  • The occupational safety and health expenses in construction since 1988 has contributed significantly to the reduction of injury occurrence rate. But the appropriation standards for the Occupational Safety and Health Expenses in Construction(OSHEC) have been pointed out so many issues. The purpose of this study is to present ways to improve the appropriation standards for OSHEC through the reviewing of several issues about the current system and analysis of existing statistical data. Based on the result of the research, it is proposed the new model for OSHEC.

  • In the industrial accident that occurred in the recent contract type of business or establishment (including subcontractor) employers and contractors who demand among employers, would be liable to have a proper discussion on how to prevent industrial accidents. To resolve this issue, it introduced the discussion with the Japanese legal system, which has a system similar to the Occupational Safety and seeks to help us in our country's future institutional improvements.

  • The purpose of this study is to investigate effects of management support for health and safety on workers' safety perception. Since the 1990s, Korea's national competitiveness has been rising rapidly, but efforts to prevent and cope with industrial accidents are still insufficient. Particularly there is a big movement to strengthen corporate responsibility for serious accidents in the 2020s. In this study structural equation model(SEM) was constructed and quantitatively analyzed in order to know how management's support affects the organization, system, and communication related to safety and health in the company, and ultimately how it has an effect on workers' safety perception. 4,169 questionnaires conducted by the Institute for Occupational Safety and Health were used as observation variables, and 5 hypotheses were established and were verified in SEM. As management support increases, organization & institution for a safe workplace, communication related with safety and health within the company become more active. Finally management support has a positive effect on workers' safety perception. The results of this study imply that management needs to increase awareness of the importance of safety and health before all measures such as organizations, institutions, and communication related to safety and health.

  • This study aims to analyze the key legal issues of the Serious Accidents Punishment Act (SAPA), which came into effect on 2022, in South Korea, and to propose practical occupational safety and health management strategies for business executives. The SAPA was introduced to prevent serious industrial accidents and protect workers' lives and safety. However, its effectiveness has been controversial due to the ambiguity of the law and uncertainty in its application. The study first provides an overview of the SAPA's main provisions and analyzes legal issues focusing on the punishment of business executives and the punitive damages system. Key issues identified include the ambiguity of "safety and health obligations," difficulties in proving causality, and unclear criteria for determining intent or gross negligence. Recent cases of serious accidents are examined to illustrate practical challenges in applying the law. Furthermore, the study compares the punitive damages system under the SAPA with that of the Product Liability Act and similar systems in the United States, United Kingdom, and Germany. This comparative analysis highlights the characteristics and problems of the Korean system, such as the unclear punitive nature, controversy over excessive compensation, and potential for abuse of litigation. Finally, the study proposes practical occupational safety and health management strategies for business executives to effectively respond to the SAPA and create safer workplaces. Key strategies include establishing a safety and health management system, conducting risk assessments, implementing safety education, managing subcontractor safety, and investing in safety and health.

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

The effects of work environment monitoring organization's analysts' equipment and chemical substance incident response to the safety management awareness

  • In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.

A Comparative Study on the Safety Management Level of Construction Companies (건설회사의 안전관리수준에 관한 비교연구)

  • In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.
