Risk Factor Classification and Weight Estimation for Urban Regeneration Project (도시재생사업의 리스크요인 분류 및 중요도 산정)

  • Urban regeneration projects tingeing the shape of mixed-use development, due to the nature of the business, involve risk factors such as protracted business conflict among participations, subjects, complex approval and permission procedure, frequent policy changes, etc. Therefore, systematic risk management is needed to effectively manage the numerous risk factors that may occur during the process course of project. However, risk management of large and complex development projects such as urban regeneration projects is in the introduction stage yet and somewhat one time risk management plan has been established. Therefore, in this study, in order to systematic risk management of urban regeneration projects inhered numerous risk factors, risk factors for urban regeneration projects through preceding studies and case studies were presented. Also risk factors are classified in accordance with business propulsion phase, by estimating the importance for these, step by step emphasis on managed subjects of risk management was proposed.

Security Risk Evaluation Scheme for Effective Threat Management (효과적인 위협관리를 위한 보안 위험도 평가기법)

  • It is most important that identifying security threats(or vulnerabilities) of critical IT assets and checking the propriety of related security countermeasures in advance for enhancing security level. In this paper, we present a new security risk evaluation scheme based on critical assets and threats for this. The presented scheme provides the coverage and propriety of the countermeasures(e.g., intrusion detection rules and vulnerability scan rules, etc.), and the quantitative risk level of identified assets and threats. So, it is expected that the presented scheme will be utilized in threat management process efficiently compared to previous works.

Risks Incurred by Release of Animals into the Natural Ecosystem in Korea and Its Risk Management (국내 동물의 야생생태계 방출로 인한 위해성 및 위해성 관리방안)

  • Recently, a number of local governments as well as private organizations have spearheaded the release of animals into the natural ecosystem in Korea. In 2002, most of these animals released were mammals and birds, but the parameter was gradually expanded to include fish, amphibians, and invertebrates in addition to mammals and birds in 2007, with an increased overall number of animals released. Such increase has not only posed ecological, economic, and public health risks, but also yielded an increase in damages incurred by releasing animals historically or ecologically alien to a given region without thorough risk assessment. The most significant cause of such risks was a critical lack of risk management and regulatory schemes addressing the release of animals into the natural ecosystem. In stark contrast, developed countries long before established the requisite risk management and regulatory schemes either by complying with the IUCN/SSC's Guidelines for Re-Introductions or devising them independently. In this context, the current study has examined the release of animals into the natural ecosystem in Korea and, based on the investigation, asserted a strong need for proper risk management. Moreover, the study has presented systematic risk management and regulatory schemes suitable for the Korean milieu based on a comparative analysis of those employed in developed countries.

A Study on the Risk Management of Oil Tanker Operation (유조선 운항에 따른 위험관리에 관한 소고)

  • Tankers have somewhat different shapes in construction and working condition compared with normal merchant ship. If an accident occurs, normal merchant ship's damages will mostly be confined to ship and cargo, but those of tankers will result in oil spills and catastrophic loss beyond our imagination. So, first we must understand risk factors, pre-loss control and post-loss control, legal regulations about its indemnification and marine insurance for oil tanker operation. When unexpected accidents happen, despite pre-loss control, it is possible to cover those kinds of losses by insurance. To control these losses, however, it is important to establish compensation for oil pollution and arrange for oil pollution preventing system. In spite of these oil pollution preventing systems, we have rarely seen that pollution from oil tankers could be solved. So this paper was studied more fundamental and overall control measures for the risk management of oil tanker operation.

Evaluation of the Importance of Risk Factors in Real Estate Development Projects and Their Risk Management (부동산 개발사업의 위험요인 중요도 평가 및 위험관리 방안)

  • This paper aims to evaluate the importance of risk factors at each stage of real estate development projects, and to propose risk management plans. For this purpose, possible risk factors at each stage of real estate development projects are extracted through previous studies, questionnaire survey by real estate experts is conducted next. And finally, the importance of risk factors at each stage evaluated using the AHP method. The results of this study are as follows. First, according to the results of evaluating the risk factors by main categories, planning risks in predevelopment stage, licensing risks in developing preparation stage, and cash flow risk in development stage are appreciated as most important risks. Second, according to the results by sub categories, changes in consumer preferences in pre-development stage, contracts and licensing-related work in developing preparation stage, bankruptcy of developers and construction companies in development stage, and compensation for any kinds of accidents in management and operation stage are appreciated as most important risks. Third, the major risk management plans at each stage based on the analysis results are suggested.

  • 기업들은 정보기술 리스크(IT Risk)에 대하여 어떻게 대처하고 있을까? 금융기관이나 공공기관은 태생적으로 이미 위험관리를 적극적으로 수행하고 있다. 정보기술에 대한 위험관리도 지난 10년동안 전산망 마비, 해킹 사고, 디도스 공격, 고객정보 유출 등을 겪으면서 적극적으로 대응해 왔다. 특히 2011년 농협사태는 IT 성과보다는 IT 보안을 훨씬 중요하게 보는 계기가 되었다. IT 보안 인력과 예산이 대폭 강화되고 망분리 사업이 추진되는 것이 대표적인 사례이다. 하지만 그동안 IT 위험관리는 특정 기술에 대한 사전 대응 및 사후 대응 강화에 집중되었다. 현재 IT 위험관리는 단편적 관리에서 종합적 관리로 전환되고 있다. 최근에 많은 기업들이 전사 차원의 정보기술 리스크 거버넌스(IT Risk Governance) 체계를 구축하고 있거나 구축하는 계획을 갖고 있다. 하지만 아직도 IT보안은 전사적으로 통합되지 못하였으며, IT 위험관리 프로세스는 조직에 내재화 되지 못 하였고, IT 성과관리와 연계성은 고려하지 못하고 있다. 본 논문에서는 IT 관리와 기술을 효과적으로 연계하기 위하여, 그리고 IT 성과와 IT 위험을 균형되게 관리하기 위하여 엔터프라이즈아키텍처(EA: Enterprise Architecture) 활용을 제안하고자 한다.

An Empirical Study on the Risk Management of the Korea Customs Service (관세행정 위험관리에 관한 실증 연구)

  • 본 연구는 관세행정 환경의 급격한 변화로 관세행정 기능의 사명별 중요도가 변화되고 행정방향도 주변분야까지 확대되었다. 이에 위험관리의 패러다임도 업무별 개인 차원의 적발과 단기성과 위주에서 지능적이고 정부 차원의 장기성과 위주로의 변화가 요청된다. 연구 결과를 요약하면 첫째로 관세행정의 위험관리에서의 변수간의 통계적 상관관계는 높게 나타났다. 둘째로 계획, 점검, 개선 단계의 변수만이 위험관리 성과인 만족도에 영향을 미치고, 집행단계는 영향을 주지 않는 것으로 나타났다. 셋째로 각 단계에서 조직성과에 긍정적인 영향을 미치는 변수는 계획단계는 안정성과 민주성 및 투명성이, 점검단계에서는 신속성과 정확성 및 합법성이, 개선단계에서는 혁신성과 교육성 및 홍보성이 위험관리 만족도에 영향을 주는 것으로 나타났다. 향후 관세행정에서 통합전략적 위험관리를 위해 첫째로 취약성은 최소화하고 강점을 강화키는 사전예방적 기능이 확보되어야 한다. 둘째로 위협사건 최소화와 적출기능이 확보되어야 한다. 셋째로 발생손실의 복구와 교정기능이 확보되어 고객을 감동시켜야 한다. 넷째, 변화에 대응하여 지속적으로 성장할 수 있는 기능이 확보되어야 한다.

  • Currently, as construction businesses develop and diversity, risk became one of the most crucial considerations. Risks are potential and difficult to predict by nature. Also, they are important as they influence delay in construction period and increase of project costs. In construction projects in South Korea and elsewhere, the importance of risk management widely recognized and relevant research is being conducted continuously. The companies use PRM checklist but apply different criteria and items. For efficient risk management in plants, plant PRM checklist is necessary. This study analyzed risk factors that are taken into account in construction projects and proposed a plant PRM checklist based on case analysis and opinions of experts. Also, it rated the frequency and importance of each risk.

  • Risk management is a method to 1) identify risks that can adversely affect the cost, schedule, and target achievement performance of a system development project, and 2) manage the identified risks based on the severity and likelihood assigned to each risk item. Risk management is applicable to various fields, since it can manage the cost/schedule and effectively guides accomplishing the target performance by identifying and managing the risks in advance, which necessitates many concurrent studies. This paper proposes a procedure to estimate the severity value for a risk item using a Kalman filter. It is assumed that the severity can be expressed as an equation consisting of cost/schedule loss during the risk event. A linear Kalman filter is used to reduce the error between the true and estimated values, which can eventually save resources spent on the risk management procedure. A simulation test case was conducted to demonstrate the validity of the proposed method.

  • The proportion of students dropping out of universities is increasing year by year, and they are trying to identify risk factors and eliminate them in advance to prevent dropouts. However, there is a problem in the management of students at risk of dropping out and the forecast is inaccurate because crisis students are managed through the univariable analysis of specific risk factors. In this paper, we identify risk factors for university dropout and analyze multivariables through machine learning method to predict university dropout. In addition, we derive the optimization method by evaluation performance for various prediction methods and evaluate the correlation and contribution between risk factors that cause university dropout.
