A Study for Improving Trade and Commerce between Korea and Russia

  • This paper attempts to provide a way to improvement in trade & commerce between Korea and Russia, analyzing the influence of the circumstances of the Russian economy on economic relations between the two countries. The study briefly reviews the current situation of the Russian economy, and tries to examine the strong points to be considered as leverage for cooperation and the weak points to be overcome. Previous studies have determined that the Russian economy has unlimited potential for growth, because it is endowed with abundant resources, and has a government willing to reform for the opening of the economy, as well as high-quality labor. However, the economic structure is vulnerable to impact of the worldwide financial crisis. It is not possible to overlook its institutional fragility and vulnerability such as a corrupt bureaucracy or a relatively large black market. These undesirable factors may not only undermine the basis of Russia economy but also a hindrance to economic cooperation by increasing economic uncertainty. This paper attempts to analyze comprehensively the socio-economic factors that influence the open-economy of Russia, and to illustrate strategies for improvement in trade and commerce through the viewpoint of Korean firms that are already in business or are trying to enter in the near future. Some measures to improve their economic cooperation are suggested at the end.

  • Power cables made of high temperature superconductors (HTS) are considered as most advanced applications of superconductivity for electro-energetics. Several cables made of the First Generation (1G) HTS wires have been produced and installed to electrical grids worldwide. Power cables made of the Second Generation HTS wires (2G or Coated Conductors) are in active development. Most basic principles of HTS power cables development have been published in many works since 90-ties. In this Review we would like to present our new developments mostly directed to 2G HTS compact power cables. We are presenting the methods to optimize a design of 2G AC compact power cable providing uniform current distribution among cable layers and the production technology approaches to implement such a design. AC losses measurements in such cables and other test methods are described. Some problems of the development 2G HTS power cables with small diameters are discussed. We presented as examples designs, developments and test results of two major coaxial cables designs: single-phase (cable core and a shield) and three-phase (triaxial: with three coaxial phases).

  • The article examines the stage of verification of a crime report from the standpoint of the need for its legislative regulation. Moreover, it investigates the international experience in this field. The existing procedural models are described in detail on the example of the neighboring and faraway countries. An analysis of the provisions of the current criminal procedure law of Russia and foreign experience allowed the authors to identify existing problems in the implementation of departmental control and prosecutorial supervision at the stage of verifying a crime report. The aim of the study is to develop theoretical provisions and recommendations regarding the implementation of departmental procedural control and prosecutorial supervision over the activities of the investigator during the verification of reports of crimes, based on the study of experience, both in Russia and in a number of countries of the near and far abroad, which could find their reflection in law enforcement practice, as well as aimed at improving the current criminal procedure legislation. The authors substantiated the theory that a detailed examination of the foreign procedural foundations of checking a crime report will allow us to form the most suitable model for checking a crime report for our state, taking into account all possible features and successfully implement it into the current criminal procedural law of the Russian Federation.

  • The experimental investigation of resistance and thermal impacts stability of coated conductor joints has been carried out. We measured resistances of solder layers with the thicknesses ca. 10, 20, 30 and $40{\mu}m$ and additionally studied their stability against thermal impacts. The obtained results show a high quality of this joints and their applicability, e.g., for design of current leads in various superconductive energy applications.

  • This paper aims to analyze the influences of the socio-cultural environment on discourse in translation. To illustrate a deep connection between discourses and societies in which they were produced, communicative patterns of high- and low-context cultures are examined. Though the original version of the translated text comes from a different culture, the translation reflects communicative preferences of the target culture. To uncover some of these preferences, a comparative study of two translations from Russian into English and from English into Russian is conducted. This study, together with further investigation of some more recent translations into Russian, revealed a number of choices affected by translators' cultural background (for example, making the translation more emotionally charged) and current ideological preferences in the society (excessive use of anglicisms).

  • The article aims at studying the institution of human rights in an ever-evolving world in the context of the interdisciplinary approach. The main scientific method was deduction that allowed examining the specific interdisciplinary approach in relation to the institution of human rights on the global scale. To solve the issue set, it is necessary to study legal foundations and features of the interdisciplinary approach to the institution of human rights in the modern world. The article proves there is no theoretical anthropological understanding of the institution of human rights. It has been concluded that the appeal to anthropological jurisprudence requires the identification of the initial theoretical and methodological principles, parameters and axioms of cognition, the integration of a person into the subject field of legal science, linking jurisprudence with the chosen external environment (philosophy, sociology, theology, etc.), predetermining the existence (understanding) of a person, causing qualitative differences and the structure of subject-methodological phenomena. In addition to the identification of such hypotheses, prerequisites and axioms, the basic method (principle) of cognition and its heuristic potential are also being searched (defined). The terminological designation of the formed subject-methodological phenomenon (legal anthropology, anthropology of law, anthropological approach, etc.) reveals its role in the system of interdisciplinary relations of legal science.

Anode processes on Pt and ceramic anodes in chloride and oxide-chloride melts

  • Platinum anodes are widely used for metal oxides reduction in LiCl-Li2O, however high-cost and low-corrosion resistance hinder their implementation. NiO-Li2O ceramics is an alternative corrosion resistant anode material. Anode processes on platinum and NiO-Li2O ceramics were studied in (80 mol.%) LiCl-(20mol.%)KCl and (80 mol.%)LiCl-(20 mol.%)KCl-Li2O melts by cyclic voltammetry, potentiostatic and galvanostatic electrolysis. Experiments performed in the LiCl-KCl melt without Li2O illustrate that a Pt anode dissolution causes the Pt2+ ions formation at 3.14 V and 550℃ and at 3.04 V and 650℃. A two-stage Pt oxidation was observed in the melts with the Li2O at 2.40 ÷ 2.43 V, which resulted in the Li2PtO3 formation. Oxygen current efficiency of the Pt anode at 2.8 V and 650℃ reached about 96%. The anode process on the NiO-Li2O electrode in the LiCl-KCl melt without Li2O proceeds at the potentials more positive than 3.1 V and results in the electrochemical decomposition of ceramic electrode to NiO and O2. Oxygen current efficiency on NiO-Li2O is close to 100%. The NiO-Li2O ceramic anode demonstrated good electrochemical characteristics during the galvanostatic electrolysis at 0.25 A/cm2 for 35 h and may be successfully used for pyrochemical treating of spent nuclear fuel.

  • Nasucon lamp and Russian ones, which are coated with some special materials on the glass bulb, gave good clinical results for a cancer therapy. They are experimentally studied with Automatic Bioelectric Response Recorder on the six placements of the electrodes (two feet, two hands and two foreheads). They reduced the current rather than the control (natural) state. However infrared lamp and Chinese God light did not reduced the value current. Hemoglobin in blood. Brown gas, Ti$_3$SiC$_2$ and Nasucon have planar crystallizing $\pi$-bonding bonding layer and covalent bonding one in sequence commonly and thus the alternating magnetic fields are protected. Nasucon lamp and Russian ones utilized electric bulbs in order to generate alternating magnetic fields and to produce absorbing force.

Some Problems of the Partial Discharge Burning Time

  • The problem of the partial discharge (PD) extinction is investigated. The transient process takes place in a small spherical inclusion which is located in the dielectric. Both the losses caused by polarization and ohmic losses as the dielectric parameters are taken into account. From the inclusion standpoint the dielectric is considered as an active two-pole element (equivalent generator) and inclusion represents by own current-voltage curve. PD extinction voltage was shown to depend on the polarization loss tangent.
