In this study, the magnitude of the influence of word frequency on the change of perception of residents before and after resident competency strengthening education in villages where the rural field forum was conducted was analyzed. The results of analyzing the changes in residents' perceptions of the village development project according to the frequency of words are as follows. It was found that talking about surrounding factors had a greater influence than individual factors of keywords. In addition, the frequency of word use had a positive effect on the resident's perception. It was analyzed that items with high awareness of resident prior to resident competency-enhancing education had a low impact.
The purpose of this study is to introduce a rural development project utilized Participatory Rural Appraisal(PRA), which has been widely developed and applied as an approach and methods for participatory rural development since 1990's. In the ODA project titled as "Happiness Program", a comprehensive community development program designed and conducted by KOICA for underprivileged ethnic minorities in Lao Cai province, Vietnam, the villagers were able to analyse the realities of their situations, to plan, to act, and to monitor and evaluate their actions for improvement through all the processes of PRA utilization. Apart from the successful implementation of participatory rural development activities, this project also made a contribution to extending our knowledge about PRA by presenting the monitoring and evaluation system built for the project and the impact analyzed by the system such as increase in villagers' annual income, expansion of infrastructure, capacity development and etc.
This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.
The gap of the quality of life and living environment between urban and rural area have been widened since the industrialization and urbanization oriented five year economic development plans started in 1963. To mitigate the gaps, Korean government had commenced the cultural(collective) village development projects, as a pilot cases such as Gyeryong and Ucheon projects from 1991. This paper contains first the concepts of cultural village, types of village formation, types of village development, allocation problems of housing sites, procurement of project costs and other problems experienced during constuction of the projects. The main policy guidelines for the successful development of cultural villages are as follows: 1. Cultural village development should be carried out in coincide with the present status of farm household incomes. 2. The countermeasures should be consistant with the general objective of the cultural village development institutionally. 3. Propaganda of the cultural village development in rural area is prerequisite to success the projects. 4. Favourable terms and conditions of credit loans as loan amount of 30 million won with interest rate of 3% per annum and 25 years repayment period including 5 years grace period should be given by the Government. 5. Special benefits in the tax system should be given to rural peoples in the cultural villages. 6. The cultural village development should be classified into two groups as the cultural village development in rurban area and the cultural village development in rural area.
The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.
Classification results of rural villages provide useful information about rural village characteristics to select similar villages in rural development project; many researches about regional classification have been practiced. Recently rural amenity was introduced as an alternative for rural development, and rural villages have been surveyed to find potential resources for rural development by 'Rural Amenity Resources Survey Project'. Accumulated information through this survey project could be used to classify rural villages. However existing rural classification method using statistical data is not efficient method to use rural amenity resources information described with text. We introduced Information Bottleneck Method (IBM) based on information theory and implemented this method to classification with rural amenity resources information of Yanggang-myen, Yeongdong-gun in Chungbuk province.
The purpose of this study is to suggest some ways for the development of rural agricultural area to head. For the purpose, this study analyzed residents' participation in the project and their satisfaction on the change of villages, in consideration with the type of village and its socio-demographic variables. The 101 residents of the 4 villages in Yeoju-gun, Gyeonggi-do, responded the questionnaire. The results are as follows. 1) The most important objective of the development project, responded residents, was to expand sales channel of agricultural products and find profitable vegetation, and they participated in it with eager. The residents, however, showed passive participation in the cleaning, planting and reforming in village. 2) The satisfaction level with the development project averaged 3.09 of 5 in the natural environment, 3.05 of 5 in the spatial environment, 2.58 of 5 in the economic environment, and 3.13 of 5 in the social environment. In every aspect, centralized villages showed more satisfaction than scattered villages, ages of under 60 were more satisfied than over 60, and over high school graduates answered more satisfied than under middle school graduates.

This study aims to assess Green-Tourism accessibility of Rural Experience Village and then prepare improvement methods. To do this study, we surveyed 25 operators of Rural Experience Village in Chungbuk. We used 21 issues in all for analysis and the following shows a summary of major results. Rural Experience Village has a generally hard time conducting facility maintenance. Countermeasures for maintenance are required to run smoothly. Since Rural Experience Village has difficulty attracting visitors to the village, countermeasures are needed to attract visitors through business promotion. The results of assessing Green-Tourism accessibility showed us that some villages are a lot more accessible than others. Therefore, it is necessary that there should be improvements of Green-Tourism accessibility by attracting visitors and increasing operating days so that Green-tourism accessibility can be enhanced. In spite of its high level of accessibility since Rural Experience Village belonging to Goesan has low profitability, it is especially imperative that we establish more positive project promotion to cover it.
This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.
