Development and Implementation of Dam Safety Management System (댐 안전관리 시스템의 개발 및 운용)

  • Recently, we can see an increasing amount of dam damage or failure due to aging, earthquakes occurrence and unusual changes in weather. For this reason, dam safety is gaining more importance than ever before in terms of disaster management at a national level. Therefore, the government is trying to come up with an array of legal actions to secure consistent dam safety. Other dam management organizations are also taking various institutional and technical measures for the same purpose. In this study, Dam Safety Management System, KDSMS, has developed for consistent and efficient dam safety management. The KDSMS consists of dam and reservoir data, a hydrological information system, a field inspection and data management system, a instrumentation and monitoring system including earthquake monitoring, a field investigation and safety evaluation system, and a collective information system. The KDSMS is a kind of enterprise management system which has been developed to deal with safety management of each field, research center, and headquarter office and their correlation as well as detailed safety information management.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

Concept Design of Fire Safety Module for SV20 Service in the Korean e-Navigation System

  • The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

A Study on Integrated SE Process for the Development of the Railway Systems with Safety Assessment Included (철도 시스템 개발에서 시스템공학 프로세스와 안전성 평가를 동시에 고려한 통합 프로세스에 관한 연구)

  • This paper proposes an integrated SE process for the development of railway systems with safety assessment included. Although the safety assessment process must be performed with SE process properly with good coordination, the interfaces between the two processes have not been clear. Thus, in many of safety critical system developments in Korea, it is difficult to assess safety in proper development phase. The process model proposed in this paper is based on both the concept of system life cycle and the repetitive use of SE process. In each of development phases, appropriate safety assessment methods are described. Also the evaluation of the integrated system incorporating safety factors is described. The resultant process model is expressed by the Enhanced Functional Flow Block Diagram (EFFBD) using a CASE tool. The model also allows timeline analysis for identifying activity flow and data flow, resulting in the effective management of process. In conclusion, the integrated process enable both the SE process and safety assessment process to cooperate with each other from early development phase throughout the whole system life cycle.

Improvements of Design For Safety in Korea based on the Comparative Analysis with Other Countries (해외 유사 제도 비교분석을 통한 설계안전성검토 개선 방안)

  • While the overall industrial accident rate has been decreased, but those of the construction industry has not been. For safety management during the planning/design phase, which accounts for 45% of the cause of accident at the construction site, Design For Safety (DFS) was established to minimize a hazard and risk in 2016. Currently, DFS system has difficulty settling down in Korea due to the several reasons. So, this paper aims to propose to the Key Success Factor (KSF) and related action plan to improve DFS system. This study was conducted by following 2 steps: i) identification of problems on current DFS, and ii) proposal of KSF and following action plan for DFS. The DFS in Korea was compared with UK, Singapore, Australia, and US on 7 criteria (application target, execution period, change of design, collaboration among participants, expert participants, alternative review and decision support system). DFS was compared with other countries's system based on the identical criteria and the corresponding improvement measures were also proposed. The results of this study can be utilized to improve DFS system in various aspects.

Web Information Systems for Safety and Health Monitoring in Subway Stations

  • In this study, a framework for web-based information system in VDN environment for safety and health monitoring in subway stations is suggested. Since physical variables that describing safety and health need to be closely monitored in multiple locations in subway stations, concept of distributed monitoring network using wireless media needs to be implemented. Connecting remote wireless sensor network and device (LonWorks) networks to the IP network based on the concept of VDN can provide a powerful, integrated and distributed monitoring performance, making a web-based information system possible.

  • This study researched problems of safety inspection method and current legislative system for the structure safety evaluation of Rahmen structure affected by remodeling. The elements of weight increase were examined in terms of differences of load moment, shear force, compressive stress and amount of steel before and after remodeling by structure analysis. The thorough examination for impacts of weight increase is indispensable to change of use or extension.

  • The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.
