A comparative case study of neighbourhood making for promoting a local amenity (지역 어메니티 촉진을 위한 마을만들기 운영사례 비교연구)

  • The aim of the research was to analyze programs, outcomes, promotion process, and operation methods of neighbourhood making to provide basic information for progressive improvement directions in the future. Buk-gu in Gwanju city, samdeok-dong in Daegu city and dongpirang in Tongyeong city were selected for a comparative analysis. The main bodies of neighbourhood making for promoting a local amenity were analysed for this research. The results indicated that a voluntary and continuous participation of residents was expected in the case of neighbourhood making led by the residents. However, a steady budget support from the outside was necessary for the continuous management and improvement of neighbourhood organization. For this, a voluntary agreement was required through the consultative group and committee formation. The member of civil organization has a limitation in the ability to develop and maintain continuos activities in the case of neighbourhood making led by a civil organization. This research found that operation methods including the constant checking, the search for new ideas through assessment of the resident's participation, local festivals for a community formation and real satisfactions of residents' desires were needed in the neighbourhood making led by a civil organization. A participation rate in neighbourhood making was low in the case of neighbourhood making led by administrative bodies. This result indicated that the long-term strategics for space renewal and community revitalization were important. Various easy ways of residents' participation to reflect their interests and operation systems were also needed. Finally, current local issues, active residents' participation and residents' opinions would be included in the process of neighbour making in the future.

Participation Intention of Activity-oriented Program of Local Residents of Rural and Mountain Villages - Policy Implication for the Eco-Mountain Village Project - (농산촌체험마을 지역주민의 체험프로그램 참여의향 - 산촌생태마을사업을 위한 정책적 제언 -)

  • Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.

  • After the 2000's, the rural village development projects are designated as participatory rural village development programs and projects. The purpose of this study is to draw a scheme to facilitate resident's participation in rural village development project by exploring the factors influencing resident's participation. For this, in Namsa rural theme village in Dansung-myon, Sanchung-gun, Kyongnam Province, the data were collected through field surveys and interviews residents residing in this village. In addition, observations studies and an opinion survey of the persons concerned in the presentation meetings were also conducted. I investigated and analysed the activation factors and the characteristics of residents' participation, and amenity resources which were essential for community planning including the planning-establishment, theme-searching and development of experience program. Through this study, I drew findings as follows; 1) The leader's leadership and residents' positive participation are very important activation factors in the first stage of rural viability. 2) And then, the external support and concern, the establishment of short-and long-term community planning, and the rural-income increase through the development of amenity resources play important roles as activation factors in the successive stage of rural viability. Based on the results of this study, the following recommendations were made. In order to improve the level of resident's participation in rural village development programs and projects, it is necessary to evaluate their successes, failure, barriers and the positive correlation between their success more delicately. In addition to this, it must be suggested the better model for participatory rural village development programs for the further enhancement and improvement of rural village development projects.

Development Plan of Rural Village Based on Rural Forum - Cases Bong-whang Region - (농촌현장포럼을 적용한 마을발전계획 수립 방안 - 충주시 봉황권역 사례 -)

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

Analysis on Changes of Residents Cognition According to Level of Participation in Community Building around Empowerment (역량강화 중심의 마을 만들기 참여에 따른 주민인식변화 분석: 충청남도 공주시를 사례로)

  • This research was conducted to analyse how a community building around empowerment changes the resident's cognition depending on level of their participation. 'Livable hope community building project' in Gonju-Shi, Chungcheongnam-Do was chosen as an example case. As a result of analyzing influence of residents' participation on their cognition changes, the residents with higher level of participation had bigger changes in cognition in terms of individual and relational aspects. In detail, the residents with one time of participation in livable hope community building activity showed a change in cognition in a way that they realized the reality of the rural area and felt the necessity of community building to overcome this. The residents with more than 3 times of participation had cognitional change on current status of village where they are living in. Lastly, the greatest cognitional changes in all perspectives occurred among the residents with more than 5 times of participation. They had a firm cognition that the participation and cooperation of the residents are important to make community building successful. Conclusively, community building around empowerment influences recovery of rural community as it changes cognition of residents and acts as a mediator for resident unity. Therefore, it is expected will bring new changes to rural area, help recover rural community, and affect improvement of rural competitiveness.

Establishment of the Social Environment to Active Communities in Apartment Housing (공동주택 커뮤니티활성화를 위한 사회적 환경 구축)

  • The purpose of this study is to suggest a social environment to active communities in apartment housing, on the basis of the residents' different social environments of two apartment complexes having their own respective community spaces. A questionnaire was responded by 434 housewives residing in the two apartment complexes which have their own respective space usage and programs in the community spaces larger than is legally specified. The questionnaire comprised items such as neighborhood consciousness, social intercourse, needs of community program diversity. The frequency analysis, the t-test, ANOVA, chi-square analysis were used for the comparison of characteristics of the two apartment complexes. The results of the social environment are as follows. The neighborhood consciousness, social intercourse of residents, and their attitude for participation in the common activities differed according to the residents' socio-demographic characteristics (age, education, number of family, average household income), complex distinctions (presence of clubs, community spaces, and community programs), and the attitude of constructors to foster it. Residents' participation rate and their participation intention showed positive correlation.

Analysis of Use Disposition and Consciousness about Children′s Playground management by Residents (지역주민의 아동공원 이용성 및 관리에 대한 의식분석)

  • The purpose of this study was to supply data of resident′s participation direction about children′s playground management. In this study, use disposition and consciousness of resident about management are investigated and analyzed at the 5 children′s playground in Taegu city. The results of this study were as follows: The result of resident′s use disposition showed ; visiting frequency was "everyday or occasionally(53.5% )", and visiting purpose was "for children(47.9 %), for rest, sports, spare time(24.6%)" and visiting time was equal1y except forenoon, and staying time was "within 1 hour(73.1%)". The satisfaction about park facilities and park existence of residents′ is composed importance degree of which is convenient, manyfunction spaces, managemental of tree and facilities in order. 9.3% of residents were proposal experience about management, and concern ratio of circumferenmce showed highly "concerned answer(45.9%)" About consciousness ratio of management subject, 46.5% of residents depended on authorities leading. Wholly, recognition ratio showed low. Park administration of authorities leading and lack of resident′s concern wore thought as its problem. About experience of cleaning beautification rout children′s playground, 14.2% of residents answered "be experience". Participation type of desirous management showed highest "cleaning of fallen leaves and rubbish(22.7% )". So, residents wished to take part in such simple managements. Charge of necessary tool and cost for management showed highest "partial charge of residents (47.9% )". About participant ratio of self government activity made by residents, 75.1% of residents answered "don′t be participated". A reason of nonparticipation showed "insufficiency of place and opportunity (38.7%), deficiency of time(17.97)". Activity of initiative and existing group can be done as a fine device in future. Desirous events for children and residents showed highest "play guidence for children or meeting for aged milan(40.7% )". Therefore, it will have to consider enough about resident′s participation program for activity of use and efficient management of children′s playground.

An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village - (주민참여와 농촌 마을만들기 사업성과의 관계에서 거버넌스의 매개효과 실증분석 - 제주 웃뜨르권역 사례를 중심으로 -)

  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

A Study on the Actual Situation and Performance of Residents Participation in the Comprehensive Development Project of Rural Villages - Focused on the Jeonnam Rural Village - (농촌마을종합개발사업에 있어 주민참여 실태와 성과에 관한 연구 - 전남농촌마을을 중심으로 -)

  • The purpose of this study is to analyze the actual situation of residents' participation in rural development projects, to identify their performance and problems, and suggest ways to develop desirable villages in rural areas. From reviewing relevant pre-studies, this study was done by interview, questionnaire, and observation targeting 140 leaders and residents of exampled village of the project in Jeollanam-do, as well as by listening opinions of relative experts. This study is largely classified into 4 parts, review of character and appearing background of village development project, review of theoretical discussion about residents' participation, evaluation of accomplishments and analysis of participation, and establishing a model for habitants-participating village development project and how to improve it. As a result of questionnaire, it was found urgent for habitants to convert their thinking about village development and their participation in it, to realize a model of this project, as well as political stimulus to promote that. Therefore, measures must be required to improve current village development projects and to promote them. First of all, a preparation period is required to sufficiently provide the village where habitants are willing to participate in, from the state of place selection. Besides, it is required to run away from profit-making businesses aiming at foreign people, to improvement of residents' welfare in a long term, and enhanced resources management in a broad view. Waste of working expenses seems to be solved through direct operation by a corporation in charge of profit-making businesses, under superstition of residents' community. Finally conclusion, expansion and practicalization of education to residents are essential, to promote their participation in rural development projects. Especially it must be practical education for habitants such as 'community-ship' or 'technology education in each interesting part,' rather than tour of other villages and unilateral lectures from experts. Along with this, a long term plan and systematic participation is more essential. Since planning itself can be mutual learning to enhance residents' capacity, a chance must be established to discuss and plan each part including resources-research, by making them participate in.

A Study on Expanding Participation in and Raising Awareness of the Green Parking Project for Improvement of Parking Conditions in Urban Residential Areas (도시주거지 주차환경개선을 위한 녹색주차사업 참여확대 및 인식제고 방안)

  • The purpose of this study was to provide information on how to expend participation in and raise awareness of the Green Parking Project. A survey was conducted for this study among two groups. One group consisted of 38 residents of the Green Parking Zone in Nam-gu, Ulsan, and the other group consised 129 residents with no experience with the Green Parking Project. For analysis, the frequency and means were calculated, and t-test, analysis of variance, and chi-square test were performed. The results showed, first, that general residents tended to think that parking on the street in front of one's house is a divine right, while residents living the Green Parking Zone thought that the street is a public space. Second, general residents regarded fences as means of security to protect their private property, while people living in the Green Parking Zone tended to think of their yards as semi-private spaces and allowed access to neighbors. Third, general residents had concerns about maintenance and administration fees, noise and dust, security of houses, and privacy. However, residents of the Green Parking Zone evaluated those conditions positively. Fourth, people who were well-informed about the Green Parking Project had low anxiety about security and invasion of privacy, results from the project. Therefore, effective public relations are very important for expanding participation and raising awareness.
