A Guideline on Development of LED Convergence Intrinsic Safety Luminaire for Marine Plants & Ships and It's Standard (선박 해양용 본질안전 LED 방폭 조명 표준화를 위한 가이드 개발 연구)

  • Offshore plants should be managed at a high level of safety condition. Because the offshore plant has cramped space and has difficult access when a fire occurred, a fire can be critical to the plants. LED lighting can reduce the risk of fire by its lower energy consume suitable to intrinsic safety and lower heat radiation that can reduce the possibility of ignition. Also LED has a long lifetime. Though LED luminaire has various advantages for offshore plants, an international standard for the luminaire has not provided because it is new technology. Because there is no international and domestic standard specially provided for the LED luminaire, a guideline is required for developing the LED light and for the future establishment of an international standard. This study was conducted to develop the guideline for LED luminaire for offshore plants. Firstly, relevant standards were analyzed for the guideline. Then we found that there are editorial differences between international standards and domestic standards. So the guideline was developed based on international version and the differences between the domestic and international standard were provided to let Korean developers recognize the differences.

  • System is the organization of hardware, software, personnel and facilities needed to perform a designated function within a stated environment with specified results. The trend of modern systems is getting more complex and larger. The system is necessary for modern society but the minor malfunction of the system can result the enormous human and material losses. Recently it is being heightened the concern for system safety and required to be built and applied Safety Engineering standard Guideline for safety of complex and large-sized system. This paper describes the System Engineering Process model integrated with Safety Engineering and the establishment of standard safety guidelines for safety of product development using DMADOV Methodology of the Lean 6 Sigma.

  • The overall management for explosives in domestic and regulation for blasting is managed by the control Act of guns, sword, explosives etc. On the details for handling and method, delivery, storage, use and management for explosives and work safety for the accident prevention is recommended to the related business site through Standard safety work guideline of blasting which set by safety & health 27 Act handling. In this study, It reviews the standard safety work guideline of blasting notified by Ministry of employment & labor. We propose the new products introduced into domestic explosives market, definition of explosives word when the newest blasting technology is revised, emulsion explosives, bulk explosives and electronic detonators which increased in the latest. Indeed, We propose a typical handling method of non-electric detonator and electronic in order to make the renewed Standard safety work guideline of Blasting on work guideline.

A Study on the Domestic and International Safety Regulation for Slip, Trip and Fall Prevention (낙상사고 예방을 위한 국내·외 관련 규정 분석 연구)

  • Slips and falls are associated with many public injuries in Korea. It is also estimated that slipping are major contributors to slip, trip and fall injury burden. The primary purpose of the present study is to determine if, and to what extent, the standard could be improved in present environment. In order to fulfill our objective, the regulations in Korea and foreign countries were investigated and reviewed. Many kind of standard, mandatory documents and guideline were also reviewed. And then, regulations, standard, guideline etc. reviewed were compared with each others. Also, some criteria was developed in this study. Standard and criteria developed in this study will help to prevent slip, trip, and fall injuries.

A Study on the Standard for the Safety Zone in the Domestic LNG TTS Bunkering (국내 LNG TTS 벙커링 시 안전구역 기준에 관한 연구)

  • This paper suggests an example guideline of a safety zone layout for the domestic LNG Truck-To-Ship (TTS) bunkering. The safety zone is one of the controlled area in LNG bunkering and its layout is required as a fundamental safety barrier. While the international standard provides a layout methodology of the safety zone, its detail application is not user-friendly and only possible with a level of the process engineering. In the domestic case, the enforcement regulations are applied for LNG bunkering but the safety zone is not properly defined for TTS operation. Considerations are made for the intuitive approach of the safety zone layout and an example guideline is suggested for application in the domestic TTS bunkering. A technical background of the guideline is described and its applicability is demonstrated with regard to the characteristics of TTS bunkering. The findings of the study are summarized in association with a practical layout of the safety zone, contributing to the safety culture in the domestic LNG bunkering.

  • There is no standard model for a Stated Period Check and a Precise Safety Diagnosis to remove electric fire and shock in the university Lab and institute. Especially, the research for the Stated Period Check and the Precise Safety Diagnosis of the Lab related to electrical field is very weak currently, and it is very necessary to build a detail safety plan. This paper informs the specific standard guideline of the safety check list, method and equipment and it shows the way to evaluate safety grade too. This paper also provides the information of R&D process through the analysis of electrical safety check list of ordinary R&D Lab. It shows a new detail guideline to R&D Lab, and the new guideline removes existing problem and deliver the effective standard model to each R&D Lab. The standard model developed in this research adopts the clear guideline of each check list for the electrical environment of current R&D Lab. This standard model can be applied for every R&D Lab to detect routine safety check and detail safety check immediately. This Research will generally improve not only the effective safety check, but also the safety level for R&D Lab to prevent the electrical accidents.

  • Intense pulsed light(IPL) is a photo-therapeutic medical device using xenon lamps with optical characteristics of incoherence, defocusing, and polychromatic. IPL has been recognized as a representative medical therapeutic device with growth of domestic skin care market. However, there is no standard regulation manual and guideline to evaluate the safety and performance of IPL. International Electrotechnical Commission(IEC) is being statued "Technical Report IEC TR 60825-16" which is a guidelines for the safe use of intense light source equipment on humans and animals. In this study, a standard Korea Food & Drug Administration (KFDA) regulation for the safety and performance of IPL was suggested by developing minimal evaluation methods for optical parameters of IPL such as output energy density, pulse mode, spot size, wavelength and uniformity of output light. We expect that this study may be a step to statue a standard regulation manual and guideline for IPLs used in domestic.

  • The Japanese Good Laboratory Practice (GLP) Standard on Drugs was finalized as a guideline and implemented in April, 1983. This standard is intended to ensure the quality and integrity of the data from nonclinical toxicity studies submitted to the Ministry of Health and Welfare in support of applications for approval to manufacture or import new drugs or to be used in the reevaluation of previously approved drugs. The standard includes a guideline for organizational matters, personnel, facility, equipment, testing operation, documentation and conduct of studies. Principles and influences of implementation of Japanese GLP will be discussed briefly in comparison with foreign GLPs.

  • This paper informs the standard guideline of electrical inspection for the University laboratories and R&D institutes. A routine electrical inspection is there to prevent an electric shock and electrical fire accident in the Lab. The main issue of this paper is to check the problem of a routine electrical inspection and this paper provides a detailed guideline of a checklist for the Lab which do not have detailed instruction. It mentions the standard model of an effective routine inspection to upgrade the weak electrical environment in the Lab. One of the main purposes of this paper is to develop a routine checklist to control the electrical environment in the Lab. The evaluation checklist we develop will then be applied to every Lab. Introducing an electrical safety checklist builds a clear standard guideline for a real safety check. This will be used as a regular routine check-up for every Lab. The goal of this paper is to enforce safety from electrical accidents in the lab and it will provide safety guidelines for every Lab.

  • Most of the automotive electronic systems are equipped with control software. ISO 26262 standard has been published to prevent unreasonable risk due to E/E system malfunction. And many automotive companies apply ISO 26262 for safe series product. In ISO 26262 standard, the product quality improves through deductive and inductive safety analysis in all processes including system and software development phase. However, there are few studies on software safety analysis than systems. In the paper, we study the software FMEA(Failure Mode Effect Analysis) technique for product quality of vehicular embedded software. And we propose an effective guideline of software FMEA as EPB industrial practice.
