In ground vehicles, the increasing demand for safety and ride comfort which are trade-off relation, especially at high speeds, has led to the development od actively controlled suspensions. The LQG/LTR controller can be used to design a robust feedback control system that deals with disturbance rejection properties as well as insensitivity to modelling errors and sensor noise. And when the disturbance can not be measured but is limited within a certain frequency range, a bandpass feedback to eliminate the disturbance response can be used. In this paper, hybrid controller cosisted of bandpass feedback controller and LQG/LTR controller is applied to a quarter-car model moving on a randomly profiled road. The random road profile considered as colored noise is shaped from white noise by use of shaping filter. The performance of the hybrid control system is compared with that of an LQG/LTR controlled system.

Regardless of the strict enforcement of prevention education in accordance with the school facility management standard, safety accidents that lead to human and physical damages occur in current educational facilities because of teenagers with very low sense of responsibility and insensitivity toward fire and facility safety. To ensure educational facility safety, technology that will enable a fast work process and easy confirmation of electronic blueprints and related documents about the educational facility through smart devices at the site by various means is needed. This paper proposes a system design linked to the National Education Information System (NEIS) that uses the document conversion function, high efficiency resolution, and Internet of Things (IoT) to inspect and control the educational facility in the event of a safety accident through the Educational Facility Resource Management System (EFRMS) that manages the electronic blueprints, and various educational facility documents through various smart devices.
In the event of a fire and a disaster, prompt and accurate alarms inside and outside the building are directly related to the minimization of damage and the success of life evacuation. However, due to unwanted fire alarms in automated fire detection systems, the number of dispatches by misunderstanding in the 119 service is increasing. This causes the insensitivity to the safety of building managers and the waste of the fire-fighting power. Therefore, in this study, the statistical databases and literature on unwanted fire alarms in Korea and abroad (USA, UK) were identified and the management systems for unwanted fire alarms were compared and analyzed to identify problems of statistics in the management systems for unwanted fire alarms.

DXD-19 is a flexible sheet explosive, which is a new polymer-bonded explosives(PBX's). DXD-19 is relatively insensitive and can be extruded into various configurations to be applied to munitions. A typical application includes multi-point initiation for the warhead, cutting/severance devices and transfer lines. The DXD-19 composition employs a binder system derived from the thermoplastic elastomer(HyTemp 4454) containing $5\%$ OH terminated with isocyanate curable for increasing mechanical properties. The use of an elastomer CAB increases its mechanical properties and the use of an energetic plasticizer BDNPF/BDNPA(F/A) improves the process ability as well as energy contents. The composition of the extruded DXD-19 formulation is formed $\%$ weight of $PETN/HyTemp/ATEC/(F/A)/CAB=72\~73/12\~13/6\~7/6\~7/1\~2$. Our safety tests of DXD-19 shows Insensitivity to an impact test and friction test, good thermal stability and excellent mechanical properties.

In this study, we analyzed the safety accidents that occurred in the apartment construction site and the correlations between the victims according to the type of work accidents through multiple correspondence analysis. There is a lack of disaster-related studies on apartment construction sites, the third most frequent building type in Korea, and most of them have used survey techniques. Therefore, the exploratory data analysis was conducted in industrial accident cause data, and derived the correlation analysis between each disaster victim through multiple correspondence analysis. The results of the study are summarized in two as follows. First, as the number of heights increased due to the high rise and complexity of apartments, the fall rate and mortality rate were high. In addition, deaths are mostly caused by very few experienced workers or those with more than 10 years of experience, resulting from safety training, lack of experience, and insensitivity to safety. Second, multi-correspondence analysis showed that most safety accidents can be prevented by wearing safety equipment, and following proper work process and its safety action. The key factors derived from this study can be used for safety education, supervision, and management in apartment construction sites.
Our society is endemic in safety insensitivity, yet we have been concerned for safety education and disaster drill since the Sewol Ferry accident. However, the practical training costs very high, and it has its limit to increase reality. Recently, industry fields put emphasis on virtual reality (VR) as alternatives, so various contents are invented by using advantages of VR. The paper explores crucial application in 3-dimensional simulation for fire drill, suggests novel design, and contemplates about educative result through designing process. In order to construct and materialize the suggested system, practical 3D spatial information model and various disaster-drill scenarios are necessary. Also, to apply game elements for augmentation in users' utility, educations based on computer science and visual art are inevitable, which requires skills in programing and modeling respectively. Thus, this study investigates educational effect of convergence field through the suggested system designing process.
Purpose: The purpose of this study is to analyze the walking characteristics of jaywalking pedestrians, which account for a large proportion of deaths in pedestrian traffic accidents. Method: As for the analysis method, after collecting data of jaywalking pedestrians using imaging equipment, frequency analysis and statistical verification were performed on the jaywalking characteristics of elderly and non-elderly people. Result: It was found that there was a difference in the characteristics of jaywalking between the elderly and non-elders, but in the case of walking speed, insignificant results were derived. However, it was found that among the elderly, the group having difficulty walking in general had a lower walking speed than the group that did not. Conclusion: It is judged that one of the causes of jaywalking is the perception of illegal activities and insensitivity to the risk of accidents, not the age and walking ability. Therefore, in addition to safety education, it is judged that it is necessary to provide pedestrian safety information that requires the driver's attention in multiple jaywalking sections.
This study selected the Marine Corps camp accident in 2013 as its subject and analyzed it in order to explore the relevance of media framing on discourse on the safety of outdoor experience activities. Data were collected from search sites provided by news coverage data from March 26, 2010 when the sinking of the South Korean Navy corvette Cheonan occurred in South Korea, which had seen a surge in Marine Corps experience camps, to July 21, 2013, a few days after the Marine Corps camp accident. Data about a total of 211 cases 138 cases before the Marine Corps camp accident, and 73 cases after the accident were inductively analyzed. According to the results, news coverages on the Marine Corps camp were largely divided into positive framing that glamorized outdoor experience activities before the accident and negative framing after the accident. To put it concretely, the framing before the accident tended to glamorize outdoor experience activity as the best educational program which helped the participants to enhance their patience and sense of independence through boot camp experience, thereby increasing their self-esteem and arousing their cooperative spirit as members of society. However, after the accident media framing tended to publicize insensitivity to safety. The media framing characterized by dualistic coverage is considered to be an obstacle to the spread of safety culture, which is required in South Korean society. Therefore, media need to maintain more cool-headed and objective attitudes when reporting news.
Disproportionate collapse triggered by local structural failure may cause huge casualties and economic losses, being one of the most critical civil engineering incidents. It is generally recognized that ensuring robustness of a structure, defined as its insensitivity to local failure, is the most acceptable and effective method to arrest disproportionate collapse. To date, the concept of robustness in its definition and quantification is still an issue of controversy. This paper presents a detailed review on about 50 quantitative measures of robustness for building structures, being classified into structural attribute-based and structural performance-based measures (deterministic and probabilistic). The definition of robustness is first described and distinguished from that of collapse resistance, vulnerability and redundancy. The review shows that deterministic measures predominate in quantifying structural robustness by comparing the structural responses of an intact and damaged structure. The attribute-based measures based on structural topology and stiffness are only applicable to elastic state of simple structural forms while the probabilistic measures receive growing interest by accounting for uncertainties in abnormal events, local failure, structural system and failure-induced consequences, which can be used for decision-making tools. There is still a lack of generalized quantifications of robustness, which should be derived based on the definition and design objectives and on the response of a structure to local damage as well as the associated consequences of collapse. Critical issues and recommendations for future design and research on quantification of robustness are provided from the views of column removal scenarios, types of structures, regularity of structural layouts, collapse modes, numerical methods, multiple hazards, degrees of robustness, partial damage of components, acceptable design criteria.
Various disasters have been continuously occurred in Korea from 1990s to now. However, there is no substantial improvement against damages as compared with the past due to various reasons such as lack of fundamental recognition, ineffective response systems and widespread insensitivity to safety. More worse, new types of disasters have been frequently generated due to rapid changes in social structures and industrial development, unusual changes in weather and changes of international situations. These disasters request comprehensive countermeasures. In particular, while material damages by disasters can be recovered, the losses of precious lives cannot be recuperated in any ways. Thus, it is critical to set effective disaster medical plans. The first way to minimize damages by disasters is the prevention and the next is to set the disaster medical plans focusing on preliminarily activating the emergency medical system to rapidly rescue and take appropriate emergency medical services for casualties in the early stage when any disaster occurs. Nevertheless, no sufficient researches or references do not exist up to now. Even worse, effective emergency medical systems that play critical roles in increasing survival rates of casualties in actual disaster areas is not deployed. For the United States, the consistent countermeasure system is established in FEMA through a close cooperative system with relevant organizations for serious accidents including terrorists' attacks or natural disasters. For the emergency medical services in disasters, the disaster medical plan is set to cope with any disasters in perfect order by special area as operating the National Disaster Medical SystemESF#8 Role by FEMA. Accordingly, we need to set the extensive and integrated disaster prevention system for rapid and flexible operation against various kinds of serious accidents. This study identified overall problems in disaster control plans in Korea and suggested how to improve the emergency medical service system in disaster areas. Furthermore, it aims to prepare the basic data to set the effective emergency medical service plans when substantial casualties break out and more reasonable and systematic disaster control plans to cope with the future occurrence of serious disasters.
