Architects are facing increasing risks that result from heightened expectations of benefits and performance when designing green buildings compared to traditional buildings. This study aims to explore the possible risk factors for architects in green building projects in South Korea and assess risk mitigation measures. To attain this goal, 14 risk factors and 12 mitigation measures were determined through an extensive literature review. A questionnaire was administered to architects practicing green building design and criticality index was employed to assess major risk factors and mitigation measures. This study identified 'adoption of new technology and process', 'green building certification results', 'building products and materials', and 'energy saving uncertainty' as the major risk factors of green building projects. Additionally, the questionnaire proposed 'contract indicating each party's role, liability, and limitations clearly', 'utilizing integrated design process', and 'understanding client's goal in green building projects' as the three most effective risk mitigation measures in designing green buildings. There are few studies that focus on architects' perceived risks concerning green building projects; this study contributes to a deeper knowledge and attempts to fill the current literature gap, which would benefit South Korea's green building design practice by aiding in the development of better risk management strategies.

The study performs a risk analysis on container ship accidents using accident data collected over the six years from 2006 to 2011, presents the resulting risk level, and suggests three risk mitigation measures to reduce the overall risk, for the safer operation of container ships. More specifically, starting from the initial accident of collision, we developed 13 different accident scenarios using event tree analysis based on which the overall risk level was obtained and presented as a FN curve. Since diverse human factors are the main cause of most of the ship accidents, our study focuses on the effect of reducing human causes on the resulting risk level. For the research we considered the injuries for the calculation of fatality with the help of MAIS. The results show that collision was the main type of accident, accounting for 62 % of all accidents, and the measures employed were proven to be effective in the sense that the risk level was much lowered and the average number of fatalities was also reduced. With more data accumulated, more precise risk level will be calculated with which the practical risk mitigating measures will be also developed. For future study, economic loss and environmental damage as consequences need to be considered.
Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.
The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.

Despite the accident rate for fishing vessels accounts for 70% of all maritime accidents, few studies on such accidents have been done and most of the them mainly focus on causes and mitigation policies to reduce that accident rate. Thus, this risk analysis on sea accidents is the first to be performed for the successful and efficient implementation of accident reducing measures. In risk analysis, risk is calculated based on the combination of frequency and the consequence of an accident, and is usually expressed as a single number. However, there exists uncertainty in the risk calculation process if one uses a limited number of data for analysis. Therefore, in the study we propose a probabilistic simulation method to forecast risk not as a single number, but in a range of possible risk values. For the capability of the proposed method, using the criteria with the ALARP region, we show the possible risk values spanning across the different risk regions, whereas the single risk value calculated from the existing method lies in one of the risk regions. Therefore, a decision maker could employ appropriate risk mitigation options to handle the risks lying in different regions. For this study, we used fishing vessel accident data from 1988 to 2016.
After conducting QRA(quantitative risk assessment) for the high pressure urban gas pipelines planned to be installed, RMMs(risk mitigation measures) when the societal risk is outside the acceptable region have been derived in this paper. Also risk reduction rates are calculated for each RMM. As a result of QRA, we find out that damaged distance caused by radiational heat is largely dependent upon the wind velocity and the atmospheric stability. The measure that has the highest risk reduction effect is No. 10 which includes pipeline corrosion monitoring, MOV(motor operated valve) installation and the method to protect pipeline damage caused by third-party mechanical interference, and which shows 75 % of risk reduction effect.

The digitization of ship environments has increased the risk of cyberattacks on ships. The smartization and automation of ships are also likely to result in cyber threats. The International Maritime Organization (IMO) has discussed the establishment of regulations at the autonomous level and has revised existing agreements by dividing autonomous ships into four stages, where stages 1 and 2 are for sailors who are boarding ships while stages 3 and 4 are for those not boarding ships. In this study, the level of a smart ship was classified into LEVELs (LVs) 1 to 3 based on the autonomous levels specified by the IMO. Furthermore, a risk assessment for smart ships at various LVs in different risk scenarios was conducted The cyber threats and vulnerabilities of smart ships were analyzed by dividing them into administrative, physical, and technical security; and mitigation measures for each security area were derived. A total of 22 cyber threats were identified for the cyber asset (target system). We inferred that the higher the level of a smart ship, the greater the hyper connectivity and the remote access to operational technology systems; consequently, the greater the attack surface. Therefore, it is necessary to apply mitigation measures using technical security controls in environments with high-level smart ships.

Though, fishing vessel accidents account for 70 % of all maritime accidents in Korean waters, most research has focused on identifying causes and developing mitigation policies in an attempt to reduce this rate. However, predicting and evaluating accident risk needs to be done before the implementation of such reduction measures. For this reasons, we havve performed a risk analysis to calculate the risk of accidents and propose a risk criteria matrix with 4 quadrants, within one of which forecasted risk is plotted for the relative comparison of risks. For this research, we considered 9 types of fishing vessel accidents as reported by Korea Maritime Safety Tribunal (KMST). Given that no risk evaluation criteria have been established in Korea, we established a two-dimensional frequency-consequence grid consisting of four quadrants into which paired frequency and consequence for each type of accident are presented. With the simple structure of the evaluation model, one can easily verify the effect of frequency and consequence on the resulting risk within each quadrant. Consequently, these risk evaluation results will help a decision maker employ more realistic risk mitigation measures for accident types situated in different quadrants. As an application of the risk evaluation matrix, accident types were further analyzed using accident causes including human error (factor) and appropriate risk reduction options may be established by comparing the relative frequency and consequence of each accident cause.

Because reservoirs that supply irrigation water play an important role in water resource management, it is necessary to evaluate the vulnerability of this particular water supply resource. The purpose of this study is to provide water supply risk maps of agricultural reservoirs in South Korea using irrigation vulnerability model and cluster analysis. To quantify water supply risk, irrigation vulnerability indices are estimated to evaluate the performance of the water supply on the agricultural reservoir system using a probability theory and reliability analysis. First, the irrigation vulnerability probabilities of 1,346 reservoirs managed by Korea Rural Community Corporation (KRC) were analyzed using meteorological data on 54 meteorological stations over the past 30 years (1981-2010). Second, using the K-mean method of non-hierarchical cluster analysis and pre-simulation approach, cluster analysis was applied to classify into three groups for characterizing irrigation vulnerability in reservoirs. The morphology index, watershed area, irrigated area, and ratio between watershed and irrigated area are selected as the clustering analysis parameters. It is suggested that the water supply risk map be utilized as a basis for the establishment of risk management measures, and could provide effective information for a reasonable decision making on drought risk mitigation.

Due to the steady growth of the online shopping market and contact-free consumption, the volume of parcels in South Korea continues to increase. However, there is a lack of manpower for delivery workers to handle the growing parcel volume, leading to frequent accidents related to delivery work. As a result, the government and local authorities strive to enhance last-mile logistics efficiency. As one of these measures, unmanned parcel storage lockers are installed and utilized to handle last-mile deliveries. However, the existing parcel storage involves the inconvenience of couriers having to put each parcel in each locker, and this is somewhat insufficient to relieve the workload of delivery workers. In this study, we propose parcel storage devices that use active loading technology to minimize the workload of delivery workers, extract operation risk factors to apply this system to actual sites, and establish risk reduction methods based on the ALARP concept. Through this study, we have laid the groundwork for improving the safety of the system by identifying and proposing mitigation measures for the risk factors associated with the proposed parcel storage devices utilizing active loading technology. When applied in practical settings in the future, this foundation will contribute to the development of a more efficient and secure system. By applying the ALARP concept, a systems engineering technique used in this research, to the development and maintenance of storage devices leveraging active loading technology, it is thought to make the development process more systematic and structured. Furthermore, through the risk management of the proposed system, it is anticipated that a systematic approach to quality management can be employed to minimize defects and provide a stable system. This is expected to be more useful than the existing unmanned parcel storage devices.
