수용체 지향의 건강영향평가를 위한 잠재노출 인구수의 산정·활용 가능성 연구 (A Study on the Application of Potential Exposed Population for a Receptor-oriented Health Impact Assessment)

  • 국내 법적인 건강영향평가로서 환경영향평가 내 위생 공중보건 항목의 평가는 특정 개발 사업에서 배출되는 유해대기오염물질 배출량 및 주변 주요 지점의 노출농도 산정, 이를 활용한 위해성 평가로 진행되고 있다. 하지만 개발 사업부지 주변의 노출 가능한 인구집단 규모를 고려하지 못하는 등 개발 사업부지 주변의 수용체 특성은 해당 위해성 평가에서 제대로 반영되지 못하고 있다. 본 논문의 목적은 개발 사업부지 주변의 노출 가능한 인구수를 산정 반영한 위해성 평가를 위해 잠재노출 인구수의 산정 및 이를 실제 위생 공중보건 항목 작성 시 활용하는 방안을 제안하는 것이다. 개발 사업부지 주변의 인구수 산정 관련한 국내 자료 현황을 파악하고 이를 고려한 잠재노출 인구수 산정 알고리즘을 제안하였다. 나아가 산업단지 개발 시 유해대기오염물질 배출을 가정한 사례 분석을 수행하였다. 잠재노출 인구수를 활용한 위해성 평가는 인구집단 위해도 개념이 적용되어야 함을 제시하였으며, 향후 연구로 평가결과에 대한 건강영향 여부의 판단기준 설정이 요구됨을 제안하였다. 또한 본 논문의 잠재노출 인구수 산정방법을 통해 개발사업의 입지제한 도구로의 활용가능성을 제안하였다. 이번 논문은 위생 공중보건 항목 작성 시 개발 사업부지 주변의 수용체 특성을 반영한 위해성 평가를 수행하는 방안을 제시했다는 것에 의미가 있다.

원자력발전소 비상전력계통 강화 방안에 따른 리스크 영향 평가 (A Risk Impact Assessment According to the Reliability Improvement of the Emergency Power Supply System of a Nuclear Power Plant)

  • According to the results of Probabilistic Safety Assessment(PSA) for a Nuclear Power Plant(NPP), an Emergency Power Supply(EPS) system has been considered as one of the most important safety system. Especially, the interests in the reliability of the EPS system have been increased after the severe accidents of Fukushima Daiichi. Firstly, we performed the risk assessment and the importance analysis of the EPS system based on the PSA models of the reference plant, which is the Korean standard NPP type. Considering a portable Diesel Generator(DG) system as the reliability reinforcement of the EPS system, we modified the PSA models and performed the risk impact assessment and the importance analysis. Although the reliability of the potable DG could be about 20% of the reliability of the alternative AC DG, we identified that Core Damage Frequency(CDF) was decreased by at least 4.6%. In addition, the risk impacts due to the unavailability of the EPS system on CDF were decreased.

다중이용시설의 폭발물 테러위험도 평가를 위한 건축계획요소 체계화 연구 (Classification of Architectural Design Elements for the Risk Assessment of Bomb Attack of Multi-Use Buildings)

  • As a preliminary step for developing vulnerability assessment model of terrorism, this study aims to deduce and classify architectural design elements of multi-use buildings to protect them from terrorism using explosives. For these objectives, eleven domestic and foreign guidelines of anti-terrorism, including RVS which is one of the commonly used tools for assessing vulnerability to terrorism, were analyzed. As results, 2 scenarios of explosive attack, 4 layers of defense, and 58 architectural design elements for risk assessment of terrorism were deduced. And the design elements were categorized into 18 groups based on their purpose and function to take into account the supplementary effects among them. Then, the design measures applicable for each element were classified into several grades on the basis of its protection or risk level. Lastly, 11 multi-use buildings were selected and investigated how the elements suggested in this study were applied to them.

무인 비행체용 연료전지 시스템 위험요소 분석을 통한 안전기준 개발 연구 (A Study on the Development of Safety Standard through the Risk Assessment for Fuel Cell System Applied to UAV)

  • Fuel cell powered unmanned aerial vehicles (UAV) are globally being developed for various application according to hydrogen roadmap. However, safety standards for hydrogen fuel cell for UAV have not been established. Therefore, in this study, we derive safety data based on risk assessment to develop safety standards for fuel cells for UAV. We use fault tree analysis method which is broadly used in hydrogen facilities as a risk assessment tool. We set hydrogen leaks and fires as top events and derived the basic events. Safety data for the basic events were derived by quoting overseas safety standards related to fuel cells. The safety data will be used for developing fuel cell inspection standard according to Act on Hydrogen Economy Promotion and Hydrogen Safety Management.

호소의 취약성 평가 (Lake Vulnerability Assessment)

  • 지속적인 사회발전으로 인하여 호소의 수질오염이 악화되고 있다. 호소의 특성 및 유역의 전반적인 측면에서 수질오염에 따른 호소의 취약성을 평가하기 위해, 본 논문에서는 기후변화 취약성 평가를 이용하여 호소 취약성-탄력성지수(LVRI)를 산정하였다. 금강 수계의 6개 호소에 대하여 취약성평가로 분류되는 3개의 주요 인자인 노출, 민감도, 적응능력을 대표하는 총 11개 세부평가항목들은 선정하였다. 또한, 엔트로피(Entropy) 방법에 의한 가중치를 산정하여 호소 취약성-탄력지수를 산정하였다. 제안된 호소의 취약성 평가방안의 활용성 검토를 위해 가중치 적용 유 무에 따른 취약성 우선순위를 비교 검토하였다. 본 논문에서 선정된 호소의 취약성 우선순위는 장지적인 수질분석 및 수질관리에 도움이 될 것으로 판단된다.

  • The use of clean energy based on the hydrogen economy is increasing rapidly due to the greenhouse gas reduction policies and the increase in the need for hydrogen. Currently, South Korea government have been considering a plan to construct hydrogen refueling stations at expressway service area for the purpose of supplying hydrogen vehicles. In the case of a hydrogen refueling stations, a quantitative risk assessment (QRA) must be performed because it includs and uses a high pressurized hydrogen storage tank. In this study, QRA was conducted using societal risk and F-N curve by the consequence assessment (CA) of jet fire and explosion according to the population density, capacity of the high pressurized hydrogen storage tank and frequency assessment (FA) data to the general hydrogen refueling stations systems in expressway service area. In the cases of jet with a leak diameter of 7.16 mm, regardless of expressway service area location, the societal risk was over 1E-04 that was acceptable for as Low As reasonably practicable (ALARP) region (workforce), but unacceptable for ALARP region (public). In the cases of gas explosion, all expressway service area satisfy ALARP region. In the case of the population density is over 0.0727, QRA for constructing the hydrogen refueling stations, must be conducted.

수정된 연하곤란사정도구와 비디오 연하영상 조영술의 흡인 위험 예측비교 (Comparison for Risk Estimate of Aspiration between the Revised Dysphagia Assessment Tool and Videofluoroscopy in Post-Stroke Patients)

  • Purpose: The purpose of this study was to determine the significant factors for risk estimate of aspiration and to evaluate the efficiency of the dysphagia assessment tool. Methods: A consecutive series of 210 stroke patients with aspiration symptoms such as cough and dysphagia who had soft or regular diet without tube feeding were examined. The dysphagia assessment tool for aspiration was compared with videofluoroscopy using Classification and Regression Tree (CART) analysis. Results: In CART analysis, of 34 factors, the significant factors for estimating risk of aspiration were cough during swallowing, oral stasis, facial symmetry, salivary drooling, and cough after swallowing. The risk estimate error of the revised dysphagia assessment tool was 25.2%, equal to that of videofluoroscopy. Conclusion: The results indicate that the dysphagia assessment tool developed and examined in this study was potentially useful in the clinical field and the primary risk estimating factor was cough during swallowing. Oral stasis, facial symmetry, salivary drooling, cough after swallowing were other significant factors, and based on these results, the dysphagia assessment tool for aspiration was revised and complemented.

Advanced Korean Industrial Safety and Health Policy with Risk Assessment

  • This article describes a systematic roadmap master plan for advanced industrial safety and health policy in Korea, with an emphasis on. Since Korean industries had first emergence of industrial safety and health policy in 1953, enormous efforts have been made on upgrading the relevant laws in order to reflect real situation of industrial work environment in accordance with rapid changes of Korean and global business over three decades. Nevertheless, current policy has major defects; too much techniques-based articles, diverged contents in less organization, combined enforcement and punishments and finally enforcing regulations full of commands and control. These deficiencies have make it difficult to accommodate changes of social, industrial and employment environment in customized fashion. The approach to the solution must be generic at the level of paradigm-shift rather than local modifications and enhancement. The basic idea is to establish a new system integrated with a risk assessment scheme, which encourages employers to apply to their work environment under comprehensive responsibility. The risk assessment scheme is designed to enable to inspect employers' compliances afterwards. A project comprises four yearly phases based on applying zones; initially designating and operating a specified risk zone, gradually expanding the special zones during a period of 3 years (2010-2012) and the final zone expanded to entire nation. In each phase, the intermediate version of the system is updated through a process of precise and unbiased validation in terms of its operability, feasibility and sustainability with building relevant infrastructures as needed.

철도위험물수송에 관한 위험도 정량화방안 및 경감대책 연구 (A Study on Quantitative Risk Assessment Method and Risk Reduction Measures for Rail Hazardous Material Transportation)

  • 본 연구는 철도를 통한 위험물 운송시 발생할 수 있는 위험을 정량화하는 방법을 개발하고, 이를 통한 경감대책을 제시한다. 본 논문에서는 철도위험물 수송에 관한 위험도를 평가하기 위한 방법으로 정량적 위험도 평가 방법을 채택하였으며, 과거 사고이력과 더불어 위험이 높을 것으로 판단되는 익산시를 대상으로 했다. 노출인원에 대한 평균개인의 위험을 거리에 따른 위험도로 표현한 결과 원자력 기준 미만으로 안전한 것으로 판단되고, 또한 사회적 위험도로 표현한 결과, 위험경감대책 적용요구 구간(ALARP)범위 내에 포함되어 이에 대한 경감대책을 제시하였다. 위험 경감대책으로 차량설계, 운영, 피해확대 방지, 발생빈도 감소를 위한 탈선사고 방지, 경로변경 방안 등을 제시하였으며 경감대책의 적용으로 높은 수준의 안전성을 확보할 수 있을 것으로 기대된다.

Development of Web-based Design Review System for Reliability and Safety Knowledge Management

  • This paper describes a web-based design review system as a knowledge management system relating reliability and safety system design. Since people's consciousness for safety and security become sensitive and increases the need of establishing a proactive prevention method for internal failures and relating risks in products. It also means that prevailing tacit knowledge in retired workers, in order to transform them to be easily used to support new system development, become more important. When considering safety and reliability design, at least two data sheet are necessary; Failure Modes and Effects Analyses (FMEA) and Risk Assessment (RA). These two data are practically made separately. However, it includes the concerns that a risk by failures during long-term use may not be noticed. To overcome this insufficiency, a support tool for integrating reliability evaluation and risk assessment data simultaneously is expected to be revealed. The authors have then developed a web-based design review system for reliability and safety system design. The system include various profitable functions; making FMEA and RA sheet, retrieving past data sheet for engineering change management and new product development and web-based discussion to increase the efficiency of discussion. The system is applied to one practical development works in order to demonstrate its effectiveness that is to be made clear by interviewing user's qualitative comment.
