This paper described the contents of the WTO (world trade organization) SPS (world trade organization) Agreement and trends in the WTO SPS provisions such as equivalence, localization, transparency, and risk assessment. The purpose of the WTO SPS agreement is to promote international trade by preventing arbitrary and unreasonable use of SPS measures, which are the rights of a country for the protection of human health and animal and plant health, and by abolishing the non-tariff barriers. To this end, the requirements for implementing the SPS measures taken by the importing country are restricted to those that can scientifically prove to be inevitable for SPS protection. The major provisions in WTO SPS agreement were elaborated to promote international trades. When trade-restricted SPS measures such as prohibition of imports are made, a scientific basis should be provided. Therefore, it is essential to provide scientific evidence based on risk analysis to protect people's health from potentially harmful imported foods.

The safety management of the small sized enterprise is very important to decrease industrial disaster in the area of industry. On this research, to give the effective measures to decrease industrial disaster, we administered the workplaces in Kyunggi area to search actual condition of industrial disaster and to disclose a link between industrial and industrial safety management. The results show industrial accident characteristics of small sized enterprises in Kyunggi area. So it is shows that we need to put in effective safety political measures to small sized enterprises.

A Safety Case is an railway organization's formal arrangement, through the provision of policies, resources and processes, to ensure the safety of its work activity within safety management system. An effective system helps the organization to identify and manage risks effectively. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. The purpose of this research is to give how to the risk assessments are described within Railway Safety Cases can be prepared and maintained to meet the criteria specified by the upcoming railway regulations. Through this research, we propose the elements of safety management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

The roller machines installed in the industrial field are operated under hazardous conditions due to no safety devices available, human error during operation, defective safety devices, and inadequate regulation even in case that safety devices are provided. Up to now, most roller machines installed in domestic field are provides with band breaking system as a safety device. In this study, the emergency stop distance is measured within the limit of domestic regulation but violates a foreign regulation(EN1417). Consequently, it is concluded that the roller machines with a band breaking system have high possibility of death or serious injury of the operator and the system should be improved with the introduction of additional safety devices. This thesis suggests the safety measures suitable for the roller machines with different drive systems based on the experiment results. The use of the newly developed safety system has been tested on many cases.

Small & medium sized company is the most efficient way of management to prevent my accident in the area of industry. Employees are more than 30 to less than 50 persons and which is liable for securing a safety manager on site, is gradually seen on the surface. Even a small company is nothing less than a dead zone from a safety since it's free from his obligation of employing a safety manager. Let us now think about the effective measures against a industrial accident by collecting, reviewing a variety of preventive measures, which is being carried out for preventing an industrial accident happening in a small company, and comparing, analyzing the effect according to the respective measures. Through this research, it's expected to contribute to both the development of small & medium sized company and our national economy with the improvement of a company's competitiveness and the accumulation a technical background by way of prevention from occurring industrial accident in a small & medium sized company, in accordance with an friendly environment of work room to protect the employee from leaving his job.

There are many countermeasures collected by field experts, safety managers with their subjective decisions, without analysis. Subcontractor does not know which one of those can be more defective countermeasures. More weighted countermeasures should be taken for subcontractor's economical aspects. But there are almost no measures with useful weight so that subcontractors can select some as they need more effective even though there are not many measures at construction sites. AHP technique has been introduced into the analysis of counter measures for subcontractor. Countermeasures which car collected from field-experienced safety engineers have been weighed with frequency rate saying how many responders selected. And then, they are analyzed by AHP Technique for making out relative important level of the countermeasures, by each step such as Direct, Indirect, Management level, and policy level, quantitatively. AHP level in the study is composed of two stories, not three stories, in order to make respondents easier when they are asked. At least 15-year-experienced expert are asked for AHP questionnaire.

Background: Promoting healthy lifestyles at work should complement workplace safety programs. This study systematically investigates current states of occupational health and safety (OHS) policy as well as practice in the European Union (EU). Methods: OHS policies of EU member states were categorized as either prevention or health promotion provisions using a manifest content analysis. Policy rankings were then created for each prevention and promotion. Rankings compared eight indicators from the European Survey of Enterprises on New and Emerging Risks-2 data on prevention and promotion practices for each member state using Chi-square and probit regression analyses. Results: Overall, 73.1% of EU establishments take preventive measures against direct physical harm, and about 35.4% take measures to prevent psychosocial risks. Merely 29.5% have measures to promote health. Weak and inconsistent links between OHS policy and practice indicators were identified. Conclusion: National OHS policies evidently concentrate on prevention while compliance with health and safety practices is relatively low. Psychosocial risks are often addressed in national policy but not implemented by institutions. Current risk assessment methods are outdated and often lack psychosocial indicators. Health promotion at work is rare in policy and practice, and its interpretation remains preventive. Member states need to adopt policies that actively improve health and well-being at the workplace.

Article 79 of the Occupational Safety and Health Act mandates franchise headquarters with over 200 franchises to implement industrial accident prevention measures. Notably, the franchise business information provision system designates restaurants and wholesale/retail as the primary categories for information disclosure, with convenience stores classified as secondary. This study aims to identify law-regulated franchise headquarters and franchises and analyze industrial accidents within these sectors. Furthermore, it seeks to investigate adverse risk factors for individual processes across major industries. Pertinent franchise headquarters and franchises were discerned using the Fair Trade Commission's business information system. Data regarding the status of industrial accidents, as published by the Ministry of Employment and Labor, was leveraged in the analysis of industrial accidents. Additionally, a survey was conducted to derive detrimental factors for each process in major industries. The inquiry revealed a total of 7 wholesale and retail franchise headquarters subject to the law, along with 126 within the restaurant industry. Overall, there were 50,488 franchises in the wholesale and retail sector, and 71,283 in the restaurant business. Risk factors and improvement measures for industrial processes were determined for five industries: convenience stores, Korean food restaurants, coffee places, pizza eateries, and chicken vendors. Locating the currently developed safety and health program establishment guide proves to be challenging. Moreover, utilizing it can be difficult due to the industry-specific content, further complicated by the prevalence of franchise stores featuring numerous small businesses. Therefore, this study highlights the imperative need to develop guidelines that incorporate preventive measures tailored to each industry.

방재분야의 최상위 계획인 자연재해저감종합계획은 지방자치단체별 시행하여 현재 2차계획이 수립중이며, 인명 및 재산피해를 최소화 하고자 9개 재해유형별 구조적 대책과 비구조적 대책을 수립하여 10년간 시행하는 계획이다. 구조적대책은 공학적근거와 정략적 분석기법으로 저감대책의 판단기준이 명확한 반면, 비구조적 대책의 판단기준은 미비된 실정이며, 재난 및 안전관리 기본법에서는 2018년 안전취약계층을 포함하였고, 자연재해저감종합계획 세부수립기준의 안전취약계층은 어린이, 노인, 장애인을 포함하여 수립 중이나 지자체의 자료확보 및 DB구축의 미비등 저감대책 수립을 위한 위치도 작성에 어려움을 초래하고 있다. 따라서, 본 연구에서는 안전취약계층의 오픈API 자료를 수집하여 통계지리정보서비스의 통계정보와 GIS를 활용하여 시범지역인 강원도 삼척시의 안전취약계층의 위치도를 작성하였고, 삼척시 근덕면의 집계구 단위 위치도를 작성하였다.
