Analysis of Contributions to Broadband Universal Service of Platform Operator (플랫폼 사업자의 보편적 서비스 기여금 분담 효과 분석)

  • This paper analyzes the economic effects when platform provider including CP contributes to broadband universal service and uses broadband bandwidth providing high quality network service. In this model, the contribution rate of broadband universal service is determined by ISP and platform provider sets its price of contents. The main results are as follows. First, the traffic usages is less than social optimum when the market of contents is monopoly. The sum of contribution fee and network usage rate must be less than marginal cost of network operation to get social optimum traffic. Second, the rate set by ISP is equal to social optimum when the market of contents is competitive. Third, when platform provider does not charge contents provided, ISP sets social optimum prices and the network usage rate for contents user is decreasing as advertisement revenue becomes larger. These results suggest that the platform provider should contribute to universal service funding to encourage the network investment of ISP.

The Relationship on Risk Type, Risk Management and Business Performance - Evidence from Korean FDIs in China

  • Purpose - As the well-known Structure-Conduct-Performance paradigm implies, risk structure of a corporation may affect its risk management activity and the activity may in turn determine its performance. Depending on its goal, Foreign Direct Investment (FDI) can shape its risk structure, risk management and its performance. Under this assumption, we investigate the relationship between the goals of FDI and risk management for the first time in academics. Design/methodology - This empirical research uses a survey of 279 current Korean enterprises' FDIs in China with the recently developed business risk quadrant model. Companies are classified into either a market- or an efficiency-seeking group, to identify how each group perceives and manages risks, and values the performance of risk management. Also, we apply integrated risk management method that multinational corporations have introduced in China, then verify the mediating effect between risk factors and performance. Findings - Our research shows the FDIs can expose themselves to differing risk structure although risk management activities simply represent the level of empowerment given to local management by headquarter due to limit of sample size despite diversity of risk and risk management tools. To sum, market seekers are found to have more strategic risk (revenue related risk) than efficiency seekers with financial risk (cost related risk). The market seekers can manage their risk by empowering their local organisation while the efficiency does the opposite ways. The risk management appears to be successful in general. Originality/value - Previous studies on small and medium enterprises' FDIs to China have concentrated on the analysis of entry determinants, withdrawal factors and individual risk management. Meanwhile, this research establishes enterprise-wide risk factors faced by the companies that advance into China, according to the method of the classification by ERM and verifies if they could synthetically improve performance through risk corresponding measures.

  • Boundary Station is an evaluation index that was not reflected in the Seoul Metropolitan Urban Railroad Connected Eare Allocation. Boundary station is a station located at the boundary point of two transportation agencies sharing the same route, and track operation methods are divided into business management and maintenance management. Until now, the Connected Fare Allocation has evaluated the boundary stations from the perspective of business management. Meanwhile, the integrated public transportation fee system requires the need to interpret the boundary stations from the point of view of maintenance management at the developmental level. This study was prepared a measure to quantitatively analyze changes in income with the introduction of maintenance methods in mind. The Change in the income of operation agency evaluated based on the daily transportation card data for the boundary stations of the four Seoul Transportation Corporation and KORAIL sections. This study is meaningful as a basic research for an analytical judgment that evaluates and allocates changes in transportation income of Seoul Metropolitan Urban Railroad in the future.

A comparative study on the business value assessment of local government open data assets in China based on AHP technique (AHP기법을 활용한 중국 지방정부 공공데이터 자산의 상업적 가치평가 대한 비교연구)

  • This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

  • One of the valid perspectives in the e-commerce platform literature is the seller signaling strategy in the information asymmetry situation. In this study, a research model was constructed based on signaling theory and shopping goal theory to systematically explore the effects of a seller's signaling strategy on consumer decision-making. Specifically, the study examined whether the signaling effects (i.e., reputation, electronic word-of-mouth, price) provided by the seller differed based on consumers' shopping goals. For the empirical analysis, the Gaussian Copula method was employed, utilizing 26,246 data collected from Amazon, a leading e-commerce platform. The analysis revealed that the signals provided by the seller positively impacted sales, and this effect was moderated by consumers' shopping goals. Drawing on shopping goal theory, this study contributes to signaling theory and e-commerce literature by discovering differences in the effectiveness of a seller's signaling strategy based on the keywords input by consumers.

  • The Clean Development Mechanism (CDM) allows New & Renewable Energy projects to make additional income by selling CER's, which represent the amount of Green House Gases(GHG) that is reduced in the project. However, forward contracts used to hedge fluctuating market prices does not allow projects to sell CER's at a premium. As an alternate approach to maximize CER revenue, CER's are modeled as a 'real option', in which CER's are sold only above the desired sales price. Using the Binomial Option Pricing model, the resultant lattices are used to determine whether to sell, defer or abandon the option at individual nodes. Overlaying Pascal's Triangle on the lattices also enabled the calculation of the annual probabilities for deferring CER sales without incurring downside losses. Application to an actual Landfill Gas project showed increased overall NPV, and that CER sales could be deferred at a maximum of 2 years. The proposed framework allows transparency in the analysis and provides valuable and strategical information when making investment decisions related to CER sales of CDM projects.

A Simple Test for Optimal Fiscal and Monetary Policy Regimes: The Case of Korea (재정(財政)·통화정책(通貨政策)의 적정관계(適正關係)에 대한 고찰(考察) : 재정우위(財政優位)모델에 의한 실증적(實證的) 분석(分析))

  • The optimal choice of the tax rate and the inflation rate framework is extended to yield relevant interpretations for the optimal fiscal and monetary policy regime in Korea. To study the relationship between the government budget and monetary growth in different environments of policy coordination, two models assuming different degrees of fiscal dominance are developed. By modelling differing institutional arrangements of the fiscal and the monetary authority from an optimal government finance viewpoint, we find the optimal relationship among some important fiscal and monetary variables. By testing the existence of the relationship empirically, we find the characteristics of the optimal policy-mix regime in Korea. The first model-the strong from of fiscal dominance-studies the optimal collection of seigniorage in a period-by-period optimization with standard assumptions on the income velocity of money, deriving a general testable result: the optimal inflation/tax rate ratio co-vary with the marginal revenue ratio. The second model-the weak form of fiscal dominance-studies an implication of the inflationary bias of discretionary monetary policy in the presence of fiscal side distortions. This model shows that the tax rate and the inflation rate can have a positive correlation. Empirical tests of the theoretical results are done for the Korean economy for 1972-1989 period. The test results show that the macroeconomic policy regime in Korea can be characterized by the strong form of fiscal dominance, implying the importance of the government budget in explaining money growth and inflation.

A Comparison of Some Financial Rotation Models with Reference to Pinus koraiensis Stands (경제적성숙기(經濟的成熟期) 결정(決定)을 위한 벌기령(伐期令)모델의 비교연구(比較硏究))

  • Financial rotations of Pinus koraiensis stands are calculated and compared on the basis of five basic financial maturity concepts. The rotations given by the forest rent and average annual gross revenue models are in excess of sixty years by adopting zero interest rates of capital and forest lands. IRR model also neglects land value and highly sensitive to the changes of fixed and regeneration costs. The Faustmann doctrine recommands rotation ages of 23-39 years depend upon applied interest rates and site indices, and seems to be most adequate for determining financial maturity. It is however the situation in Korea that economic conditions are changing rapidly, and thus a model which does not require many exogenous variables in calculation process is preferable. The Duerr's solution has a basic simplicity and logic which is appealing from both a theoritical and practical viewpoint, and most adaptable to the Korean situation, even though the model completly neglects the opportunity cost for forest land. There is a tendency to reduce rotation length with the increase of site quality, but the difference is negligible.

DEA Models and Application Procedure for Performance Evaluation on Governmental Funding Projects for IT Small and Medium-sized Enterprises with Exogenously Fixed Variables of Corporate Competency (기업역량을 고려한 외생고정변수를 갖는 IT중소기업 정부자금지원정책 성과평가를 위한 DEA모형 및 활용절차)

  • Data Envelopment Analysis(DEA) models can be used for performance evaluation on governmental funding projects for IT small and medium-sized enterprises associated with multiple-outputs/multiple-inputs. In order to enhance the accuracy of DEA efficiency scores, DEA models with exogenously fixed variables are required where the corporate competency is taken into account. Additionally, it is necessary to use multiple DEA basic as well as extended models so as to relax the restriction on the performance evaluation to relying on a single DEA model. In this study; 1)a DEA data structure is designed including exogenously fixed variables representing corporate asset, revenue and the number of employees at the point in time that the governmental funding project concerned is initiated; 2)DEA basic as well as extended models are established according to the DEA data structure presented abovementioned; and 3)a case study is illustrated with an empirical testbed dataset. As for the DEA basic models, CCR, BCC, Super-efficiency model are adopted. The DEA extended models are developed based on the models associated with noncontrollable and nondiscretionary variables. In the case study, it is explained a comparison of DEA models and also major numerical outcomes such as efficiency scores, ranks derived from each DEA model are integrated using Analytic Hierarchy Process(AHP) weights. Performance significance with DEA efficiency scores between technical categories are tested based not only on parametric but also nonparametric single-factor analysis of variance method.

An Online Review Mining Approach to a Recommendation System (고객 온라인 구매후기를 활용한 추천시스템 개발 및 적용)

  • The recommendation system automatically provides the predicted items which are expected to be purchased by analyzing the previous customer behaviors. This recommendation system has been applied to many e-commerce businesses, and it is generating positive effects on user convenience as well as the company's revenue. However, there are several limitations of the existing recommendation systems. They do not reflect specific criteria for evaluating products or the factors that affect customer buying decisions. Thus, our research proposes a collaborative recommendation model algorithm that utilizes each customer's online product reviews. This study deploys topic modeling method for customer opinion mining. Also, it adopts a kernel-based machine learning concept by selecting kernels explaining individual similarities in accordance with customers' purchase history and online reviews. Our study further applies a multiple kernel learning algorithm to integrate the kernelsinto a combined model for predicting the product ratings, and it verifies its validity with a data set (including purchased item, product rating, and online review) of BestBuy, an online consumer electronics store. This study theoretically implicates by suggesting a new method for the online recommendation system, i.e., a collaborative recommendation method using topic modeling and kernel-based learning.
