A Study on Systematic Risk Assessment Method for LNG Storage Facilities (LNG 저장설비에 대한 체계적인 위험성평가 방법에 관한 연구)

  • As the consumption of LNG has increased, the capacity and number of LNG facilities are getting bigger and bigger. Such circumstances supports the need for a dedicated risk analysis model to help review and check major issues of the safer construction and operation of LNG storage facilities systematically. Therefore this study suggests an appropriate risk analysis model that enables us to evaluate hazards of LNG storage facilities more easily and systematically, and then to use its result in siting, design and construction stages of the facilities. ill order to develop the model, lots of existing studies and domestic and foreign codes and standards were fully reviewed and a series of case studies also were carried out. The suggested model consists of 4-stage evaluations: in selecting a site, in determining a layout, in designing and constructing the facilities, and in operating them. This model also suggests the weather condition necessary for estimating the consequence of accident-scenarios, and the easy, systematic approach to the analysis of their probability. We expect that the model may help secure LNG storage facilities' inherent safety in determining their site and layout.

Health Risks Assessment in Children for Phthalate Exposure Associated with Childcare Facilities and Indoor Playgrounds

  • Objectives: This study assessed the health risks for children exposed to phthalate through several pathways including house dust, surface wipes and hand wipes in child facilities and indoor playgrounds. Methods: The indoor samples were collected from various children's facilities (40 playrooms, 42 daycare centers, 44 kindergartens, and 42 indoor-playgrounds) in both summer (Jul-Sep, 2007) and winter (Jan-Feb, 2008). Hazard index (HI) was estimated for the non-carcinogens and the examined phthalates were diethylhexyl phthalate (DEHP), diethyl phthalate (DEP), dibutyl-n-butyl phthalate (DnBP), and butylbenzyl phthalate (BBzP). The present study examined these four kinds of samples, i.e., indoor dust, surface wipes of product and hand wipes. Results: Among the phthalates, the detection rates of DEHP were 98% in dust samples, 100% in surface wipe samples, and 95% in hand wipe samples. In this study, phthalate levels obtained from floor dust, product surface and children's hand wipe samples were similar to or slightly less compared to previous studies. The $50^{th}$ and $95^{th}$ percentile value of child-sensitive materials did not exceed 1 (HI) for all subjects in all facilities. Conclusions: For DEHP, DnBP and BBzP their detection rates through multi-routes were high and their risk based on health risk assessment was also observed to be acceptable. This study suggested that ingestion and dermal exposure could be the most important pathway of phthalates besides digestion through food.

  • In the United States, The concept of designation for hospital facilities that care for newborn infants according to the level of complexity of care provided was first proposed in 1976. The extent of perinatal health care regionalization varies widely from one area to the other. facilities that provide hospital care for newborn are classified into three categories on the basis of functional capabilities; level I-primary or basic care, level II-secondary or specialty care, level III-tertially or subspecialty care. These facilities should be organized within a regionalized system of perinatal care. The transport system of newborn infants should be organized for referral of high risk newborn to centers with the personnel and resources needed for their degree of risk and severity of illness. In Korea, The korean society of neonatology was established and articulated in the 1994. During the past decade, the number of neonatologist has increased and neonatal intensive care units have proliferated in Korea. However, no standard definitions exist for the graded levels of complexity of care that neonatal intensive care units provide and no uniform guideline or recommendation for regionalization and referral system of high risk neonate have been established. With the rapid changing neonatal care system in Korea, the optimal neonatal care demands regionalization of care in utilization of manpower resources and in efficient use of advanced technology and facility.

A Study of the Sustainable Operation Technologies in the Power Plant Facilities (발전 설비 지속 가능 운영 기술 연구)

  • Purpose: It is important to operate safely and economically in obsolescent power plant facilities. Economical operation is related in the balance of the supply and demand. Safety operation predicts the possible risks in the facilities and then, takes measures to the facilities. For the monitoring of the power plant facilities, we needs several kinds of the sensing system. From the sensors data, we can predict the possible risk. Method: We installed the acoustic, vibration, electric and smoke sensors in the power plant facilities. Using the data, we developed 3 kinds of prediction models, such as, demand prediction, plant engine abnormal prediction model, and risk prediction model. Results: Accuracy of the demand prediction model is over 90%. The other models make a stable operation of the system. Conclusion: For the sustainable operation of the obsolescent power plant, we developed 3 kinds of AI prediction models. The model apply to JB company's power plant facilities.

Consideration for Classification of Pathogens in Aquatic Animals (수산생물병원체의 등급 마련에 관한 고찰)

  • Even though most of aquatic animal pathogens are considered opportunistic and many pose a low direct risk to personnel, all personnel working with aquatic pathogens and facilities using these organisms must comply with the regulation to prevent the release of the pathogen into the environment and causing disease in aquatic animals. First of all, in order to establish a biosafety system for aquatic pathogen, the list of microorganisms that can infect aquatic animals and humans should be drawn up according to the microorganisms encountered within national boundaries. Second, risk assessment guideline for diseases of livestock and aquatic environment is desperately needed. Third, microorganisms should be classified into risk group based on their potential impact on human and aquatic environment. Fourth, facilities handling aquatic pathogens should ensure that these pathogens are securely contained and safely handled for experimental or commercial development purposes. In conclusion, classification is based on the pathogenicity, mode of transmission and host range of the aquatic microorganisms, availability of effective preventative measures and treatments. Furthermore, risk group of aquatic pathogens should be correlated with physical containment facility requirements according to domestic characteristics.

  • The asset management of infra facilities is a total framework for finally supporting a safe and comfortable service, which includes functions of supporting evaluation of condition and performance of infrastructures, making the decision method of repair or rehabilitation of deteriorated facilities, and lengthening the life cycle of structure through the decision of adequate cost and time of repair or reinforcement. In the range of the asset management, organization, human, the target, and information & data of company are included. Therefore, in this paper, appling the method of asset management analysis to the infra structures, the process of the risk assesment using BRE (Business Risk Exposure) and the basis of consisting ORDM (Optimized Renewal Decision-Making) are expressed.

  • This research aims to investigate the alterations in typhoon patterns attributable to climate change and to quantitatively assess the risk of damage to residential structures. The increasing prevalence of climate anomalies and severe weather events, a consequence of global warming, is causing escalating damage globally. Notably, numerous countries are facing substantial devastation due to shifts in typhoon trajectories. Despite this, there exists a gap in empirical research quantifying the impact of these changes on building integrity and the associated risk alterations driven by climate change. In addressing this gap, our study analyzes the frequency and intensity of typhoons impacting Korea, examining the evolution of these meteorological phenomena. Furthermore, we employ the Korean Typhoon Vulnerability Function for residential facilities to quantify the altered risk posed by these changing patterns. The outcomes of this study provide the private sector with essential data to formulate diverse scenarios and business strategies in response to the escalating risks of typhoon-related damage. Additionally, it equips governmental bodies with the necessary insights to develop comprehensive risk management strategies to mitigate the effects of future typhoons.

A Development of System for Efficient Quantitative Risk Assessment on Natural Gas Supply Facilities (천연가스 공급시설에 대한 효율적 정량적 위험성 평가를 위한 시스템 구축과 적용)

  • While the natural gas supply industry has continuously been growing, its potential hazard has also risen since the natural gas facilities essentially require installations that carry highly flammable and pressurized gas close to the populated areas, posing a serious consequence of significant property damage as well as human casualties in the event of accident. Therefore Quantitative Risk Assessment (QAR) has been recognized as a appropriate method to reduce the risk as far as possible, considering the reality of unachievable zero-risk. However, it is hard to perform effective QRA on hundreds of gas facilities because of insufficient number of expert and long-term analysis. In this paper, we suggest a conceptual QRA system framework to support more efficient risk analysis in gas supply facilities. In this system, the experts make questionnaires and internal calculation formula needed in accident frequency/consequence analysis of the facility through pre-analysis on the point of analysis, called incident point, and general users locate the point on the map and input the value required by the questionnaire to obtain the risk. Ultimately, this is suggested based on the idea that the specialization is available in QRA analysis process and the validity of the system is verified through actual system construction and application.

  • To apply easily the K-RBI program in domestic industries, an implemental procedure for K-RBI program was prepared. The K-RBI program had been developed, based on API-581 BRD. Therefore, through the usage of the developed K-RBI program and the implemental procedure, industries would have a benefit from reduced costs by modifying a frequency of an inspection efficiently. Also, the reliability of facilities would be maximized through improvement of an inspection method for facilities, considering its risk.

A Study on the Field Application of Nays2D Model for Evaluation of Riverfront Facility Flood Risk (친수시설 홍수위험도 평가를 위한 Nays2D 모형의 현장 적용에 관한 연구)

  • Recent climage changes have resulted in increases in rainfall intensity and flood frequency as well as the risk of flood damage due to typhoons during the summer season. Water-friendly facilities such as ecological parks and sports facilities have been established on floodplains of rivers since the river improvement project was implemented and increases in the flood levels of rivers due to typhoons can lead to direct flood damage to such facilities. To analyze the hydraulic influence of these water-friendly facilities on floodplains or to evaluate their stability, numerical analysis should be performed in advance. In addition, it is crucial to address the drying and wetting processes generated by water level fluctuations. This study uses a Nays2D model, which analyzes drying and wetting, to examine its applicability to simple terrain in which such fluctuations occur and to natural rivers in which drying occurs. The results of applying this model to sites of actual typhoon events are compared with values measured at water level observatories. Through this comparison, it is determined that values of coefficient of determination ($R^2$), mean absolute error (MAE), and root-mean-square error (RMSE) are 0.988, 0.208, and 0.239, respectively, thus showing a statistically high correlation. In addition, the results are used to calculate flood risk indices for evaluation of such risk for water-friendly facilities constructed on floodplains.
