SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. One of the most important issues in a small and medium sized enterprise (SME) is to identify how to apply IT to the organization so that it maximizes the effectiveness of IT. In general, a large company mainly plans to adopt, implement, and stimulate a new IT in a viewpoint of advanced IT system's capability for maximizing the effectiveness of IT. However, SME requires a totally different approach since SME's situation is different from a large enterprise's one. In this study, we investigate several factors that have an influence on the successful IT adoption and implementation of a SME through the case of Hwacheon. We also find out that CEO's support, CEO-initiating strategic meeting, IT development ability, and organizational compatibility in the introduction stage of IT are relatively more important than those in the implementation stage of IT, whereas IT flexibility, system quality, training and support, overcoming organizational resistance and performance improvement in the implementation stage of IT play critical roles in the IS success. Our results show that the advance of IT may not guarantee the success of IT implementation.
The rapidity at which industrial and business management environment has become globalized, including the FTA, has provided valuable opportunities for domestic small and medium enterprises (SMEs) to obtain global technological business. However, it is unclear whether or not the SMEs' attempt to advance global technological business is producing fruitful results. This study begins with defining global technological business and the efforts of SMEs to develop them and proceeds to discuss survey results that asked the reasoning behind SMEs that entered or wish to enter foreign spheres (China, Japan, Southeast Asia, and Europe) of businesses, and also perform factorial analysis to obtain substantiation. The study classified the relevant SMEs using clustering method. Based on the results, the study makes recommendations to executives in instilling global-minded strategies, on customized support strategies depending on the SME's capability and its intended foreign entry sphere, and on strengthening the SME's competence on the global scale.
Recently many companies are utilizing CSR as an important strategic means because of increasing concern about CSR from society and securing a sustainable competitive advantage. With this background, this study conducted an empirical investigation using a statistical tool based on survey data about a casual relationship between organizational capabilities, proactive CSR, reactive CSR and Business Performance from a RBV perspective. The result of this empirical study is as follows, First, SME's specified organizational capabilities have positive and significant effect on a proactive CSR. Second, the proactive CSR is positively related with business performance but reactive CSR is not like that. Third, SME's organizational capabilities do not have a positive and significant effect on business performance directly but have a indirect effect on business performance through proactive CSR which is a value creating activity. This research is likely to give some contribution to both SME's CSR study and resource based view (RBV) research.

The objective of this research is to study the confirmative components of strategic intuition capability and the study of causal influence between strategic intuition capability and firm performance of SMEs in Thailand. The consistency method, structural equation models and empirical data were used to test the influential factors on firm performance. Models were then proposed for the development of the strategic intuition capability of entrepreneurs in Thailand. The research sample consisted of 342 SME provincial champion entrepreneurs listed with Thailand's Office of Small and Medium Enterprises. The research results reveal that the model of strategic intuition capability responded well to the empirical data. Additionally, a relationship was identified between firm performance and the causal influence of the strategic intuition capability of entrepreneurs. In accordance with the empirical data, the strategic intuition capability of entrepreneurs had a significant causal influence on firm performance (Chi-square = 35.71, df = 25, P-value = 0.07615, GFI = 0.98, AGFI = 0.96, RMSEA = 0.033, RMR = 0.027). Furthermore, with respect to the development of strategic intuition capability, the development of genuine wisdom based on systematic knowledge management achieved via conscious mental concentration may lead to the next stage of strategic intuition.
With regard to CSR, Proactive CSR has been less researched in small and medium enterprises(SMEs). This study examines empirically the association between SME's organizational capabilities, proactive CSR and performance as well as a moderating role of perceived uncertainty between capabilities and proactive CSR. Using quantitative data collected from sample of 485 SMEs in Korea, we find that all specified capabilities are positively associated with adoption of proactive CSR by SMEs and that proactive CSR is, in turn, associated with an improvement in firm performance. In addition, we also find a mediating role of proactive CSR on the association between capabilities and performance as well as a moderating role of perceived uncertainty between capabilities and performance. The study is likely to contribute to SME's CSR strategy.
