조업 사업장에서의 안전보건관리담당자 제도 실효성 검증 (The Regulatory Effectiveness for Appointing Safety and Health Management Officers for Small Manufacturing Companies)

  • It was legislated in Korea that the small-sized enterprise with fewer than 50 employees should appoint at least one managing officer in order to improve safety and health of the employees since 2016. Study on the effectiveness of this legislation is hardly found, however. This study tried to evaluate effectiveness of the regulations for appointing the safety and health management officer in small-sized manufacturing companies and make suggestions to improve it. It was done by pairwise comparison between the level of safety and health achievement of 52 companies before and after the legislation. A scorecard system and questionnaires were devised for assessing the level of safety and health achievement and surveying awareness and practice of the regulation in the field. Results from quantitative and qualitative analyses performed in the study confirm that the safety and health achievement score has increased significantly after appointing the managing officer. It is also revealed that the lack of expertise and motivation of the appointed officer would yield pointless outcomes. Recommendations to make it better the effectiveness of the regulation are: to administrate requirements more strictly to be appointed as a safety and health management officer, to revise the curriculum to train the expertise of the appointed officers, and to expand financial support of the government to settle the safety and health management system.
