A Study on the Improvement of Welfare Law for the Disabled in China by Comparing the Welfare Law for the Disabled in Korea, China and Japan (한국·중국·일본의 장애인복지법 비교를 통한 중국의 장애인 복지법 개선방안에 관한 연구)

  • People with disabilities are an important part of society. The world has a huge population of disabled people. Therefore, it is important to study the establishment and improvement of the disability welfare law. To carry forward the humanitarian spirit and develop the cause of the disabled is a signㄴ of social civilization. Improving the welfare system for the disabled is conducive to social progress. Disabled people have the same right to pursue a happy life as non-disabled people. Now, South Korea, China and Japan all have disability welfare laws. But the content of welfare law is not the same. China's welfare law for the disabled is also very detailed, but there are many problems. Such as education, medical care and so on. Therefore, through this study, to understand the perfect disabled persons' system in other countries, will play a positive role in the development of China's disabled persons' welfare law in the future. By comparing the welfare laws of the three countries, we can learn from each other and make progress. To contribute to the development of the cause of the disabled.

  • Beauty Art typically has been viewed as the best way to represent women's beauty. Specifically, nail art is a mean for the new generation to unveil their individuality. Nail-shop customers usually feel refreshed, and that emotional change gives them aesthetic and emotional satisfaction. The popularization of nail art and the growth of nail-art market arises the people's concern to the necessity of marketing strategy as part of the beauty industry, as well as the importance of service quality and customer satisfaction. The purpose of this study is to examine women's changing view of nail care and relevant consumption behavior. Also to analyze the voice of customers about the quality of services provided by nail shops, and to have the right understanding of the industry and as well as to determine some of the right directions for marketing.

  • Recently people have come to demand more pleasant environments as the quality and right of life have been improved. Along with industrial development, the tendency is causing a growing number of disputes concerning environmental damages. Of many kinds of environmental damages, noise and vibration pollution rising at construction fields are particularly the most common subjects of public grievance. Thus the government launched the Environmental Dispute Mediation Committee in 1991, purposing to utilize fully the promptness and expertise of administrative institutes and to resolve environmental damage disputes promptly and fairly by interfering in them actively. With the prompt and fair dispute mediations of the committee, people came to be able to get fair and prompt remedies for damages in their health and fortune by environmental pollution. Therefore, by analyzing dispute mediation cases on construction noise and vibration damages, we will suggest basic material on which efficient actions can be taken for public grievances happening in the future.

Measurement of proptosis for korean young people with the Hertel exophthalmometer (Hertel 안구돌출계에 의한 한국인 청년의 안구 돌출도 측정)

  • The proptosis of 100 healthy Korean young people was estimated. The average protrusion measured with Hertel exophthalmometer was $14.6{\pm}0.51mm$ and $13.7{\pm}0.42mm$ in the right eye, $14.2{\pm}0.46mm$ and $13.6{\pm}0.42mm$ in the left eye by two observers(A, B), and so right eye was higher than left eye. There is no significant difference of proptosis between two eyes and among the visual acuity in the man and woman. The average coefficient of variation among five measurements by two observers was 3.53% and 3.10% in the right eye, 3.32% and 3.11% in the left eye. The mean base line by two observers was $106.7{\pm}1.13mm$ and $108.4{\pm}1.08mm$ in the man, $103.4{\pm}1.23mm$ and $104.8{\pm}1.02mm$ in the woman, respectively.

  • The use of the Internet has become commonplace for billions of people on the planet. The rapid development of technology, in particular, mobile gadgets, has provided access to communication anywhere, anytime. At the same time, there are growing concerns about the behavior of people on the Internet, in particular, towards each other and social groups in general. This raises the issue of human rights in today's information society. In this study, we focused on human rights such as the right to privacy, confidentiality, freedom of expression, the right to be forgotten, etc. We point to some differences in this regard, in particular between the EU, etc. In addition, we describe the latest legal regulation in this aspect in European countries. Such methods as systemic, factual, formal and legal, to show the factors of formation and development of human rights in the context of digitalization were used. The authors indicate which of them deserve the most attention due to their prevalence and relevance. Thus, we concluded that the technological development of social communications has laid the groundwork for a legal settlement of privacy and opinion issues on the Internet. Simultaneously, jurisdictions address issues on every aspect of human rights on the Internet, based on previous norms, case law, and principles of law. It is concluded that human rights legislation on the Internet will continue to be actively developed to ensure a balance of private and public interests, safe online access and unimpeded access to it.

  • Recently, there are many people who live in rural keep getting away from their town. The reason why become aging and reducing society in Rural is weakness of agricultural competition, education, culture and welfare. Thereupon, we need counter plans to make boom in exhaustion rural landscape counter plan, losing consciousness of citizenship, over developing from city planners who are giving serious damage to rural landscape. However, there are many promotions going on to cover weakness of rural. In this research, to set up the right view of rural which considered the different cognitions, it is important to derive each preference or non-preference scenery, and countrified or non countrified scenery. From different cognition, finding preserved and improved factors is necessary to preserve, reform, and improve the countryside scenery. Based on this, to investigate natural characters of viewpoint is providing right direction for future rural landscape.

  • Recently, many troubles about the right of light have been arising ceaselessly as taller and more dense the buildings have been in the urban. The present time, the right of light is not stipulated legally. For solving above problems, there spend so too much lawsuit expenses and time on the damages about construction stopped and delayed, according to subjective decisions instead of scientific and rational solutions. The past studies of the right of light weren't based on the analytic data and depend on the simple view of point. So, those of studies gave trust to people hardly, only were treated as the ways on the decision about construction among non-engineers. Therefore, this paper studies the efficient solution of problems about the right of light through analysis about mass of sunlight according to season and the hour using a simulation technique on the civil construction.

A View on the Guarantee of Cultural Right of the Disabled (장애인의 문화적 권리 보장에 대한 소고)

  • The culture is an integral factor when we deal with the quality of life of members of society, and the cultural right is accepted as the basic right. However, the cultural right of the disabled in our society stays in the conditions of the discrimination and alienation by social prejudices and barriers against people with disabilities, and that results from the lack of understanding as a right. The aim of this study is to further raise awareness about the cultural right of the disabled as the basic human right, make it clear to be a universal right based on that, and insist on implementing 'Affirmative Action' for actualizing the disabled's cultural right to equality. The political measures derived from this study to guarantee and realize the cultural right of the disabled are as follows. First, the target extent of cultural voucher system should be expand to not recipients of national basic livelihood guarantees and near poverty groups, but all the disabled. Second, to take full charge of the cultural support of the disabled as a independent organization, it is necessary to establish Ministry of Culture, Sports and Tourism-affiliated 'Bureau of Culture for Persons with Disabilities'. Third, the nationwide survey on cultural activities and desires of the disabled periodically is required.

A study on Anxiety Factors that College Students and Elderly People Feel during the Dental Treatment, Seoul Area (서울지역 대학생 및 장년층이 치과 진료 시 느끼는 불안요인에 관한 연구)

  • Objectives: This study is aimed to analyze the influential factors on the fear that college students and elderly people feel during the dental treatment and provide basic data needed to develop a plan which can lead them to have a positive perspective on dentistry. Methods: A questionnaire was distributed to 241 outpatients (39 college students, 202 elderly people) visiting dental clinic of 'K' University Hospital in Seoul from January to April, 2013. It was filled in a self-administered manner and collected right away. Results: factor analysis, three factors were configured when the factors with 1.0 or higher of eigenvalue were extracted using 19 questions through which dental fear and anxiety were measured against college students and elderly people. The questionnaires were classified into three categories: Factor I (stimulus response), Factor II (avoidance of the treatment) and Factor III (physiological response which occurs when a patient feels fear). As a result, it was confirmed that the questionnaire tool is highly feasible. In college students, the responses they felt during the dental treatment in the said three factors were as follows: 52.00% in Factor II, 14.14% in Factor II and 6.99% in Factor III (73.129% in total). In elderly people, on the contrary, they were 52.41% in Factor I, 10.57% in Factor II and 7.98% in Factor III (70.958% in total), lower than the college student group. Conclusions: This study is significant in that it confirmed complex relations between dental fear and related variables against college students and elderly people.

Effect of Tactile Feedback on Trunk Posture and EMG Activity in People With Postural Kyphosis During VDT Work

  • Background: Recently, there has been an emphasis on the use of interventions with biofeedback information for the maintenance or correction of posture. Objects: This study assessed the change of trunk posture and trunk muscle activation when people exhibiting postural kyphosis performed visual display terminal work with or without a contact feedback device (CFD). Methods: Eighteen right-handed individuals were recruited. Thoracic angle and right thoracic erector spinae (TES) muscle amplitude were analyzed. There were two sessions in these experiments. The control session involved 16 minutes of typing without a CFD, and the CFD session involved 16 minutes of typing with a CFD. The visual analog scale score was analyzed with a paired t-test, and the kinematic and electromyography data were analyzed through two-way repeated analysis of variance. Results: The paired t-tests revealed that subjects had significantly less pain after the CFD sessions than after the control sessions (p<.05). Significant main effects by session and by time were observed in the thoracic kyphosis angle (p<.05). There was a significant session${\times}$time interaction for TES amplitude (p<.05), along with significant main effects by session and by time (p<.05). Conclusion: The CFD caused people with postural kyphosis to straighten and to activate their TES continuously, even though they were habituated to bend their bodies forward. Therefore, the CFD was a beneficial treatment tool.
