The importance of human resources empowerment for operation and management is increasing for sustainable effects and improvement in mountain eco village development projects. This study aimed to understand the cognition characteristics of operator who works for mountain eco villages as part of the mountain village development and to suggest improvement methods in empowerment training aspects. The survey contained operator's empowerment and operator systems in mountain eco villages and the results were analyzed for the study. Operators who joined the mountain eco village operator training course by Korea Forest Service were conducted the survey on March 12th~13th in 2012 and March 13th~15th in 2013. 69 and 58 of questionnaires were collected respectively and analyzed for the study. T-test was applied to Intergroup cognition difference and regression analysis was used for influential factors in necessity of operator's role. Collected data was analyzed by statistical package programme SPSS 18.0 version. According to the comparison of empowerment cognition with contingent upon training experience, 'harmony with residents' showed significantly difference at p<0.05 level. In the recognition comparison for prospect of future mountain eco village development, 'various training experiences' was significantly difference at p<0.01 level between positive and negative prospect group. Regression analysis revealed that 'communication with village leader', 'harmony with residents', and 'idea related to the project' have an effect on necessity of operator's empowerment significantly. Based on the results, the study suggests improved directions for operator's empowerment training as a horizontal leader who conduces a mountain village.

The purpose of this study is to verify the effect of the authentic leadership of social enterprise leaders on the happiness and job crafting of employees, the mediation effect of job crafting in the authentic leadership of the leader and the happiness of the employees, and the coordination effect by the Grit of the employees. For verification, the relationship between authentic leadership and job crafting, happiness and grit and seven research theories were established. In addition, 47 questionnaires were drawn through prior research on happiness, authentic leadership, job crafting, and grit, and five executives and workers of social enterprises in Chungcheongbuk-do(Province) were surveyed on a five-point Likert scale. The collected survey data were conducted through the SPSS and AMOS for basic statistical analysis. The Macro Process of the bootstrap method was used to verify the mediation effects, the regulated effects. This study has conducted exploratory and confirmatory factor analysis, correlation analysis, structural model analysis through the survey results and the analysis results verify the hypothesizes. The study found that authentic leadership affects the happiness and job crafting of employees, and that job crafting affects the happiness of employees, and the relationship between authentic leaders and employees affects job crafting. It has also been shown that the Grit of its employees affects their job crafting and happiness and also has a mediation effect on job crafting and happiness. In the policy environment of the changing rural development project, the social economy establishment plan for the virtuous circle of resources in the region should be considered, and education programs should be introduced to improve the authentic leadership of the leaders.

본 연구는 지금까지 추진되어 왔던 전통테마마을 사업의 추진성과를 분석하기 위해 인적 요소, 경제적 요소, 사회적 요소 등으로 구성된 평가지표를 개발하였다. 평가지표에 대한 객관성을 확보하기 위해 전문가를 대상으로 AHP법을 이용하여 중요도 평가를 실시하였다. 평가지표의 중요도는 주민만족도 (150), 주민참여도 (145), 경제적효과 (123), 민박가구수 (101), 리더양성정도 (96), 사업이해도 (90) 순으로 나타났다. 6개 마을에 적용한 결과, 해바리마을, 다랭이마을, 남사예담촌, 물레방아떡마을, 산첩렵마을 순으로 평가량이 산정되었다. 농촌마을 간의 균형적인 발전을 도모하기 위해 인적 측면, 경제적 측면, 사회적 측면에서 개선방안을 제시하였다.

본 연구는 농촌지역 발전 및 주민의 삶의 질 향상을 위해 추진된 정부의 다양한 정책 및 사업의 성과를 분석하기 위해 현재 추진 중에 있는 농촌지역개발사업 중 대표성이 있다고 판단되는 농촌마을종합개발사업을 분석대상 사업으로 선정하였다. 분석을 위해 경남 2개 권역과 전남 2개 권역을 사례연구대상권역으로 선정하였다. 사업에 대한 만족도 분석결과, 전체적으로 사업추진에 있어서 각 지역유형별로 명확한 구분을 통해 만족도를 분석하는 것은 상당한 어려움이 있으나, 전반적으로 지역특성별(농촌지역, 중산간지역)로 주민들의 사업에 대한 이해 및 추진과정에서의 만족도 등은 다소 차이가 있음을 확인하였다. 또한, 전반적으로 농촌지역 2개 권역 주민들이 중산간지역 2개 권역 주민들에 비해 상대적으로 사업 추진 전반에 대해 부정적인 의견을 많이 표출하였다. 향후 원활한 사업추진을 위해서는 주민들의 사업에 대한 이해, 서로 돕고 협력하는 마을 공동체 의식의 복원, 바람직한 리더 육성, 실효성 있는 마을 규약 마련, 개방적 포용적 자세로의 전환과 농촌마을종합개발사업 추진 및 운영방법의 현실화가 필요할 것으로 판단된다.

The purpose of this study was to develop guidelines for sustainability of back-to-farm community village in 4 aspects; social environment, maintenance and management, regional environment, and economic environment. These 4 aspects, which count for sustainability, based on the comprehensive comparative analysis about items that field survey and literature suggested. Conclusions of guideline are of the following. The guidelines on social environment are developed by 3 items; resident participation and activity, village leader, decision making in village and person in charge of operation. The guidelines on maintenance and management are developed by 5 items; village operation system, village regulation, transparency of management, village operation expenses, and management type. The guidelines on regional environment are developed by 2 items; support by central and local government, and area projects and connection to regional resources. The guideline on economic environment is not developed due to low demands of based production facilities and income increase facilities.

The objectives of this study were to analyze the present status of upbringing young farmers and to suggest directions for the future improvement for upbringing the young farmers' workforce in rural Korea. This study was conducted through review of literature related to agricultural workforce and young farmers. Opinions were collected from agricultural workforce staff of city and county extension center about role, development strategy of young farmers' workers. The total of 145 extension educators in charge of workforce section at Agricultural Extension Centers at city and county level participated in the study and 137 data were used for final analysis. The major findings from this study were as follows: 1) The strategy for the upbringing young farmers should be established by national and local governments. 2) The status for the young farmers' policy must be placed high er than present situation. 3) The systems and rules should be deregulated for the secure agricultural production base. 4) Agricultural income sources should be developed extensively by national and local governments.

This study analyzed the effect of the farm's sense of community on participation satisfaction by participating in the contract cultivation of onions. To this end, we investigated the participation satisfaction with the sense of community's emotional connection, fulfillment of need, membership, and influence. According to the analysis of the sense of community of onion farmers, the definition of need, membership, and influenced participation satisfaction and were statistically significant. It was also shown to affect sense of community in the order of membership, Influence, fulfillment of need, and emotional connection. Therefore, it is necessary to form a continuous relationship with the leader and Nonghyup, to lead to improved farm income, induce pride as a member of participating farmers, and form a positive perception among onion farmers.

Coordination has been identified as a concern in the cross-cutting issues of food security and nutrition (FSN) in Cambodia. Food Security and Nutrition Information System (FSNIS) in Cambodia is the only "entry portal" to support policy formulation and decision-making with regard to FSN. While this knowledge and information management system has earned a respectful reputation, Council for Agricultural and Rural Development (CARD) faces many challenges in the implementation of the system. This paper will present how FSNIS has been developed and impacts on policy or strategy related to FSN. In addition, sustainability of the system is a key challenge for FSNIS; yet it is interesting to see how it works. Along with a success story, FSNIS is recognized by its stakeholders as the most successful knowledge and information management system in the field of FSN in Cambodia.

본 연구의 목적은 5.16 군정기 1962년 전라북도가 추진한 "보고가는 마을"운동을 소개하고, 당시의 평가를 통해 우리나라 농촌지역개발 초기의 사업내용과 그 의미가 현재 마을 단위 농촌지역개발과 어떻게 연계되어 오고 있는지를 찾고자 하였다. 이를 위하여 1960년대 잡지, 신문, 보고서 등의 관련 자료를 분석하는 문헌연구를 실시하였다. 1962년도 "보고가는 마을"은 총 4,031개 마을이 조성되었으며, 각 부락의 지도자들은 "농촌의 등불"로 지정되었다. 당시 관련 자료의 재구성을 통해 "보고가는 마을"이 재건국민운동과 지역사회개발사업의 이론적, 행정적 틀 내에 있었고, 신생활운동과 생활개선사업이 실질적인 사업내용으로서, 해방이후 전라북도가 자체적으로 추진한 최초의 농촌지역개발사업이며, 관 주도로 추진된 전국의 모범부락 운동의 시발점임을 확인하였다. 또한 "보고가는 마을"은 시찰과 견학을 위한 일종의 관광부락, 전시부락이었고, '관광마을'이라는 단어가 신문에 등장한 최초의 사업이었다. 본 연구는 국가의 정책을 중심으로 한 지금까지의 농촌지역개발사에서 간과되어 온 미시적인 지방사를 발굴하였다는 측면에서 향후 관련 연구의 기초자료로 활용될 수 있으리라 판단된다.

코로나19 유행에서 건강마을 위원들을 대상으로 주요 건강문제, 건강리더의 역할, 필요한 사업, 비대면 사업 추진을 위한 디지털 환경을 조사하여 코로나 장기화에 따른 농어촌 주민 대상 건강마을 사업의 방향을 제시하고자 하였다. 2020년 11월 30일부터 12월 21일까지 건강마을의 건강위원 총 585명을 전화면접조사 하였다. 주민들이 인식하는 건강문제는 코로나19 감염우려(48.5%), 우울(32.5%), 의료서비스 이용 어려움(9.4%), 운동 부족(7.7%)의 순이었다. 코로나 상황에서 건강위원회의 역할은 방역수칙을 지키도록 격려하였다가 91.3%로 가장 많았다. 필요한 건강마을 사업으로 건강물품 제공, 정신건강사업 요구도가 높았다. 가정 내 인터넷이 연결된 컴퓨터나 스마트 기기가 있다는 17.9%, 인터넷 정보의 접근과 이용에 문제가 발생한 경우 쉽게 도움 받을 사람이 마을 내 있다는 42.2%였다. 주민 공공시설에 동영상 시청은 36.9%, 인터넷 사용 가능은 22.2%였다. 코로나 방역과 치료로 농어촌 주민들에 대한 보건의료 서비스 제공이 원활하지 않은 공중보건 위기 상황에선 마을 내 건강리더를 통한 건강관리와 방역이 필요하며, 비대면 환경에서 주민 참여형 건강마을 사업을 할 수 있는 디지털 환경 인프라 구축이 요구된다.
