센서기반 국가 주요 기반시설물 안전관리 네트워크 구축 (Establishment of Sensor-based Safety Management Network for Main Infrastructures)

  • During last 30 years, Korea economy has grown so fast and many leading-edge technologies ware introduced from the advanced countries. but this fast growth inevitably produced imperfect completion of infrastructures and caused man-made catastrophes like Sungsu Bridge and Sampoong Department Store. After the incidents, Korea Government and National Assembly established "The Special Law for Safety Maintenance of Infrastructures". According to this law, most of infrastructures must be inspected periodically. During last 10 years after the establishment of the law, many infrastructures were improved and the quality of construction was upgraded. However, important and weak-to-disaster infrastructures need to be watched continuously. Many monitoring technologies were developed and tested in the field. In this paper, the new research project "Establishment of Testbed of Safety Management Network for Main Infrastructures", funded by government, was introduced.

  • The articles of food is very important things to human. Since PL Law came into effect in July of the last year(2002) in Korea, many domestic firms have taken great interests in PL. And the purpose of PL Law is to provide a means for those injured by defective products to receive redress. Additionally, enterprises get to place more importance on the safety of the products, which led to improvement in competitiveness and enhancement in quality. Consequently customers can get better products. So, it aims not only to compensate the injured by defective products but also to act an incentive to maker $s^pliers of food to make their products more safe. Therefore, this study was aiming to analyze the expected risks to articles of food after the enforcement of PL Law, and to establish a defending plan.an.

  • To strengthen the protection of human research subjects and human materials, the Korean Ministry of Health and welfare proposed the amendment bill of Bioethics and Safety Law(2010) to the Congress. It includes so many meaningful clauses. According to the bill, the scope that this act shall apply will be expended to the research involving human subjects and human materials. In the bill, there are the principles of this act; the protection of the life, health, and dignity of the human subjects, the obtaining of the adequate informed consent, the protection of the human subject's information confidentiality and the human subject's privacy, the assessment and minimizing of the risks involved and the guarantee of the safety for the human subjects, the preparation of the special protection program for the vulnerable human subjects, and so on. According to the bill, Institutional Bioethics Review Board(the same as Institutional Review Board) will be responsible for the auditing and monitoring on the research that was approved by IBRB, conducting the education program for the researchers, IBRB members and administrative staffs, preparing of the special protection program for the vulnerable human subjects, and forming the guidelines for the researchers as well as the review of the research protocols. And the State and local governments shall take necessary measures to support the expending of the social infrastructure. In addition to, IBRB will have to be assessed and to be gained the accreditation by the Korean Ministry of Health and welfare. So, if Bioethics and Safety Law is amended, it will contribute enormously to enhance the level of the human research subjects protection. Also, if this Law is amended, IBRB will play a major role for the conduct of the ethically, scientifically, and legally proper research. But now, as a matter of fact, the capability of IBRB members and IBRB office members is not enough to charge of this role because some people and some organizations does not know the importance of IBRB exactly. In spite of, IBRB shall be able to this role to protect the human subjects and to develop the level of the research On the international level. Therefore, the State, local governments and the Organization shall back up the administrative and financial terms of the IRB and IRB Office.

시설별 안전점검 중복성에 대한 실태조사 및 개선방안 연구 (A Research on the Improvement & Actual Situation of Duplicated Safety Inspections for Facilities)

  • Safety inspection activities of the facilities including the electricity, gas, building, and firefighting, etc. are individual checks by the separate law of each government department, comprehensive inspections for the specific managed facilities or during a weak season, and national safety overall diagnostics for the disaster prevention. Thus, types of the inspections are various and they have been carried out repeatedly as well as duplicately. That can make the people or institutes to take such inspections feel great burdens. Therefore, the investigation on the current situation of the individual inspection by the separate law for the electricity, gas, building, and firefighting, etc. as well as of various others by the government needs to be carried out and according to the results the repetitive and duplicated inspections should be reduced and converged to one comprehensive one. In this regard, we proposed solutions to improve the government safety inspection system, function, and role.

건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안 (Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.

국내 해체공사 안전관리 관련 법령의 체계적인 개선방안 (Systematic Improvement of Safety Management-Related Laws in Domestic Demolition Works)

  • 해체공사는 건설행위에 의해 건립된 건축물의 수명이 평균 22년 이상 경과한 후에 시행되는 후행 건설공종이다. 90년대 이후 해체대상물이 고층화, 대형화됨에 따라 그에 대한 중장기적인 대비가 없었으며, 해체산업 관련 제도나 법 등이 체계적으로 마련되어 있지 않았다. 본 연구에서는 국내 해체공사 안전관리 관련법의 개선방안을 마련하고자 3가지 법령 개선(안)을 제안하였으며 그 내용은 다음과 같다. 첫째, 건설기술관리법의 안전관리계획 수립에서 해체공사 대상의 기준에 대하여 방안을 제시하였다. 둘째, 산업안전보건법의 해체공사표준안전작업지침의 문제점을 보완한 개선방안을 마련하였으며, 셋째, 건설기술관리법의 안전관리계획과 산업안전 보건법의 유해 위험방지계획의 중복성에 대한 통합화 방안을 제시하였다.

한국과 주요 외국의 안전보건교육제도에 관한 비교 연구 (A Comparative Study on the Safety and Health Education System between Korea and other Countries)

  • After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.
