This study attempted to develop system model to discover, consult and follow-up developmental disabilities in children in early stage. For the purpose of providing groundwork for further development of screening program, the system model was analyzed and evaluated. One of the focuses of this study was developing practical tool that can aid small number staffs of public health center to handle large number of patients. 9 types of developmental checklist by key month was developed to support understaffed public health center. These checklists were also supplied to other public health centers, greatly improving qualitative and quantitative development of screening project. Also, the 4-step program of operating and managing child growth and developmental screening was proved to be quite effective. Total 632 children were evaluated and 21 of them were suspected to have developmental problem. Among these children, 8 children were determined to receive regular supervision of public health center. Other 13 children were recommended to visit professional institution, but only 7 of them actually visited institution. Four of these children who visited professional institution are currently receiving treatment, while the other 3 children were determined to require close observation. Five times of screening education were provided to the staffs in public health center and personnel in charge of children in every district public center in P City. The purpose of this training was to improve individuals' capability to implement project and to establish basis for expanding child growth and developmental screening program. The participants were guided to have continuous attention for the project, and their knowledge, skill and recognition were greatly improved through educational training. • The reduction of fishing grounds due to the establishment of EEZ system among China, Japan and Korea together with the depletion of fish resources by pollution of waters and successive reclamation projects along the east and the south coastal lines has made many problems in coastal communities including the decrease of population, the deepening aging phenomenon in the fishery society and the fall of relative income level compared with those of rural and urban residents. Especially, the income level of a fishing household is 90%. of a rural resident and 70% of a urban resident. The income of a fishing household consists of 55% of fishing income, 20% of a agricultural source, 20% of income from non-fishing areas, and 10% of transferred income. Compared with that of a Japanese fishing household which has more diverse income sources such as 62% of income coming from non-fishing areas through being hired in manufacturing firms, etc., that of Korean ones is highly dependent upon fishery and agriculture, so that the diversification of income sources is urgently needed, especially in non-fishing areas. This paper shows that as a model to upgrade fisherman's income level, firstly, it is necessary to enhance the value-added of fishing products through processing and new innovation of distribution process and, secondly, to promote tourism in fishing villages. To ascertain this model, a questionnaire survey to fishermen was carried out and showed that they expressed a strong support for the increase of income by the value-added process through processing and innovative distribution system and the active introduction of tourism in fishing villages. A case study on Gosan cooperative in Jeju was also introduced to identify the rationale of the suggested model and this study proved the validity of the model again. Conclusively speaking, to level up the fisherman's income requires the value- added activities through the introduction of product processing and new distribution system together with the introduction of marine tourism in fishing villages.

  • This paper intends to explore some aspects of space as metaphor for the being of a subject and a subjected state of being. This paper deals with 3 Korean communities. Examples include (1) Yeog-maeul in Honam province (2) Samni village in Youngnam province (3) Bem Island in Seoul. Yeog-maeul is the village of Sannmin's (commoners), which is socially isolated from it's surrounding Yangban's villages. The social life in Yeog-maeul is generally divided two areas : that of men and women. The former is expressed as a life Dorang-Pak(outside of the stream) and the latter as Dorang-Ahn(inside of the stream). The former is a life of formality, sacredness. The latter is a life of informality, profaneness. Samni is a typical Yangban's village. With the support of literature such as Kohyun-Hyang-Yak(古縣鄕約). Yangban has exercised the social control which is widely practiced in various fields ranging from the fetal movement to the location of tombs. Bam Island is located Han river. It's resident had lived on the Island for over 700 Years, until they were forced to move collectively out of the Island, and settle in Chang-chun dong of Seoul. Yet, these people have kept holding Bugundang Kut, ritual for the entire village. The former Bam Islanders whose traditional culture is suppressed by the surrounding postmodern culture, have tried to fill the gap between their ideal and actual lives by symbolically realizing the former in the community ritual. In ritual life, the former Bam Islanders are deemed to sacred, while the rest of citizens of Seoul profane. The residents of Yeog-maeul and Samni village which live a life an their traditional space, has been subjects. But, the former Bam Islanders which moved collectively out of traditional space and settle in the postmodern space experience the subjected state of being.

As a result of this study, the all subjects were showed the average level of efficiency, autonomy, accountability, and the support of the Ministry of Health and Welfare, and the related organizations. Also, the evaluation of all the variables were positive when there was a dedicated department for integrated health promotion program within the health center and when the proportion of essential program was high. However, after the Integrated Health Promotion Program was included in the Health centers, the workload has increased and the implementation of the essential program does not fully reflect the regional health problems or local conditions. Based on these results, it is necessary to find a plan for the successful operation of the Integrated Health Promotion Program.

  • This study examined and investigated architectural characteristics such as the use of buildings, the number of layers, and structure, and roof landscape characteristics such as roof types, materials, and color in rural villages which were located on the street on the assumption that the landscape of rural villages should be managed by considering visual aspects. The results were as follows. The commonest frequency was found in 'residence'(2/3) for the use of buildings and 'masonry structure'(2/3) for the structure. 'Wood structure' and 'light gauge steel structure(prefabricated structure)' were also commonly found. The results suggest that although many rural houses have partially improved by agricultural and fishery development projects and garden suburbs has been increased by city residents' desire for rural life, there have been still many old houses. Frequently used roof types were a gambrel roof and a hipped roof. Roof materials were mixed in several materials such as tiles, slate, panels, color steel plate, reinforced concrete, and asphalt shingles. Roof color was also mixed in several colors such as reddish N7 and N0.5 of Neutral color, 10R3/6 and 10R3/10 of R color, 7.5B4/10 and 7.5B7/8 of B color and 5G8/6 of G color. The result suggests that roof color impedes the landscape of rural villages on the street. Based on the results, some roofs of rural villages were improved by the support of the government or the local governments but there are still many old roofs. The mixture of improved roofs and old roofs mainly contributed to impeding the landscape of rural villages and it was probably caused by the lack of systematic landscape plans by individual improvement of buildings. Therefore, it is necessary to devise systematic landscape plans in consideration of local identity and neighboring environment. In particular, the guideline for roof color influencing a street landscape should be established.

  • Ecological restoration aims to reverse the degradation of ecosystems that occurred as humans have affected landscapes. This study was conducted in part of a larger project to develop participatory ecological restoration procedures for disturbed areas in Baigdoodaegahn which is a major mountain range in the Korean Peninsula. The case of alpine farmland at Kangwon-do was selected to apply the theoretical framework of participatory restoration since the nutrient contents in alpine solid under vegetable cultivation degrade water quality in the watershed while farmers in the region are economically struggling due to imports of vegetables from China. The reciprocal model of restoration was applied to cope with interactions between human and ecosystem needs in ecological restoration. A series of environmental education and eco-tourism programs were developed and incorporated into the participatory restoration project to rebuild social-cultural aspects of the community as well as to restore the biophysically disturbed area while meeting both ecological needs and human needs. This study suggests that participatory projects will be more successful when experts support the local residents and citizens in restoration process, when leadership are developed through social learning, and when ecological, financial and social factors of restoration are integratedly considered.
