This study examined the effects of employers' breach of safety obligation and violation of psychological contract on the workers' safety behaviors and turnover intention. Especially, this study examined a mediating effect of violation of psychological contract on the relationship between employer's breach of safety obligation and workers' safety behavior and turnover. 198 workers were asked to respond to the questionnaires that measured various demographic variables, employers' breach of safety obligation, violation of psychological contract, safety behavior, turnover intention. A hierarchical regression was conducted to identify variables that had significant relationships between employers' breach of safety obligation and employees' safety behavior and turnover intention, and to examine the mediating effect of violation of psychological contract. Results indicated that the employers' breach of safety obligation significantly predicted both workers' safety behaviors and turnover intention. It was also found that the violation of psychological contract was a significant predictor for both workers' safety behavior and turnover intention. In addition, violation of psychological contract was found as mediating effect on the relationship between employers' breach of safety obligation and workers' safety behavior and turnover intention. Based on these results, the implications of this study and suggestions for future research were discussed.
Of the Korean military's 3,959 ammunition depots, 1,007 - more than 25% - violate safety requirements for distance and equipment. There is a risk of explosion in old depots that are vulnerable to various interior and exterior accidents. This paper examines 10 scenarios, with varying values for ammunition amount and safety distance. The study calculated the overpressure that can be applied to risk-exposure objects, based on the safety distance; expected damage was predicted using constructed spatial information from 3D explosion simulations. The simulations confirmed that explosion overpressure increased the most when the safety distance violation rate increased from 80% to 90%. It also confirmed that secondary damage such as fire and explosion can cause casualties and property damage when the violation rate is 60% or higher. The results show that building collapse becomes a risk with a violation rate of 70% or higher. We conclude that taking ammunition depot safety distance violation into account when planning military facilities and their land utilization could better protect life and property.
When an accident occurs, the associated human activity is typically regarded as a "human error," or a temporal deviation. On the other hand, if the accident results in a serious loss or if it evokes a social issue, the person determined to be responsible may be punished with a "violation" of related laws or regulations. However, as Heinrich stated, it is neither appropriate nor reasonable in terms of probability theory and cognitive science to distinguish whether it is a "human error" or a "violation" with a criterion of resultant accident severity. Nonetheless, some in society get on the social climate to strengthen regulations on workers who have caused accidents, especially violations. This response can present a social issue due to the lack of systematic judgment procedure which distinguishes violations from human errors. The purpose of this study was to develop an objective and systematic procedure to assess whether workers' activities which induced industrial accidents should be categorized as violations rather than human errors. Various analysis techniques for the determination of violation procedure were investigated and compared using an analysis approach method. An appropriate technique was not found, however, for judging the culpability of intentional violations. As an alternative, this study developed the process of creating violations, based on cognitive procedure, as well as the criteria to determine and categorize an activity as a violation. In addition, the developed procedure was applied to cases of industrial accidents and nuclear power plant issues to test its practical applicability. The study demonstrated that the proposed model could be used to determine the existence of a violation even in the case of multiple workers who work simultaneously.
The purpose of this study is to develop an accident hazard index model in order to be used for the evaluation of regional traffic safety and to develop a driver violation index model in order to identify the primary causes of traffic accidents. The accident hazard index model was developed considering the accident rates based on population and the vehicle registration. The driver violation index model was developed considering the accident rates of each item of driver violation. Using the models developed in this study, it is identified that in the provincial level analysis the degree of the traffic safety of Chungbuk, Chungnam, and Kyungbuk Province are evaluated to be low. In the county level analysis of Kyungnam Province, the degree of the traffic safety of Yangsan, Euirung, Haman, Sachun and Tongyung County are evaluated to be low. Also, it is found that the major driver violations causing accidents in the nation are driving by unlicensed drives, improper passing, and improper railroad crossing : in Kyungnam Province, improper passing is the most driver violation.
The purpose of this study was to investigate the factors that influence safety rule violation at work. Semi-structured interviews were conducted with 337 participants from nine manufacturing plants. The results of the content analysis revealed the following six categories: Individual characteristics, safety commitment, safety support and resources, safety competence and communication, production pressure, and problems with rules. Among the 14 factors in the six categories above, indirect accident experience in the individual characteristics category and no action for complying with laws in the problems with rules category had not been identified in previous studies. However, some factors, such as age, peer pressure, pay type, the lowering of risk, a masculine way of working, and supervisor position were not found in this study. The implications and limitations are discussed.

Korea is facing a surge in the aging population, showing that population aged 65 and above will be accounted for 42.5% of the total population in 2065 with the emphasis on the over-80 population consisting of 19.2%. In response to this abrupt change in population structure, the number of traffic fatality accident referring to older driver as aged 65+ years had been increasing from 605 fatalities in 2011 to 815 fatalities in 2015 resulting in increases in 34.7% in oppose to happening to decreases in 17.2% about non-older driver. With Logit analysis based on Newton-Raphson algorithm utilizing older driver's traffic fatality data for the 2011-2015 years, it was found that the likelihood of an accident resulting in a fatality for super older driver aged 80 years and above considerably increased compared to other older driver with aging classification: 2.24 times for violation of traffic lane, 2.04 times for violation of U-turn, 1.48 times for violation of safety distance, 1.35 times for violation of obstacle of passing; also average annual increase of traffic accident cost related to super older driver was fairly increased rather than other older driver groups. Hence, this study proposes that improving and amending transport safety system and Road Traffic Act for super older driver needs to be urgently in action about license management, safe driving education, etc. when considering the increase of over-80 population in the near future. Also, implementing a social agreement with all ages and social groups to apply with advanced driver assistance system for older driver groups will be able to become a critical factor to enhance safe driving over the face of the country.
Although many studies have been conducted to find solutions to deal with human errors effectively, violations have been rarely studied in depth. The violation is a type of human error when an employee takes an action with intention but does not intend harmful outcomes. Violations have characteristics similar to other types of human errors but it is difficult to understand the intention of an employee from accident reports. The objective of this study is to develop a conceptual model of violation errors for preventing accidents/failures in a nuclear power plant from violation errors. Based on the previous studies, the characteristics of violations were collected in 9 categories and 136 items. They were classified into three-kinds of characteristics (human-related, task-related, organization-related characteristics) to construct conceptual models of routine/situational violations. The representative cases of accidents/failures in a nuclear power plant were analyzed to derive the specific types of routine/situational violation occurrence. Three types of conceptual model for each violation were derived according to whether the basic, human-related, and task-related characteristics are included or not. The conceptual models can be utilized to develop guidelines to support employees preventing routine/situational violations and to develop supportive system in nuclear power plant.
최근 교통사고 주요 원인인 인간행동(인적요인)에 대해 관심이 높아졌으며 운전행동분석 도구인 DBQ(Driver Behavior Questionnaire)를 활용한 운전행동(Driving Behavior)에 관한 연구가 활발히 진행되고 있다. 국내에서 진행된 선행연구는 분석대상이 연구원이나 군 공무원으로 한정되며 분석방법은 요인분석 및 회귀분석을 통해 이루어졌다. 이에 본 연구에서는 일반운전자의 운전행동이 위험운전에 미치는 영향요인을 파악하고 이들의 영향관계를 규명하고자 한다. 연구의 범위는 운전경력이 있는 일반운전자를 대상으로 DBQ설문을 실시하여 300부의 유효 표본수를 분석하였으며, 선행연구 고찰을 통해 교통사고의 주요 요인을 DBQ에서 측정가능한 'Lapse, Mistake, Violation' 세 가지속성으로 도출하고 구조방정식 모형을 통한 위험운전행동 모형을 구축하였다. 또한, 위험운전군별 차이를 확인하기 위하여 다중집단분석을 활용하였다. 분석결과 첫째, 'Lapse, Mistake, Violation 요인은 위험운전행동에 영향을 미칠 것이다'라는 가설검증 결과 모든 요인의 통계적 유의성이 확인되었다. 위험운전행동에 미치는 영향정도는 Violation 0.464, Lapse 0.383, Mistake 0.158 순으로 나타났으며 영향을 가장 많이 미치는 요인이 Violation으로 분석되었다. 둘째, 'Lapse, Mistake, Violation 요인이 위험운전행동에 미치는 영향은 위험군에 따라 다를 것이다'라는 가설검증 결과 Lapse 요인이 위험운전행동에 미치는 영향력이 차이가 있는 것으로 분석되었다. 본 연구결과는 위반행동 Violation과 부주의한 실수 Lapse를 고려한 교통사고 예방 프로그램 및 교육도입에 기초자료로 활용 가능할 것이다.
LPG-related accidents, which account for half of all gas accidents in Korea, have not shown any sign of decrease over the past decade, partially owing to the lack of effective safety improvement measures. The purpose of this study was to identify the effectiveness of improvement measures by analyzing the traits of accidents in terms of human factors, and to seek more effective accident prevention strategies. In this study, 108 accident cases were collected and analyzed in the aspect of accident characteristics such as violation type, human factors, and so on. The results showed that the work procedures of suppliers and engineers related to LPG accidents seemed to be similar in outward appearance; however, specific accident causes and unsafe behaviors were different. Particularly, type and target of violations were different, which could be visually confirmed by the Principal Component Analysis (PCA) and the Quantification Techniques (QT). Furthermore, for engineers, insufficient supervision was a major influencing factor. In conclusion, because the accident characteristics of suppliers and engineers are different, differentiated accident prevention strategies should be implemented, which was discussed in this study.
