A Study on the Toys Assessment of Harmful Substances and Control (완구제품에 함유된 유해물질 및 관리방안에 대한 연구)

  • This study is to investigate and compare domestic hazardous toys with harmful substances with foreign toys so that we can find out management criteria for in cognitive infants. Actually, commercially used toys have been collected and tested to find out more effective management standard. it is tried to produce evaluation criteria of environmentally harmful substance but variety of product is needed for overcoming actual barrier due to lot of difficulty huge cost, time, objectiveness. Therefore, This study does not cover all the above. Establishment of evaluation criteria for product harmfulness made by Government or Local government should be continued to improve. Foreign reference material for toy product in Europe, USA, Japan have been investigated and domestic product have been collected and tested for containing heavy metals, formaldehyde, phthalate in the study. All the test have been made in accordance with KSM ISO 2124 to measure heavy metal transfer into body. Toy product used for the study have been purchased in the real market and some of them contains harmful elements with over standard. Post management system such as RAPEX to control periodically should be established for plastic toy with low quality product.

Establishment of Condition Assessment Criteria in Agricultural Reservoirs by AHP (AHP 기법에 의한 농업용 저수지의 상태평가 기준 설정)

  • In this study, in order to establish the criteria for evaluation of importance by the type of facility specialized for agricultural reservoirs, an expert group consisting of a total of 167 members who were in management, or specialized in the fields of design, research, and diagnosis were organized, and the importance for facilities was set with application of the AHP technique. The importance of dam body, spillway, and intake structure composing a reservoir were set at 59%, 24%, and 17%, and the importance of dam crest, upstream slope, and downstream slope constituting a dam body was set at 32%, 31%, and 37%, respectively. In addition, the importance of approach channel, regulated channel, chute channel, and stilling basin consisting a spillway was set at 15%, 44%, 26%, and 15%, and the importance of inclined conduit and outlet conduit consisting an intake structure was set at 35% and 65%, respectively. The safety grade of the reservoirs evaluated by applying the newly presented importance values in this study showed the rearrangement of the grades with a change of 11% compared to the previous grades. In this way, the newly established criteria are expected to be utilized as basic data with strategic importance in reservoir safety management and disaster prevention as well as the operation of systems in the future.

Operation Direction of Regional Architectural Safety Center through Analysis of Japanese Building Confirmation System (일본의 건축확인제도 분석을 통한 지역건축안전센터의 운영 방향 설정)

  • To prevent illegal building work in advance, regional building safety centers were introduced to perform technical investigations and management. The purpose of this study is to propose the detailed operational directions of the regional building safety center through the analysis on the current status of parameters, such as the operation of designated confirmation and inspection bodies in Japan. We consider the role, building administrative process and establishment criteria of regional building safety centers through the analysis the introduction background and the designation criteria of designated confirmation and inspection bodies. In establishing the center's professional manpower qualifications, we refer to the criteria for the professional qualifications of the designated confirmation and inspection bodies. In addition, the calculation method of required manpower of verification inspectors in Japan was used as a reference in setting the scale of regional professional manpower. Finally, we propose the detailed operational directions of the regional building safety center such as (1)roles of the center, (2)establishing management plan of the center, (3)work scope (4)scale of the professional manpower, (5)qualification of the professional manpower, and (6)funds.

  • With the development of industrial technology and science, production and manufacturing facilities have been enhanced and improved, and the importance of the safety of workers has also been regulated and limited by various safety management methods. As a way to secure the safety of the workers from the production facility, the fail-safe and fool-proof methods are now being applied. Any possible insecure behavior and unsafe conditions can be removed by adopting the standards and specifications that are now secure the safety of workers and equipment. This research analyzes EN ISO 13849-1 international and European standards during CE certification. In order to secure acceptable reduced risks, the risk assessment process of ISO 12100 and the processes for reducing its risk are applied. In the current ISO 13849-1 standard, the criteria for the required performance level PLr (Required Performance Level) for the applicable risk and safety functions through the risk assessment are subjective and not subdivided. Therefore, the evaluation criteria are likely to cause judge's judgement error due to qualitative judgement. This research focuses on evaluation and acceptable performance level setting for the safety circuit of the equipment. We propose an objective and specific evaluation criteria to secure safety, and the proposed evaluation criteria are applied to the case study of the safety circuit for the equipment. In order to secure the safety of the entire safety circuit, the improvement of the MTTFd and DC level related to the SRP/CS (Safety-Related Parts of Control Systems)' lifetime is required for the future research.

  • Planning and control for safety management executed by the head office is one of the most important parts for improving safety level of construction company. So this study is initiated with the purpose of suggesting an improvement strategy to perform effective and rational safety management at the head office. In order to investigate the current status of safety management of large construction firms in the Korean construction industry, the safety criteria related to the head office which are used in the Supermerit Certification System were chosen and examined by industry expert. The selected criteria are used for mail questionnaire. The survey was performed for 79 construction firms. Based on the 3-year average accident rate of 79 firms(1.20), the safety level of firms are classified. The safety improvement strategies for the below and the above are proposed respectively.

A Study on Establishment of Essential Performance Evaluation Criteria for C-arm Computed Tomography (C-arm CT의 필수 성능평가 기준 마련을 위한 연구)

  • In order to overcome the image quality limitations of the conventional C-arm, a flat panel detector (FPD) is used to enhance spatial resolution, detective quantum efficiency, frame rate, and dynamic range. Three-dimensional (3D) visualized information can be obtained from C-arm computed tomography (CT) equipped with an FPD, which can reduce patient discomfort and provide various medical information to health care providers by conducting procedures in the interventional procedure room without moving the patient to the CT scan room. Unlike a conventional C-arm device, a C-arm CT requires different basic safety and essential performance evaluation criteria; therefore, in this study, basic safety and essential performance evaluation criteria to protect patients, medical staff, and radiologists were derived based on International Electrotechnical Commission (IEC) standards, the Ministry of Food and Drug Safety (MFDS) standards in Korea, and the rules on the installation and operation of special medical equipment in Korea. As a result of the study, six basic safety evaluation criteria related to electrical and mechanical radiation safety (leakage current, collision protection, emergency stopping device, overheating, recovery management, and ingress of water or particulate matter into medical electrical (ME) equipment and ME systems: footswitches) and 14 essential performance evaluation criteria (accuracy of tube voltage, accuracy of tube current, accuracy of loading time, accuracy of current time product, reproducibility of radiation output, linearity and consistency in radiography, half layer value in X-ray equipment, focal size and collimator, relationship between X-ray field and image reception area, consistency of light irradiation versus X-ray irradiation, performance of the mechanical device, focal spot to skin distance accuracy, image quality evaluation, and technical characteristic of cone-beam computed tomography) were selected for a total of 20 criteria.

Development of Construction Process Safety Information Management System for Safety Accident Prevention (안전사고 예방을 위한 건설업 공정 안전 정보 관리 시스템 개발)

  • It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

Management system for ensuring safety of HMR (Home Meal Replacement) products (가정간편식(HMR)의 안전성 관리체계)

  • Due to the nature of HMR food that is susceptible to contamination, its safety management is becoming more important. The relevant food types in food code corresponding to HMR foods are addressed, and the criteria for hygiene indicator bacteria and food poisoning bacteria, and storage and distribution standards according to the product type were presented. The government's safety management for HMR foods is basically carried out through the Food Sanitation Act. Those who intend to do HMR business must complete business registration or declaration, hygiene education, health examination of employees, and comply with legal obligations such as HACCP application. The government confirms compliance with legal requirements through hygiene inspection and monitoring inspection of products. However, the safety of HMR foods is not realized by the safety management system alone. A food safety culture should be established in which industry workers and consumers carry out actions to ensure food safety.

  • An integrated waste management approach for irradiated graphite was developed during the European Commission project 'Treatment and Disposal of Irradiated Graphite and other Carbonaceous Waste'. This included the identification of potential options for the management of irradiated graphite, taking account of storage, retrieval, treatment and disposal methods. This paper describes how these options can be assessed using multi-criteria decision analysis (MCDA) for a case study relating to a generic power reactor. Criteria have been defined to account for safety, environmental, economic and socio-political factors, including radiological impact, resource usage, economic costs and risks. The impact of each option against each criterion has been assessed using data from the project and the wider literature. A linear additive approach has been used to convert the calculated impacts to scores. To account for the relative importance of the criteria, example weightings were allocated. This application has shown that MCDA approaches can be used to support complex decisions regarding irradiated graphite management, accounting for a wide range of criteria. Use of this approach by individual countries or organisations will need to account for the specific options, scores, weightings and constraints that apply, based on their national strategies, regulatory requirements and public acceptability.

A study on food safety approach for seafood Eco-label chain of custody : Focused on Requirement Analysis by AHP Method (수산물 Eco-label CoC에 대한 식품안전 접근방안 연구 : AHP 기법을 통한 요구사항 분석을 중심으로)

  • The purpose of this study is to find food safety approach in the Eco-label Chain of Custody(CoC) which is only focused to traceability. Because, consumers want to be assured the certified seafood comes from sustainable fishery as well as hygienic. In order to this approach, we used Analytic Hierarchy Process(AHP) method as belows. We first understood the CoC criteria for using pair-wise comparison and analyzed and selected each Eco-label certifications and standards. Second, we carried out a survey to the targeted standard Marine Stewardship Council(MSC) CoC auditors all over the world and analyzed the priorities of food safety approach to 4 principles and 12 criteria belong the MSC CoC Standard. As the results, we found out that 'Management System' has the highest priority in the principles and 'Documentation' and 'Keeping Record' are the most important criteria for this approach. In addition, 'Training' and 'Identification' are also higher priority of criteria. So, we suggested food safety approach method for improvement of these criteria in conclusion based on discussion with specialist in this field.
