Combined analysis of meteorological and hydrological drought for hydrological drought prediction and early response - Focussing on the 2022-23 drought in the Jeollanam-do - (수문학적 가뭄 예측과 조기대응을 위한 기상-수문학적 가뭄의 연계분석 - 2022~23 전남지역 가뭄을 대상으로)

  • This study selected major drought events that occurred in the Jeonnam region from 1991 to 2023, examining both meteorological and hydrological drought occurrence mechanisms. The daily drought index was calculated using rainfall and dam storage as input data, and the drought propagation characteristics from meteorological drought to hydrological drought were analyzed. The characteristics of the 2022-23 drought, which recently occurred in the Jeonnam region and caused serious damage, were evaluated. Compared to historical droughts, the duration of the hydrological drought for 2022-2023 lasted 334 days, the second longest after 2017-2018, the drought severity was evaluated as the most severe at -1.76. As a result of a linked analysis of SPI (StandQardized Precipitation Index), and SRSI (Standardized Reservoir Storage Index), it is possible to suggest a proactive utilization for SPI(6) to respond to hydrological drought. Furthermore, by confirming the similarity between SRSI and SPI(12) in long-term drought monitoring, the applicability of SPI(12) to hydrological drought monitoring in ungauged basins was also confirmed. Through this study, it was confirmed that the long-term dryness that occurs during the summer rainy season can transition into a serious level of hydrological drought. Therefore, for preemptive drought response, it is necessary to use real-time monitoring results of various drought indices and understand the propagation phenomenon from meteorological-agricultural-hydrological drought to secure a sufficient drought response period.

  • The purpose of this study is to assess agricultural drought using modified SWSI(Surface Water Supply Index) in Ango and Anseo agricultural district. Precipitation, reservoir inflow and storage data were used for input data of modified SWSI. Precipitation data was obtained from KMA(Korea Meteorological Administration) and reservoir storage data was obtained from KARICO(Korea Agricultural & Rural Infrastructure Corporation) and reservoir inflow data was simulated by SLURP(Simple LUmped Reservoir Parametric). SWSI based agricultural drought index was evaluated for the period of 1983 and 2001. As results, for the drought periods(July-1994, June-1995, May-2001) agricultural drought indices represented extremely drought states. The result was compared with PDSI and SWSI and checked the applicability of the suggested index in our agricultural drought situation.

Forecasting Monthly Agricultural Reservoir Storage and Estimation of Reservoir Drought Index (RDI) Using Meteorological Data Based Multiple Linear Regression Analysis (기상자료기반 다중선형회귀분석에 의한 농업용 저수지 월단위 저수율 예측 및 저수지 가뭄지수(RDI) 추정)

  • The purpose of this study is to estimate monthly agricultural reservoir storage with multiple linear regression model(MLRM) based on reservoir storage and meteorological data. The regression model was developed using 15 years(2002 to 2016) of 3,067 reservoirs by KRC(Korea Rural Community) and 63 meteorological stations by KMA (Korean Meteorological Administration), and the MLRM showed the determination coefficient($R^2$) of 0.51~0.95. The MLRM was applied to 9 selected reservoirs among the whole reservoirs and validated with $R^2$ of 0.44~0.81. The ROC(Receiver Operating Characteristics) analysis of Reservoir Drought Index(RDI) classified by comparing the present reservoir storage with normal year(1976~2005 average) reservoir storage showed average value of 0.64 for 2 years(2015~2016) with the highest value of 0.70 for winter period, lowest value of 0.58 for summer period. If 1 to 3 months weather forecasting data such as Glosea5 produced by KMA are applied, the predicted monthly reservoir storage from the MLRM can be a useful information for agricultural drought pre-preparation.

Development of Operation Rules in Agricultural Reservoirs using Real-Time Water Level and Irrigation Vulnerability Index (실시간 저수위 및 용수공급 취약성 지표를 활용한 농업용 저수지 운영 기준 개발)

  • The efficient operation and management strategies of reservoirs in irrigation periods of drought events are an essential element for drought planning and countermeasure. Korea Rural Community Corporation has developed the real-time water level observation system of agricultural reservoirs to efficiently operate reservoirs, however, it is not possible to predict drought conditions, and only provides information of current situation. Hence, it is necessary to evaluate accurate irrigation vulnerability and efficiently reservoir operation rules using current water level. In this paper, the improvement methods of reservoir operation planning were developed with water supply vulnerability characteristic curves comparing to automatic water gauge at agricultural reservoirs. The 11 reservoirs were simulated applying the reservoir operation rules which was determined by irrigation vulnerability characteristic curves criteria and real time water level, and evaluated water supply situation in 2012 year. The analysis of results can be identified probabilistic possibility of water supply failures compared with the existing reservoir operation criteria. These results of efficient reservoir operation rules can be achieved enable irrigation planners to optimally manage available water resources for decision making, and contributed to maintain the water supply according to demand strategy for agricultural reservoirs management.

  • Resilience has been widely used in various fields including design and operation of infrastructures. The resilient infrastructures not only reduce the damage scale of various disasters but also reduce the time and cost required for restoration. However, resilience rarely applied to promote efficient management of agricultural infrastructures. Recently, drought is an aggravating disaster by climate change and need countermeasures. Therefore, we tried to demonstrate evaluating measures in case of drought under consideration of resilience. This study applied the robustness-cost index (RCI) to evaluate alternative solution of the supply problem of a large agricultural reservoir under drought conditions. Four structural alternatives were selected to estimate the robustness index (RI) and the cost index (CI) to obtain the RCI values. Structural alternatives are classified into temporary measures and permanent measures. Temporary measures include the development of a tube wells and the installation of the portable pump, while the permanent measures include the installation of a pumping stations and the pumping water to the reservoir (Yeongsan River-Naju reservoir). RCI values were higher in permanent measures than those of temporary measures. Initial storage of the reservoir also affected RCI values of the drought measures. Permanent measures installation and management of early stage of the reservoir storage shortage was identified as the most resilient system.

Development of a Hydrological Drought Index Considering Water Availability (수자원 가용능력을 고려한 수문학적 가뭄지수의 개발)

  • Recently natural disasters such as the frequency and intensity of drought have been increasing as a result of climate change. This study suggests a drought index, WADI (Water Availability Drought Index), that considers water availability using 6 components (water intake, groundwater level, agricultural reservoir water level, dam inflow, streamflow, and precipitation) using the Z score and data monitoring on a nationwide level. SPI (Standardized Precipitation Index) was applied in coastal area. For the severe droughts of 2001 spring and 2008 autumn, the index was evaluated by comparison with reported damage areas. suggested to combine The spatial concordance rate of WADI in 2001 and 2008 for estimation of the degree of drought severity was 50 % and 24 % compared to the actual recorded data respectively.

Analysis of 2012 Spring Drought Using Meteorological and Hydrological Drought Indices and Satellite-based Vegetation Indices (기상 및 수문학적 가뭄지수와 위성 식생지수를 활용한 2012년 봄 가뭄 분석)

  • This study is to analyze the 2012 spring drought of Korea using drought index and satellite image. The severe spring drought recorded in May of 2012 showed 36.4% of normal rainfall(99.5mm). The areas of west part of Gyeonggi-do and Chungcheong-do were particularly serious. The drought indices both the SPI(Standardized Precipitation Index) and WADI(WAter supply Drought Index) represented the drought areas from the end of May and to the severe drought at the end of June. The drought by SPI completely ended at the middle of July, but the drought by WADI continued severe drought in the agricultural reservoir watersheds of whole country even to the end of the July. On the other hand, the results by spatial NDVI(Normalized Difference Vegetation Index) and EVI(Enhanced Vegetation Index) data from Terra MODIS, both indices showed relatively low values around the areas of Sinuiju, Pyongyang, and west coast of North Korea and Gyeonggi-do and Chungcheong-do of South Korea indicating drought condition. Especially, the values of NDVI and EVI at Chungcheong-do were critically low in June compared to the normal year value.

Hydrological Drought Assessment of Agricultural Reservoirs based on SWSI in Geum River Basin (SWSI에 기반한 금강권역 농업용 저수지의 수문학적 가뭄평가)

  • This study proposes a method to evaluate agricultural reservoirs drought by modifying SWSI (Surface Water Supply Index). The method was applied to Geum river basin and the results were represented as spatially distributed information. The SWSI evaluates hydrological drought of watershed unit by selectively applying one or all of the components of snowpack, precipitation, streamflow and reservoir storage. South Korea has 22 % of agricultural area, and rice paddy covers 64 % among them. Usually paddy fields scattered along stream are irrigated by so many small agricultural reservoirs. It is difficult to evaluate agriculture drought by the little information and large number of agricultural reservoirs. In this study, seven agricultural reservoirs over 10 million ton storage capacity were selected in Geum river basin, and the SWSI was evaluated for both upstream and downstream of the reservoirs using 16 years data (1991-2006). Using the results, multiple regression analyses with precipitation and reservoir storage as variables were conducted and the equations were applied to other watersheds. The spatial results by applying regression equations showed that the severe and moderate drought conditions of July and September in 1994, June in 1995, and May in 2001 were well expressed by the watershed unit.

Evaluation of Reservoir Monitoring-based Hydrological Drought Index Using Sentinel-1 SAR Waterbody Detection Technique (Sentinel-1 SAR 영상의 수체 탐지 기법을 활용한 저수지 관측 기반 수문학적 가뭄 지수 평가)

  • Waterstorage is one of the factorsthat most directly represent the amount of available water resources. Since the effects of drought can be more intuitively expressed, it is also used in variousstudies for drought evaluation. In a recent study, hydrological drought was evaluated through information on observing reservoirs with optical images. The short observation cycle and diversity of optical satellites provide a lot of data. However, there are some limitations because it is vulnerable to the influence of weather or the atmospheric environment. Therefore, thisstudy attempted to conduct a study on estimating the drought index using Synthetic Aperture Radar (SAR) image with relatively little influence from the observation environment. We produced the waterbody of Baekgok and Chopyeong reservoirs using SAR images of Sentinel-1 satellites and calculated the Reservoir Area Drought Index (RADI), a hydrological drought index. In order to validate the applicability of RADI to drought monitoring, it was compared with Reservoir Storage Drought Index (RSDI) based on measured storage. The two indices showed a very high correlation with the correlation coefficient, r=0.87, Area Under curve, AUC=0.97. These results show the possibility of regional-scale hydrological drought monitoring of SAR-based RADI. As the number of available SAR images increases in the future, it is expected that the utilization of drought monitoring will also increase.

A Comparative Study on the Drought Indices for Drought Evaluation (가뭄평가를 위한 가뭄지수의 비교 연구)

  • In order to quantitatively identify historical drought conditions and to evaluate their variability, drought indices commonly used. The calculation method for the drought index based on the principal hydrological factors, such as precipitation and reservoir storage, can estimate the duration and intensity of a drought. In this study the Palmer-type formula for drought index is derived for the Nakdong River basin by analyzing the monthly rainfall and meteorological data at 21 stations. The Palmer Drought Severity Index(PDSI) is used for dry land sectors to evaluate the meteorological anomaly in terms of an index which permits time and space comparisons of drought severity. The Surface Water Supply Index(SWSI) is devised for the use in conjunction with the Palmer index to provide an objective indicator of water supply conditions in Nakdong River basin. The SWSI was designed to quantify surface water supply capability of a watershed which depends on river and reservoir water The Standardized Precipitation Index(SPI) is evaluated for various time periods of 1 to 12 months in Nakdong River basin. For the purpose of comparison between drought indices correlation coefficient was calculated between indices and appropriate SPI time period was selected as 10 months for Nakdong River basin. A comparative study is made to evaluate the relative severity of the significant droughts occurred in Nakdong River basin since 1976. It turned out that $'94{\sim}'97$ drought was the worst drought in it's severity. It is found that drought indices are very useful tools in quantitatively evaluating the severity of a drought over a river basin.
