Deriving Basic Living Service Items and Establishing Spatial Data in Rural Areas (농촌 생활권 기초생활서비스 항목 설정 및 공간데이터 구축을 위한 기초연구)

  • This study aims to derive basic living service facility items in rural areas and construct related spatial data. To do this, a literature review on the laws and systems related to the residential environment and services in rural areas, rural spatial planning, and the 'Rural Convention' strategic plan reports for the Jeolla and Gyeongsang Region in 2021 was conducted. Primary data collection and review on the list of basic living service items in rural areas derived from the analysis were conducted. After data collection, 12 sectors and 44 types of rural basic living service items were derived; the data selection was carried out based on the clarity of the subject of data management, whether it was established nationwide, whether it was disclosed and provided, whether it was periodically updated, and whether it was an underlying law. Afterwards, data on the derived rural basic living service items were constructed. Afterwards, spatial data on the derived rural basic living service items were constructed. Because open data provided through various institutions were employed, data structure unification such as data attribute values and code names was needed, and abnormal data such as address errors and omissions were refined. After that, the data provided in text form was converted into spatial data through geocoding, and through comparative review of the distribution status of the converted data and the provided address, spatial data related to rural basic living services were finally constructed for about 540,000 cases. Finally, implications for data construction for diagnosing rural living areas were derived through the data collection and construction process. The derived implications include data unification, data update system establishment, the establishment of attribute values necessary for rural living area diagnosis and spatial planning, data establishment plan for facilities that provide various services, rural living area analysis method, and diagnostic index development. This study is meaningful in that it laid the foundation for data-based rural area diagnosis and rural planning, by selecting the basic rural living service items, and constructing spatial data on the selected items.

Comparative Analysis of Spatial Distribution of Rural Living Service Facilities and Depopulation Areas (농촌 생활서비스 시설 분포와 인구감소지역의 비교분석)

  • The purpose of this study is to derive implications by comparing the spatial distribution of each service facility per unit population(1,000 people) with population decline areas. For this purpose, major concepts such as living infrastructure services, Spatial Distribution of Rural Living Service Facilities, areas of declining population, and regional extinction were reviewed and trends in prior research. Based on the literature review, 'Spatial Distribution of Rural Living Service Facilities' analysis criteria were set, and it was derived by 'the number of facilities per 1,000 population by township' using population data and rural space data. And the trend of each service sector was identified and implications were derived with 89 cities and counties in 'depopulation areas' suggested by the Ministry of Public Administration and Security. The derived implications are as follows. In the medical, leisure, and sports infrastructure sectors, 'rural areas with few service facilities per unit population' and 'depopulated areas' tended to coincide. In addition, the distribution characteristics of rural and urban areas differed by sector, which is judged to depend on the inclusion of rural facilities and population density.

Central Place System of Rural Areas and the Role of Eup-Myun Central Districts in Jeollabuk-do in terms of Living Service Supply (생활서비스 공급 측면에서 본 전라북도 농촌지역의 중심지체계와 읍·면 중심지의 역할)

  • This study aims to derive the life service supply structure in rural areas of Jeollabuk-do through the analysis of the centrality of life service in Eup/Myeon central area. In addition, mutual relationship between the settlement system in rural areas and the current status of the supply of living services in Eup/Myeon areas were also analyzed. In particular, in this study, the entire administrative districts of Jeollabuk-do are intended to be established as a single wide area unit, breaking away from the current status of living service supply at the Si/Gun level. This study mainly conducted with three points. First, the spatial range of Eup/Myeon central districts with centrality in terms of living service supply was established. Second, the hierarchical structure of the living service supply system in the rural areas of Jeollabuk-do was investigated through the analysis of the living service supply level based on the centrality and geographical distribution in Eup/Myeon central districts. Based on the analysis results, the central place system of rural areas in Jeollabuk-do was established in terms of living service supply. Third, through the analysis of the living service functions distributed in the central area, and the type of living service supply by hierarchy was identified.

Analyzing Migration Decision-Making Characteristics Based on Population Change Pattern and Distribution of Basic Living Services in Rural Areas (농촌지역 인구변화 특성 및 기초생활서비스 분포 특성을 고려한 이주 의사 결정 요인 분석)

  • Rural decline due to the decrease of the local population is an inevitable phenomenon, and a vicious cycle has been formed between a lack of basic living services and a population decrease in rural areas. Therefore, the study aims to derive the migration decision-making characteristics based on basic living service infrastructure data in rural areas. To do this, the population change over the past 20 years was categorized into six types, and the relationship between the classified population change types and the number of basic living service infrastructures was analyzed using decision tree analysis. Of the total 3,501 regions, 801 regions were the continuous decline type, of which 740 were rural areas. On the other hand, among 569 regions that were the continuous increase type, 401 regions were urban areas, confirming the population imbalance between rural and urban areas. As a result of the decision tree analysis on the relationship between population change types and the distribution of basic living service infrastructure, the number of daycare centers was derived as an important variable to classify the continuous increase type. Hospitals, parks, and public transportation were also found to be major basic living services affecting the classification of population change types.

A Study on Establishment of Rural Living Service Functions by Settlement Class (정주계층별 농촌생활서비스 기능정립 및 취약지역 기준에 관한 연구)

  • Recently, South Korea has prepared laws and systems to systematically manage rural spaces in response to the era of population decline and is making various efforts to promote related policies. However, various basic studies that can support this are still insufficient. In particular, in this study, the functions and roles of each settlement class were established along with the classification of the sedentary classes in rural areas, and the classification system for rural living services was established, and the hierarchy by functional facilities and the minimum standards for vulnerable areas (accessibility) were established. Specifically, in this study, the settlement class was divided into 4 classes of "central area - midpoint area - small point area - hinterland", and each function and role was presented, and the rural living service classification system was finally reestablished as 10 sectors and 31 functional facilities. In addition, the hierarchy and accessibility standards of rural living service functional facilities was set within 5 to 15 minutes for 'lower and basic services', within 10 to 20 minutes for 'medium and basic services', within 15 to 30 minutes for 'intermediate and complex services', within 20 to 60 minutes for 'high car/complex service' and within 10 minutes for 'urgent service'.

Rural Residents' Satisfaction of Living Environment and Social Service (농촌 주민의 생활환경 및 사회서비스 만족도)

  • The purposes of this study were to exploring the rural residents' satisfaction of living environment and social service. For these purpose we collected the data from the residents in rural area(1,000). The major findings of this study were as follows : First, the total satisfaction score is 58.9. The highest score group is housing and environment(69.9). And the lowest score group is cultural life and leisure environment. Various welfare services have been carried out for low income people, disabled people, old people, children and rural women within the social service system. But many respondents did not have chances to use social service because it was not efficiently provided many social services. So most of the residents in village wanted more welfare services. Second, the qualitative enhancement is more important than physical infrastructure expansion in order to improve rural settlement condition(housing quality, water supply and drainage, road and traffic system, medical care etc.)

Rural Standard Services Condition in Rural Fishing Area and The Improvement of Checking Methods for Implementation performance (어촌지역의 농어촌서비스기준 실태와 이행실적 점검방식의 개선방안)

  • The purposes of this study were to identify the living environment in rural fishing area and to suggest checking methods for implementation performance. Rural service standard is the key factor of rural development in Korea. In 2012. The first Implementations of performance was announced. The results were presented to the unit by the City and the County. Because of Fishing villages exists as a unit by the haengjeongri. It is difficult to know the status of the fishing villages by the Rural service standard. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that rural fishing areas were superior to general state of rural in the 8 items of rural service standard. Especially housing, transportation and health care sector in rural fishing area wes better than general state of rural. But Public safety and order is relatively poor. This is because Fishing village contains islands. Presenting to improve rural service standard based on the results of research. The items of rural service standard should be measured the actual residents' accessibility than opportunity of the public service, and after setting the rural service standard clearly related to the quality of life of residents in each sector. Accessibility aspects of the customer for the public services should be considered. Checking the performance for the unit by the City and the County should be replaced as a living zone in order to consider the facilities using nearby.

Study of Factors Influencing Depression among Elderly Women Living Alone in Rural Community Living Homes (농촌 공동생활홈 이용에 따른 여성 독거노인의 우울 영향 요인 연구)

  • This study aims to verify the effect of the rural community living home use through an analysis of depression among the elderly women who live alone in the rural community living home. A survey was conducted from July to September 2015 through direct interviews with 236 elderly people who live alone in community living homes at 52 locations across the country. The main results of this study are as follows. First, social support from family/relatives and neighbors/friends was found not to affect depression in the elderly living in community living homes. Second, satisfaction with health status, economic status and life appeared to affect their depression. This indicates the need for various measures to increase the subjective satisfaction of health. Third, when the demographic characteristics, social support and personal satisfaction were controlled, the period of use, satisfaction with use and operational service/no service were proven to have an impact on depression in the elderly living alone in community living homes. In other words, since the level of satisfaction with community living homes is very high and this has a positive impact on the elderly living in community living homes, it is desirable to have an ongoing policy for the homes to be utilized as important welfare resources. Based on these findings, this study proposes improvements in the user experience and programs and services offered for rural community living home business programs.

Research into Satisfaction Level by Recipients of Welfare Service for Elderly People Living in a Mixed Urban and Rural Areas (도농복합지역 재가노인복지대상자의 서비스만족도 - 가정봉사원파견사업을 중심으로 -)

  • Purpose: This research was done to analyze factors influencing satisfaction level with welfare services by elderly people living in a mixed urban and rural area and to identify directions for improvement of service by examining characteristics of the recipients, type and content of services and the correlation between the level of satisfaction and related factors. Method: The 102 elderly people receiving services from 4 institutions in a mixed urban and rural area were selected. The results of the research include the following. Results: First general characteristics of the service-recipients, and the actual condition of the service; Second, correlation between satisfaction level of the recipients and their economic condition, health condition and activities of daily living; Third, analysis of level of satisfaction related to type of services, frequency, time required, desire of the recipients and their attitudes; Fourth, satisfaction and related factors were identified and used to identify possible problems and directions to improve service. Conclusion: The results suggest the following as ways to improve service and to increase the level of satisfaction 1) Individualization of services 2) Improvement in the way of selecting recipients 3) Reinforcement of special training courses for service providers.

  • This study aims to develop the living SOC function index and classified classes using the GIS-based spatial analysis method by applying the "Central Place Theory" as basic data for classifying living areas necessary for establishing rural spatial strategies in Boryeong. Boryeong-si is classified as a southern living area in the northern living area, centering on Daecheon-dong, the first class, and it is analyzed that living services such as used car service procurement and education are needed, and the southern living area needs a mid- and high-vehicle service delivery system in Ungcheon-eup. It is believed that this study can provide important clues to the classification of central functional facilities suitable for rural centers, reinforcement of vulnerable functional facilities by living area, and provision of living services.
